1 Animal Confinements: Exposures and Loss Control #IRMI2017 Safety issues can arise from animal confinement operations. This session will provide an overview of what confinement operations involve, what safety issues can arise, and how to mitigate and manage the risks. 6 Animal Confinement Feeding Operations - AFO/CFO Beef Cattle Feedlots-Feedyard Confinement Swine Dairy Poultry Boarding? Equine 7 Livestock Feeding wikipdia A feedlot or feedyard is a type of animal feeding operation (AFO) which is used for finishing livestock, notably beef cattle, prior to slaughter. Large beef feedlots are called Concentrated Animal Feeding Operations (CAFOs). They may contain thousands of animals in an array of pens. Most feedlots require some type of governmental permit and must have plans in place to deal with the large amount of waste that is generated. The Environmental Protection Agency has authority under the Clean Water Act to regulate all animal feeding operations in the United States. This authority is delegated to individual states in some cases [1]. Increasing numbers of cattle feedlots are utilizing outwintering pads made of timber residue bedding in their operations [2]. Nutrients are retained in the waste timber and livestock effluent and can be recycled within the farm system after use. Prior to entering a feedlot, cattle spend most of their life grazing on rangeland or on immature fields of grain such as green wheat pasture. 8 6

7 Feedlot / Feedyard + = 9 Feedlot / Feedyard Cattle in concentrated animal feeding operations (CAFOs) are typically fed corn, soy and other types of feed Stuff and micro ingredients As a high-starch, high-energy food, corn decreases the time to fatten cattle and increases yield from dairy cattle. These cattle are called corn-fed or grain-fed. In the United States, most grass fed cattle are raised for beef production. Dairy cattle are usually supplemented with grain to increase the efficiency of production and reduce the area needed to support the energy requirements of the herd. A growing number of health and environmental proponents in the United States such as the Union of Concerned Scientists advocate raising cattle on pasture and other forage. Some[who?] claim that the adoption of a grass-fed beef production system would dramatically increase the amount of land needed to raise beef. wikip dia 10 7

17 One important reason for understanding that even small farms can fall under OSHA is that, in a court of law, OSHA rules and regulations may be used to identify safe and unsafe conditions on the farm. 29 Aug. 31, 2011 US Department of Labor's OSHA cites, Neb., after worker suffocates in grain, Neb. The U.S. Department of Labor's Occupational Safety and Health Administration has cited LLC Co. for two willful, nine serious and one other-than-serious alleged safety violation at the company's cattle feed lot and farming operation in. OSHA opened an inspection following the death of a worker who suffocated when engulfed in grain that he was walking on in a bin that had a running auger. Proposed penalties in this case total $185,

34 Livestock Systems 63 "Our investigation at this farm reinforced the fact that farming is dangerous work and farm owners and operators need to understand, search out and correct the hazards their workers face," said OSHA Area Director Mark Hysell in Eau Claire, Wis. OSHA's serious citations address the failure to provide a guarding mechanism to prevent power driven machinery from accidentally falling into the earthen manure storage facility, alteration of seat belts on that machinery, lack of adequate training and instruction for operators of the skid steer machinery, potential amputation issues and electrical shock hazards. Proposed penalties total $7,200. many farming operations, particularly those with 10 or fewer employees, are exempt from OSHA regulations, those that have maintained a temporary labor camp within the last 12 months are not exempt and are subject to all OSHA regulations

35 65 Kansas Department of Highways employee stopped at a farm and talked with an old farmer. He told the farmer, 'I need to inspect your farm for a possible new road.' The old farmer said, 'OK, but don't go in that field. ' The Highways employee said, 'I have the authority of the State Kansas to go where I want. See this card? I am allowed to go wherever I wish on farm land.' So the old farmer went about his farm chores. Later, he heard loud screams and saw the Department of Highways employee running for the fence and close behind was the farmer's prize bull. The bull was madder than a nest full of hornets and the bull was gaining on the employee at every step. The old farmer called out, 'Show him your card', 'SHOW HIM YOUR CARD!!!! 66 35

39 care, custody, or control (CCC) An exclusion common to several forms of liability insurance, which eliminates coverage with respect to damage to property/livestock in the insured's care, custody, or control. In some cases, CCC has been determined to entail physical possession of the property; in others, any party with a legal obligation to exercise care with respect to property has been deemed to have that property/livestock in its CCC.? The policy pays all sums you are legally obligated? to pay others for damage to livestock in your care, custody or control. Many general liability policies exclude coverage for injury or death to any animal in your care, custody or control. 73 care, custody, or control (CCC) 74 39
