Introduction ASEAN-JAPAN PARTNERSHIP PROJECT (CLMV Focus) TITLE : International Training Course on Post-harvest Technology and Processing of Agricultural Crops HOST : Thailand Department of Agriculture (DOA), Ministry of Agriculture and Cooperatives (MOAC) DATE : 14 November to 4 December 2010 (3 weeks) VENUE : Province SPONSOR : Ministry of Agriculture, Forestry and Fisheries of Japan (MAFF) under the ASEAN-Japan Partnership Project Implemented by the ASEAN Secretariat. Appropriate post-harvest technology and processing of agricultural crops have been developed through research and development efforts in various national research institutions involved in grains and fruits handling. Whilst there are many technologies available to the grain industry and processing technology of agricultural crops, their adoption has been minimal due to limitations in training and extension in the post-harvest sector. The need of strengthening national training capabilities and institutions involved in crops post-harvest handling is therefore, critical. In view of this, training course on Post-harvest Technology and Processing of Agricultural Crops to train senior officers from various national grains and fruits agencies, research centers and cooperatives involved in post-harvest activities, is planned. The goal of the training course is basically to develop awareness the region s post-harvest and processing technologies of agricultural crops on grains and fruits. 2. Course Objectives (1) To share each country s experience/status on post-harvest and processing technologies of agricultural crops. (2) To create awareness of the post-harvest process and problems. (3) Up-date technical information on post-harvest handling aspects and processing technology through field visits, practical and lectures. The goal of the course is to develop awareness of post-harvest technology and processing of agricultural crops especially grains and fruits. 1

Course Content The training schedule is planned so as to touch on all aspects of the post-harvest system from harvest to market and some processing technology of agricultural crops as follows. -General situation -Harvesting and threshing -Drying -Rice milling -Quality control and Inspection of grain -Grain storage -By-product utilization -Rice processing -Soybean and mungbean processing -Some selected tropical fruit processing technology 4. Duration Duration of the course will be 3 weeks from 14 November to 4 December All the participants are requested to arrive on 14 November 2010 and leave on 4 December Language The course will be conducted in English. 6. Accommodation Manhattan klong Luang Hotel 49 Moo 14 Phaholyothin Road, Klong Laung,. 7. Participants Four (4) participants each from Cambodia, Lao PDR, Myanmar, Vietnam and Thailand will be invited. The participants should: - be nominated by their respective governments through the National Focal Points (NFPs) for the ASEAN-Japan Partnership Project; - not be more than forty-five (45) years and not be younger than twenty-five (25) years of age; - consist two (2) senior technical administrators in the government or public organisations and two(2) representatives from agricultural cooperatives/farmers groups who engage in planning and promoting the improvement of post-harvest technology and processing especially on grains or fruits. - have minimum of five (5) years working experiences in processing related extension work or related field. - have sufficient command of spoken and written English; - not have participated in ASEAN-Japan Projects (both South-South Cooperation Promotion Project and ASEAN-Japan Partnership Project over the past twelve (12) months from 1 September 2009 to 31 August 2010; and - be in good health, both physically and mentally, to complete the course. 2

6 9. Country Paper Presentation As part of the training course, the participants are requested to prepare the country paper presentation. Each country should prepare for 20 minutes presentation by power point. It should cover briefly on the following topics A. General Information of the Country 1. Demographic Profile 2. Socio-Economic characteristics and importance of agriculture B. Post-harvest Technology and Processing of Agricultural Crops 1. Outline of the current situations of the sector in the country 2. Constraints in the sector 3. Government policy on the sector 4. Future prospects of the sector 5. Expectations from the training course/future collaborations The participants should submit country paper by one week before the training course, preferably in the format of soft copy. 7 INFORMATION NOTE I. Expenses covered by the ASEAN-Japan Projects 1. Air ticket Most direct return air ticket, Economy Class basis, will be issued to all participants through the ASEAN Secretariat s designated travel agents in each capital of the participating countries. The ASEAN Secretariat will settle the airfares directly with the travel agent involved. Therefore, please DO NOT BOOK/PURCHASE the tickets by yourself. The air tickets booked and purchased personally by any participants shall not be subject to be reimbursed by the ASEAN Secretariat. Airport charge/tax of USD 25 or equivalent in local currency will be provided for international participants. 2. Accommodation Accomodation cost is covered by the project. However, personal uses including laundry, telephone, mini-bar shall be covered by participants own expenses. 3. Transportation during the training course All participants will be picked up at the airport. The transportation during the training course is provided and arranged by training organisers. 4. Daily Subsistence Allowance All participants are entitled for USD 25 /person/day or equivalent in local currency during the training course. 5. Insurance All participants will be covered by personal accident insurance. 6. Training Facilities Training facilities, Training kit and training materials are provided by training organisers. II. Expenses covered by the Participants or Participating Country 1. All incidental expenses in the home country including passport issuance, medical examination and others as well as travel to/from the airport of departure in the home country. 2. All visa fees, airport tax and other tax more than above-mentioned USD 25 as tax fee. 3. Loss or damage of personal property of participants 4. Excess baggage fee 6

8 III. Regulations Participants are required to: 1. Attend all scheduled lectures and activities; 2. Desist from bringing along any member of their family; 3. Return to their home country upon completion of the course; 4. Discontinue the course should they become seriously ill and be considered unfit to continue the training; and 5. Discontinue the course should they commit improper or immoral conduct. IV. Food Participants are required to inform the training course organisers of any food restriction due to religious reasons. Should they prefer, they can bring packed/sealed food products in conformance with Thailand Quarantine Act. V. Clothing Light clothing is advisable due to the relatively warm and humid weather. Coat and tie or national attires (any appropriate indigenous costume of the country) are encouraged to be worn during formal occasions and when doing courtesy calls. Participants are likewise required to bring comfortable clothes, preferably pants and sneakers to be worn during the practical sessions and field visits. 7
