CONTENTS: 1. Introduction 2. Constraints and Limitations 3. Ag. Statistics producers 4. International Cooperation 5. Dissemination 2

Introduction > The budget allocated to the previous MEDSTAT programme: clear priorities for drafting work programme. > The main objective of the questionnaire is to collect the views of Mediterranean Partner Countries (MPCs) to identify the main orientations and actions to be carried out during the MEDSTAT III programme in the sector of agriculture. 3

Constraints: Concepts and Definitions > Most countries: no particular problems > Some definitions are not clear: Egypt > Still some heterogeneity: Israel, Morocco and Syria > Concepts are not based on FAO definitions: Lebanon 4

MEDSTAT III: coverage and global resources No difficulties: SY, JO, EG Lack of data on fruits: IL Lack of data on vegetables: MA Lack of data on livestock: DZ Lack of data on Gaza Strip: opt Lack of data on input uses: MA Lack of rural data: DZ Lack of data on prices: LB Lack of data on investment: MA Lack of data on wages: TN Lack of data on employment: MA Lack of data on investment: MA Lack of data on income: MA, TN Lack of farm register: IL Lack of data on stocks: MA 5

Constraints: Data Quality and Validation > No responses: EG and TN > No difficulties: JO and SY > Concerns on data reliability: DZ > Lack of logical tests: IL > Verification at field level for limited number of questionnaires: LB > Desk verification for all questionnaires: LB > Coherence testing: LB > Good verification for animal surveys and poor for vegetables: MA > Units used are not those recommended by FAO: opt > Lack of references: EG 6

Constraints: Pilot Statistical Operations > No responses: Israel, Morocco, Tunisia > Not done: Algeria, OPT, Syria, Lebanon, Jordan > Done: Egypt 7

Constraints: Use of administrative data > No difficulty: EG, SY, JO > Concerns about the reliability of administrative data: DZ, EG > Administrative data is missing: IL > Lack of availability of well organized administrative data: LB > Existence of different sources of administrative data: MA > Delay for getting administrative data: opt > Lack of skills in using administrative data: TN 8

Constraints: Availability of sampling List frame > No Problem: Egypt > Not available : Algeria, Israel, Jordan, OPT, Tunisia > Not updated: Morocco, Lebanon, Syria, 9

Constraints: IT Tools > No responses: Egypt, Morocco, Tunisia > No problem: OPT, Jordan, Syria > Relatively Good availability: Algeria > Software: (SAS SPSS instead of CSPRO): LB > All, except Syria, have an easy and regular access to Internet > All, except Syria, are interested in the use of Electronic Discussion Fora > Lack of IT tools in governorates: Egypt 10

Constraints: Human Resources > No responses: Israel, Jordan > No problem: Syria > Shortage of qualified human resources: Algeria, Egypt, Lebanon, Morocco, opt, Tunisia 11

Constraints: Financial Resources > No response: Israel, Morocco, Tunisia > No particular problem: Algeria, Syria, Jordan > Shortage of financial resources: Egypt, Lebanon, OPT 12

Constraints: Other problems > No responses: Algeria, Egypt, > No difficulty: opt, Syria, Jordan > Lack of action plan for developing the agricultural statistical system: Lebanon > Lack of data exchange with MEDSTAT countries: Morocco > Lack of agricultural census: Israel 13
