2 National Consultation Workshop National Consultation Workshop on Key Challenges and Opportunities for Food Security Policies in Sri Lanka was held on 16 th & 17 th July This National Workshop was jointly organized by the Institute of Policy Studies (IPS) & International Food Policy Research Institute (IFPRI) MOU on the Program for Supporting Food and Nutritional Policy Development and Implementation was signed by IPS and IFPRI at the National Workshop Developing Food Value Chain and Explore Private Sector Participation in Ensuring Food and Nutrition Security is one of the areas covered in MOU

3 Concept Notes Presented at the Workshop The following Concept Notes /Proposals presented at the National Workshop - Concept Note on Food Hub - Strategic Information Management Project - A Doctoral Study- A Scientific Analysis of Prevailing Eating Habit and Projected Impact on Social and Economic Development in Sri Lanka - Project Proposal for Developing Under- utilized Tuberous Crops for Food Security - Project Proposal for Development Study on Aquatic Plantsbased Food Industry - Project Concept on Innovation Focused development of Tree crops-based Food Industry * The last three proposal/concept note dealt with Food Value Chain Development mentioned in the MOU

4 Proposals for Food Value Chain Development IFPRI initiated formulation of following proposals for developing food value chains based on sustainable development initiatives for food and nutrition security with teams of national experts - Proposal for Innovation Driven Development Plan for Aquatic Plants-based Food Industry - Proposal for Integrated Development Plan for Tree Crops-based Food Industry - Proposal for Integrated Development Plan for Animal Products-based Food Industry - Proposal for Development Plan for Tuberous Crops-based Food Industry

5 Development of Proposals Proposal for Innovation Driven Development Plan for Aquatic Plants-based Food Industry was formulated by a team of national experts led by Mr. W. C Dheerasekera and submitted to IFPRI on due date- October 25, 2015 The due date for proposal for Development Plan for Tuberous Crops-was due on November 10, 2015 and Dr. C. S. Weeraratna submitted a concept note for a development study to IFPRI on due date Proposal for Integrated Development Plan for Tree Cropsbased Food industry was formulated by a team of national experts led by Dr.(Mrs) Nandanie Ediriweera and submitted to IFPRI on due date- November 30,2015 An outline of the Proposal for Integrated Development Plan for Animal Products-based Food Industry was formulated by Dr. Sam Daniel with a team of national experts and submitted to IFPRI on due date December 15, 2015

6 Implementing Agency for Food Value Chain Development Proposals Ministry of Primary Industries (MPI) is the National Implementing Agency for the proposals for Development Plans of Four Food Industries MPI has been designated as Implementing Agency of Component 1- Agriculture Value Chain Development of the proposed Agriculture Sector Modernization Project of World Bank Food Value Chain Development is part of Agriculture Value Chain Development

7 National Workshop on Food Value Chain Development MPI and IPS with IFPRI are organizing National Workshop on Food Value Chain Development on 6 th & 7 th April 2016 to seek stakeholders views on the four proposals for food value chain development Validated proposals will be presented to funding agencies by IFPRI to mobilize funds for implementing proposals

8 Demonstration Pilot Projects for Value Chain Development The proposed World Bank project on Agriculture Sector Modernization has tentatively identified following projects as Demonstration Pilot Projects for Value Chain Development - Seaweed Development in the Mannar Aquaculture Mega Zone( Aquatic Plantsbased Food Industry) - Coconut Development and Processing in the Kurunagala Mega Zone ( Tree Cropsbased Food Industry) - Aquaculture Development in Batticaloa

9 Outcome of Proposals Outcomes of Development Plans of Aquatic Plants-based/ Tree Cropsbased/Tuberous Crops-based/Animal Products-based Food Industries through food value chain development are Qualitative: Progressive Improvement of Global Indexes Quantitative: Increased Exports of Food Products

12 Beneficiaries Food insecure poor people-1.5 Mn Samurdhi beneficiaries who get income support from Government Women denied same access to productive resources as men Growing elderly population who need stability of access to food. The elderly population constitute 12.2% of the total population at present and it will increase to 22% by 2020 Tourism industry by providing aquatic foods to increasing number of tourists. It is estimated tourists arrivals will increase to 2.5Mn in 2016 Additional income for the food industry by exporting organic food products

14 Food Value Chain Development based on Sustainable Development Initiatives Development Framework (DF) is designed for developing food value chains based on sustainable development initiatives for food and nutrition security Food Value Chain development through-upstream Development (supply chain development), Mid Stream (post harvesting activities) and Down Stream (Value Addition) are presented in DF Economic/Financial Sustainability, Environment Sustainability and Social Sustainability are the sustainable development initiatives presented in DF.

15 Development Approach- National Address the following objectives of the National Program on Food Production ( ) - To ensure balanced development in the country by introduction and launch of a crop production program based on Agro Environmental Zones - To make available plentiful supplies of food in good quality by adopting an eco-friendly method thereby minimizing the use of chemical fertilizer and pesticides in food production To contribute to promotion of food security and level of nutrition in the country through upgrading the quality of fish-based products, according to the acceptable hygienic standards To optimize productivity and minimize cost of production by use of quality inputs and adoption of appropriate technological and mechanical methods in production

17 Development Theme Promotion of Organic Foods Production is the Development Theme of the Four Food Industry Development Plan focusing on food value chain development Organic Food Production effectively address the strategy of Ministry of Primary Industries to integrate farmers, fishermen and small scale agro businessmen into the global economy with emphasis on increased value addition and maximizing export opportunities for primary industries Global sales for organic foods increased by more than 170% since 2002 reaching more than US$ 63bn in 2011

18 Organic Food Market in Asia Japan In 2010, the Japanese Organic Food market was estimated to around US$1.3bn China The Chinese Organic Food Development Center estimated that domestic sales of organic food products will increase by 50% in 2014 China is the World s biggest infant formula market with US$ 12.4bn in sales annually. Australian organic infant formula and baby food producer-bellamy s Organic have reported that their sales in Chinese Market grew 70% annually over the period Organic Dairy Farmers of Australia reported that exports of long-life organic milk to China had grown by 20-30% per year

19 Organic Meat Production Organic meat certification in the United States authenticates that the farm animal meet USDA organic protocol. These regulations include that the animals are feed certificated organic food and that it contains no animal byproducts. Organic farm animals can receive no growth hormones or antibiotics. Irradiation and genetic engineering are not allowed with organic animal production In USA organic production is managed in accordance with Organic Food Production Act.

20 Development Initiatives as Policy Instruments

21 Ministry of Primary Industries As implementing agency Ministry of Primary Industries will have to classify development initiatives proposed in the proposals as Voluntary, Mixed and Compulsory Instruments Each proposal will present the development initiatives based on this category and propose legislative measures for each policy instruments and suggest institutional framework to implement those policy instruments.
