Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO -- Satisfactory Public Disclosure Authorized Overall Implementation Progress (IP) -- Satisfactory Implementation Status and Key Decisions SMART Punjab became effective upon signing on February 2, The main implementing Departments in the GoPunjab (Agriculture, Livestock & Dairy Development, Food, and Irrigation) have established and staffed their respective Program Delivery Units (PDUs). In addition, the Program Coordination and Monitoring Unit (PCMU which recently changed its name to PIU - Program Implementation Unit) was established under the Planning and Development (P&D) Department, with most of its staffing in place. Especially the Agriculture Department (which has a number of DLIs for 2018) has been very active in implementing SMART, and this is also reflected in the (draft) FY19 Annual Development Plan (the investment/capital budget of Punjab Province). The e-voucher system for agriculture input subsidies has now registered 200,000 farmers, out of which more than 70,000 have accessed the subsidy. A review of agriculture research and extension has been completed. The Agribusiness and Innovation Fund is being established. A pilot scheme for area yield index based crop insurance has been launched in four districts. A Communications Strategy for SMART has been finalized and is being implemented, including awareness sessions for academics (at LUMS on March 12, 2018) and media (at PC hotel in Lahore on April 16, 2018). The TTL has urged the PIU to complete its staffing as soon as possible, including hiring of Verification Agency beyond the current short-term engagement.
