1 CONSULTANTS ON FULL-TIME BASIS NABARD Consultancy Services (P) Ltd. (NABCONS), wholly-owned subsidiary of NABARD (fully owned by Govt. of India and RBI), engaged in provision of consultancy services in the areas of agriculture and rural development, intends to hire experienced (i) One Consultant Architect/Engineer; and (ii) One Consultant Food & Agro Processing on contract basis for posting at its Head Office in Mumbai. The contract for Consultant Architect/Engineer and Consultant Food & Agro Processing shall be valid initially for 3 years and may be renewed by NABCONS annually. Candidates under both the categories should possess excellent communication skills in English with good knowledge of working in MS Office Suite Selection will be based on personal interview and experience. Salary is negotiable. Upon selection, besides agreed salary, admissible Medical and Leave Travel Allowance will also be paid. 2 JOB DESCRIPTION 1. Consultant Architect/Engineer (Number of Vacancy: 1) (i) Educational Qualification The applicants should have successfully earned either of the following:- a. Bachelor of Architecture (B.Arch.) degree after 5 years of classroom study (10 semesters with 1 Semester of practical training in a Professional Architect s Office) from any recognized College or Institution whose admission process is based on the marks obtained by the candidates in National Aptitude Test in Architecture (NATA) conducted bythe National Institute of Advanced Studies in Architecture (NIASA), Pune. The applicant should also be registered as an Architect with the Council of Architecture for practicing. Higher qualification such as M. Arch(2 academic years or 4 Semesters) and/or post-graduate specialization in fields like Urban Design, Landscape Architecture, Town Planning / Urban Planning, Environmental Planning, Building Engineering and Management, Transport Planning, etc. will be given preference. b. Graduate Engineers (B.E./B.Tech Civil) or any higher qualification in this field from any recognized College or Institution (Candidates with Diploma in Civil / Other subjects or any BE/B.Tech degree in subjects other than Civil Engineering need not apply). (ii) Work Experience The candidates should have a minimum of 5 years work experience. (iii) Other Requirement In addition to the minimum qualification and the required years of experience, the candidates should be well aware of the current social and environmental factors. He should have the proven ability in building economies and cost estimations with a good understanding of legal and financial matters. Practical knowledge in the areas of Architectural Drawing & Graphics, Surveying & Leveling, Estimating & Costing, Building Materials & Specifications, Landscape Design and Building Bye-laws will be an added advantage. Practical proficiency in AUTOCAD, AUTOARCHITECT and other similar software is desirable. (iv) Age Should not be more than 40 years as on 01 March (v) Scope of Work The primary responsibility of the Consultant Architect will be to provide support to NABCONS in respect of its assignments related to civil works all over India. NABCONS is now in an expansion mode with several new verticals in the offing and, as Consultant Architect, the incumbent will be the Head of the newly upcoming vertical of Infrastructure & Engineering Services of NABCONS with a mission of piloting it successfully to the level where NABCONS would be ready to provide the entire gamut of professional services as a Project Management Consultant for turn-key development and rural infrastructural projects. He shall guide, direct and supervise the works of Civil and Electrical Engineers in the team engaged in executing various assignments of NABCONS. These assignments may be of varied nature and the supervisory role and responsibility of the Consultant Architect may pertain to one or more of such works as conduct of land surveys, evaluation of lands and buildings, providing technical advice on planning, improving or beautifying landscapes / highways / towns / estates, etc.,

3 independent evaluation of detailed drawings and technical specifications and estimates of costs of various types of civil works (including outdoor and indoor works), preparation of sketch scheme in respect of warehouses/cold storage/market yards (including perspectives and models), coordination of structural, electrical mechanical and A/C designs with architectural designs for preparation of BOQ/Estimates, Project Report, Tender Docs, etc., formulation of outline specification for finishing materials, development of monitoring formats for 3 rd party monitoring of infrastructural projects of Central and State Govts., undertaking field visits for monitoring of infrastructural projects and writing of reports based on such monitoring visits, making of presentations on reports made by NABCONS, scrutiny and technical vetting of reports submitted by other Consultant Engineers of NABCONS, providing technical comments wherever required, preparing technical/engineering charts, drawings, diagrams, etc., assessing technical/architectural/aesthetical/functional soundness of civil works and components in various project reports, liaising with the concerned authorities like the District Collector / Development Commissioner / Chief Engineer / Executive/Superintendent Engineers, etc. in connection with the assignments of NABCONS for collecting and collating information and data, attending to the work related to MIS and Audit, preparation and submission of memorandum and proposals to the higher Authorities for approval, etc. as also all other works and tasks related therewith and incidental thereto. Some of the exemplary key rural infrastructure assets in respect of which the Consultant Architect would be required to provide his technical advice and guidance, including in preparation of Detailed project Reports thereabout, are - Flood Protection measures, Market Yard, Godown, Mandi, Rural Haat, agricultural marketing infrastructure, Cold Storage, Grading / Standardizing / Testing / Certifying laboratories, Fishing Harbour / Jetties, structures related to Riverine Fisheries, Modern Abattoir structures, Mini Hydel Projects/ Small Hydel Projects (up to 10 MW), Medium irrigation Projects, Drinking Water Infrastructure, Rural Education Institutions, Public Health Institutions, Rural Sanitation infrastructure, Construction of Anganwadi Centres, Setting up of KVIC Industrial Estates, Rural Roads and bridges, etc. (vi) Salary Negotiable. Consultant (Food & Agro Processing) - Number of Vacancy: 1 (i) Educational Qualification The applicants should have successfully earned Graduate/Post Graduate degree in Post Harvest Technology, Food Processing, Food Technology, Food Engineering, Dairy Technology, Livestock Product Technology, Dairy Engineering & Technology or any other equivalent degree from any recognized College or Institution. MBA or Finance related qualification from a reputed institution would be an added advantage (ii) Work Experience The candidates should have a minimum of 15 years varied work experience in different segments of Food Processing and agro industries including setting up of projects, turnkey assignments and overall management. Candidates having wide experience across sub sectors of food processing would be given preference. (iii) Other Requirements In addition to the minimum qualification and the required years of experience, the candidates should be well aware of the recent developments in the food and agro processing sector. He should have proven ability in assessing technological and other infrastructural requirements for setting up food processing industries preferably in various sub sectors of food processing. The candidate should have to his credit publications related to the subject. He will be initially posted at Mumbai, however, he should be prepared to travel throughout India and abroad in connection with the work requirement. (iv) Age Preferably not more than 50 years as on 01 February (v) Scope of Work NABCONS is now in an expansion mode with several new verticals in the offing and, as Head (Food & Agro Processing), the incumbent will be manning the new vertical of Food & Agro Processing of NABCONS with a mission of piloting it successfully to the level where NABCONS would be ready to provide professional services ranging from Preparation of Detailed Project Report, Techno Financial Appraisal Reports, conducting feasibility studies, working as Programme Management Agency or Project Management Consultants for food and agro processing projects like Mega Food Parks, Food Parks and other turn-key projects covering the entire gamut of Food and Agro Processing. The primary responsibility of Head (Food & Agro Processing) will be to provide support to NABCONS to tap the business opportunities in Food & Agro Processing Sector across the supply chain from farm to shelf. The head should be able to develop and nurture a dedicated Food & Agro processing team which can take up in-depth research on various sectors including fruits and vegetables, convenience food, bakery, seeds, dairy, grains, poultry, alcoholic beverages, tea, coffee, sugar, food retailing, certification, accreditation, etc., provide creative solutions, comprehensive strategic advisory services and corporate finance products for clients in Food and Agro processing, Project Finance, Supply Chain Management etc. He shall scout for business, execute bids, negotiate terms of the assignment, shortlist team of consultants, guide the execution of assignments, co-ordinate with other verticals, direct and supervise the works of food processing and other subject matter specialists related to food and agro processing and engineers in the team engaged in executing various assignments of NABCONS. These assignments may be of varied nature and the role and responsibility of the Food & Agro Processing Head may pertain to strategy planning, execution and monitoring of one or more of such

5 works as providing technical inputs for developing food processing policies and vision plan documents, conduct of feasibility studies for setting up food processing units, providing technical advice on planning and setting up of food processing units including setting up of projects on turn key basis, Preparation of Detailed Project Reports, Preparation of Techno economic appraisal reports, work as Project Management Consultants or Program Management Units for Food Parks, Development of formats for evaluation of schemes of Central and State Govts. related to Food Processing, undertaking field visits for monitoring and evaluation of projects and writing of reports based on such monitoring visits, making of presentations on reports made by NABCONS, scrutiny and technical vetting of reports submitted by other Food Processing Consultants of NABCONS, providing technical comments wherever required, assessing technical/functional soundness of civil works and components in various project reports, liaising with the concerned authorities like Food Safety and Standards Authority of India, food certification agencies and other institutions related to food processing in connection with the assignments of NABCONS for collecting and collating information and data, undertaking food audits, attending to the work related to MIS and Audit, preparation and submission of memorandum and proposals to the higher Authorities for approval, etc. as also all other works and tasks related therewith and incidental thereto.
