9 IAI Work Plan III ( ) Vision To assist the CLMV countries to meet ASEAN-wide targets and commitments towards realising the ASEAN Community Strategic areas Food and agriculture Trade facilitation MSMEs Education Health and well-being Actions Each strategic area contains 3-7 actions that outline measures to be taken to achieve the objectives of the strategic area

10 IAI Work Plan III: New Features New features Targeted, focused and action-oriented approach. Consistent and aligned to ASEAN Community Blueprints and relevant sectoral body work plans. Implementation plan involving CLMV national coordinators and focal points. Monitoring and evaluation mechanism comprising measureable outputs (project and action), and highlevel outcomes.

11 Food and Agriculture Objectives Reduce rural poverty Increase agricultural productivity Increase trade in agricultural products I II III Actions Complete the implementation of ASEAN Good Agricultural Practices (GAP) by finalising GAP harmonisation, training farmers and developing certification processes Continue the implementation of ASEAN Good Aquaculture Practices (GAqP) by harmonising national standards, disseminating practices to producers and developing certification processes Commence the implementation of ASEAN Good Animal Husbandry Practices (GAHP) for Layers and Broilers, with a focus on improving the control and prevention of animal health diseases and zoonoses Increase the adoption of sustainable agricultural practices IV V Disseminate techniques and technologies to reduce post-harvest losses in crop production, including in food processing Exchange best practices and capacity building in improving water management and water-use efficiency in agriculture Improve food security VI VII Further the development of national food security strategies through evaluating impact of existing policies and sharing best practices Enhance capacity to diversify sources of food supply, stockpiling and other new possibilities of food sources for food imports 11

13 Other Assistance to CLM Additional resources for CLM in regional projects e.g. Consultancy, training and infrastructure to establish national single window under the US-ACTI; In 2015, staff members from the National Statistical System of the CLMV were sponsored Masters in Statistics programme at the University of Philippines under the EU-ASEAN COMPASS project Special & differential treatment in regional FTAs Longer lead time for implementation Lower level of commitment Economic cooperation in ASEAN+1 FTAs Capacity building and technical assistance, particularly for CLM 13

14 Challenges and ASEAN s Experience Development Partner Coordination of activities at different levels of assistance (bilateral, subregional and regional). Coordination among development partners. Potential multi-donor programmes. Beneficiary country Be specific on assistance required. Not all problems can be addressed by capacity building. Coordination among ministries and agencies.
