3 I. THE CURRENT SITUATION OF FOOD SAFETY AND HYGIENE MANAGEMENT IN AGRICULTURE AND FISHERY 1. The propaganda, dissemination, education of food safety and hygiene policy and legislation in agriculture and fishery: Propagation and dissemination of the laws of Food Safety and Hygiene and decrees of the Government in the sanctions of the administrative violations of food safety and hygiene. Propagation and dissemination of the Circular of the Ministry of Agriculture and Rural Development of food safety and hygiene management in agriculture and fishery. Produce and publish communications products for food safety and hygiene.

The construction and development of production model for food safety and hygiene: To build the model and instruction for vegetable cultivating according to VietGAP; granting certificate of specialization in cultivating and processing vegetables; granting VietGAP certificate for producers of vegetable and fruit.

The construction and development of production model for food safety and hygiene: Developing and implementing the safe aquaculture model as shrimp, eel, crab, and goby farming to ensure food safety and hygiene according to VietGAP. The construction of safe farming model applied VietGAP in raising broiler chicken, dairy, honey bee are actively implemented. Many veterinary drug manufacturers have been granted ISO and GMP.

The inspection, control and sanction of violations of food safety and hygiene: Physical facilities, technique is relatively sufficient to ensure food safety and hygiene management activities in agriculture, with the affiliated laboratories can make test of microbiological and chemical for food safety.

The inspection, control and sanction of violations of food safety and hygiene: The prevention and control of disease in livestock and poultry has been done well; the focused slaughter has been held in some of large cities. However, there are still many limitations due to limited funding for inspection activities and the number of qualified and experienced laboratories for testing the quality of products is insufficient.

SOME OF THE ACHIEVEMENTS The management of food safety and hygiene and quality assurance has made marked progress: some agricultural products, essential food such as rice, corn... basically meet the requirements of food safety and hygiene. Food safety and hygiene conditions at the base of the food production business have been improved. The propaganda, dissemination of knowledge and food safety and hygiene legislation initially created a change in perception of businesses and consumers.

SOME OF THE ACHIEVEMENTS The country now has 29 high-tech agricultural parks were built and put into planning in 12 provinces and cities as models of safe vegetable cultivating in Ho Chi Minh City, Bac Ninh, Lam Dong; model of mushroom production farm in Vinh Phuc... From early 2014 to the present, the Center of Counseling and Support for Agriculture has certified VietGAP for 112 organizations and individuals with a total area of 85,54 hectares; equivalent to 453,55 hectares of cultivated area; expected output of tons / year.

In HCMC, a progressive to date, the total number of units cultivating vegetable and fruit have been certified VietGAP is 350 organizations and individuals with a total area of 200 hectares; equivalent to 968 hectares planting. In recent years, HCMC has implemented the scheme of food safety and hygiene chain for period , surveyed and selected units that meet the criteria and requirements of the chain to participate in the project. Coordinate with other province to implement the cooperation programs on food safety and hygiene control of agricultural products.

DIFFICULTIES IN THE ASSURANCE OF FOOD SAFETY AND HYGIENE In 2012, there were 168 cases of food poisoning that had people were poisoned, 34 deaths; in 2013, people were poisoned, 28 deaths in 163 cases of food poisoning. The first 10 months of 2014, all over the country occurred 109 cases of serious food poisoning, causing people poisoned, including 20 deaths. Agricultural output and food consumed each day in HCMC accounted for 80% that cannot control the derivation.

Difficulties in implementing the food safety and hygiene standards The difficulty in upgrading the facilities, infrastructure, sewerage systems, transportation. The difficulty of human resources. The financial difficulty of applying a system of food safety and hygiene management. No sanction on the application of the implementing of food safety and hygiene management system.

Current situation of food safety and hygiene in vegetable cultivating, aquaculture and seafood processing, slaughter cattle and poultry: There are still businesses that have continued using banned chemicals in agricultural products, aquaculture, seafood processing, and not yet control animal feeds, drug for weight gain,... Pre-processing method, storage of agricultural products, food processing procedure that could be infected from environmental contamination still exist.

The issues of food safety and hygiene for products in the supermarket There are still some supermarkets selling poor-quality products, no labeling, origin. Fresh foods only have packaging date but expiry date is not clear. Consumers desire cheap price products, but not yet fully equipped the knowledge of food safety and hygiene.

RESPONSIBILITIES OF BUSINESSES IN ASSURING THE FOOD SAFETY AND HYGIENE Comply strictly with the regulations of law in the whole process of producing, trading, transporting food Businesses must construct the process, recovery procedure and communications to consumers when there are incidents of food safety and hygiene. Food Safety and hygiene is not a matter of competition between businesses, as simply if there is an incident happened to a product then almost all businesses in the same field will be affected.

16 V. RECOMMENDATIONS FOR CONSUMERS Be a smart Consumer, choose the products that have packaging and labeling, origin and expiry date clearly prescribed When detected or suspected food poisoning, to suspend the use and keep all food sealed and immediately notify the nearest medical institutions for timerly treatment. Assuring food safety and hygiene is a joint responsibility of farmers, businesses and consumers.
