2 Preamble The Agri-ProFocus Indonesia Agri-Hub is part of the global Agri-ProFocus network. As a network we believe that primary producers are key to local economic growth, sustainable agri-food systems, and food security for all. The Agri-Hub Indonesia convenes stakeholders from the private and public sector and civil society that are committed to work with entrepreneurial farmers. Its mission is to facilitate coordination, broker and create spaces and opportunities for multi stakeholder action, learning and debate. We measure our success at the level of innovation, business deals and policy changes in the sector to the benefit of farmer entrepreneurship. The network works through sharing and co-creating. Our results which we call market triggers are effectively aimed to improve the support system for farmer entrepreneurship. Those improvements we call the market uptake : in other words how is the market of stakeholders responding, are the results of the network actually been put to good use. Further down the line the improved support system should contribute to strong farmer entrepreneurs who are able to make better informed choices for their business. The priorities - as defined under our four delivery areas - build on the planning process which has taken place within the Agri-Hubs and through interaction within the Dutch partnership. The results of the Agri-ProFocus Indonesia Agri-Hub are broken down in four service areas. a. Network development and coordination. b. Business and partnership brokering. c. Innovation communities. d. Platform for debate and learning. What is your stake? As is good common practice within the Agri-Hub Indonesia the agenda leaves room for engagement of interested stakeholders. Moreover it is custom that throughout the year new opportunities will emerge than can be incorporated. In other words the readers of this annual plan are invited to contact Agri-ProFocus to see how and where to link up, find their interest and contribute. 1. Introduction In 2013 the Agri-Hub Indonesia has come into being. An inception mission in the first quarter provided the first background and support for the idea for developing such a network. HIVOS South-east Asia has committed to hosting the network and provides 2

3 coordination facilities. This was followed by a multi-stakeholder workshop at which the network was officially launched by the first group of members. This annual plan builds upon the joint action agenda developed by the members and provides a set of concrete deliverables that are to add value to the work of various stakeholders. Based on this plan members are asked to indicate: Which activities they want to engage with and support (with resources). Which services they would like to see the network develop that are not yet mentioned. As such the plan is open for comments, suggestions, adaptations and above all engagement! The premise is that the Agri-ProFocus Indonesia Agri-Hub is an open network with a low threshold to become a member and access information. At the same time the Agri-Hub Indonesia only functions based on members commitment and willingness to share and work together. In short the Agri-ProFocus Indonesia Agri-Hub mode of operation is for and through its members. 2. Agri-Hub priorities 2014 Coordination and network development Aim: Be the port of call in Indonesia for all stakeholders to create linkages and potential synergies with regard to farmer entrepreneurship and food security. Priorities in 2014 are: The ambition of the network is to grow gradually linking Agri-ProFocus Indonesia with regional networks of the current members, and making the connection to private sector players (Indonesian and international) and platforms (such as the Chamber of Commerce, PISAGRO) as well as to financial service providers (banks, MFIs, impact investors). Growing the Agri-Hub professional network membership from 100 to 350 from different stakeholder groups. Cooperating with the Dutch embassy on private sector development in agriculture. Strengthening outreach by organizing events with stakeholders in different parts of the country. Resource sharing between members for activities. To strengthen member ownership of the network, group leaders have formed a steering committee that will function as a think tank and for checks and balances. Business and partnership brokering Aim: Agri-ProFocus Indonesia will develop a profile in brokering business and partnerships. This will include: Support through network coordination in linking requests for support with competencies of members in the network. Brokering contacts and partnerships will initially but not exclusively - focus on horticulture, rice, dairy, cocoa, coffee and palm sugar sectors. Regular calendar for Business to Business events once every quarter. Development of an agri-business directory and trading facility at the Agri-Hub online platform. Improve access to a central place for market information for members. 3

4 Stimulate joint resource mobilization by members for agri-business development programmes and investments. The Agri-Hub will do this through a/o identifying and promoting opportunities for funding and facilitation of consortia of members. Innovation communities Aim: As a start the Agri-ProFocus Indonesia members flagged four areas to focus on as a first joint agenda. Around each topic a coalition has been formed to drive specific action plans. These four so-called Innovation Communities are the following: Youth in farming - improving the image of farming as a viable and cool business for young Indonesians - led by Oxfam Novib. Increasing market access - improving the availability and dissemination of reliable market intelligence both domestic and international led by CBI. Access to finance developing strong farmer owned business cases to lobby financial service providers and banks to invest in farming led by ICCO. Sustainable business development models and services consolidate and learn from best practice lead to be confirmed. Platform for debate and learning Aim: Agri-ProFocus Indonesia invites members to share and communicate their activities and good practice in various ways. Visibility and co-organizing support for member events on farmer entrepreneurship and food security e.g. in specific commodities such as coffee, palm sugar, dairy. On a daily basis by sharing content through the news, forum and events section at the online platform at Through twitter #agrihubindonesia and by liking Agri-ProFocus Indonesia on Facebook Indonesia/ Provide online platform training to members. 3. Management and governance HIVOS South-east Asia hosts the Agri-ProFocus Indonesia coordination with support from a network facilitator in Arnhem, The Netherlands. The Agri-Hub Coordinator (AHC): o facilitates network development, o monitors follow-up of agreed actions and commitments, o supports roll out of joint activities, o manages resources, o supports group leaders. Membership is open for all subscribing to values and content. Innovation communities are steered by members under leadership of a member. Agri-Hub Coordinator is supported by Network Facilitator from Netherlands. Local steering committee of group leaders and key contributors acts as advisory group steering committee which meets twice a year. 4

5 4. Budget The Agri-ProFocus Indonesia Agri-Hub work needs an annual budget to cover costs of events, activities, support to members and coordination. Based on the agenda set with the members an estimate has been made for 2014 with regard to the expected cost and contributions. The cost estimate will have to be verified by making specific budgets for activities with the various innovation groups. Members also are asked to commit resources for joint activities and coordination. The hosting contract for the Agri-Hub between Agri-ProFocus and HIVOS is for the period Moreover, coverage of these costs is to be reached by applying for a contribution from the Agri-ProFocus Matching Fund. The Agri Hub Indonesia works with an annual budget that covers costs of events, activities, support to members and coordination by the Agri-Hub team. This is estimated at for The detailed budget is available on request. The resources covering the budget come from: Contributions of members of Agri-ProFocus Netherlands members including Cordaid, HIVOS, SNV, ICCO, and Agriterra. Contributions of Indonesian organizations, in cash or kind. A contribution from the DGIS matching fund, whose size depends on the contributions of members. 5
