EU regions and member states are invited to propose a thematic area that is of their interest and it is linked to agri-food or industrial modernisation and their smart specialisation strategies (RIS3), and in which they wish to collaborate on with other regions or members states in perspective of starting a partnership for co-investment in the development of new value chains. 3 * Description of the proposed subtheme/focus area The Focus area identified for cooperation is Bioeconomy within the framework of the Vanguard initiative. The Vanguard Initiative (VI) is a Interregional cooperation platform initiated by a group of 30 European regions (bottom up). VI has developed five so called Pilots. The Bioeconomy Pilot is one of them and concerns the implementation of synergies in new biobased value chains across regions based on their smart specialisations. Its goal is to develop new integral Biobased value chains and new connections between sectors as chemistry, agro, wood & paper, cosmetics and energy, leading to new interregional business opportunities and co-investment through interregional cooperation and partnerships, exchange of information and ideas. With a bottom up mapping exercise the Bioeconomy Pilot has currently developed 7 cases for Joint Demonstration (Demo Cases), which are in a way all related to Industrial Modernisation. But as they use Biomass for feedstock they are also often linked to the AgriFood domain. But the Bioeconomy is a cross-over topic and cannot easily be classified in the more traditional division of sectors as has been done for the TSSP s. Therefore the Bioeconomy Pilot is interested to participate in both platforms Industrial Modernisation and AgriFood. The 7 current Bioeconomy Pilot cases are the following, of which the first five Demo Cases are most likely to have a stronger connection to the Industrial Modernisation Platform and the last two Demo Cases more likely to the AgriFood Platform: 1. Lignocellulose Refinery 2. Biobased Aromatics 3. Biogas Beyond Energy Production 4. (Waste) Gas into Value 5. Bio Aviation Fuel 6. Food & Feed from Agrofood Waste 7. Food and Feed Ingredients from Algae 3

4 * Are you involved in the design and/or implementation of research and innovation strategies for smart specialisation (RIS3) in your region/member State? Please explain. Yes. The Vanguard Initiative is a network of regions cooperating on their Smart Specialisations. All regions are involved in the design research and innovation strategies for smart specialisation. Clusters and other organisations involved in the demo cases have been identified by the Regions in order to implement specific aspects of their S3 Strategy within an interregional framework for cooperation. * Please explain the transformative nature of your proposal. What are you aiming to achieve? The Bioeconomy Pilot concerns the implementation of synergies in new biobased value chains across regions based on their smart specialisations. Its main objective is to develop new integral Biobased value chains and new connections between sectors as chemistry, agro, wood & paper, cosmetics and energy, leading to new interregional business opportunities and co-investment through interregional cooperation and partnerships for co-investment, exchange of information and ideas. VI is happy to bring in its experience on S3 cooperation within the TSSP Agri Food and to strengthen the Demo Cases with the network and the new opportunities the TSSP Agri Food might offer. 4

Lignocellulose Refinery Challenge: Production of bulk and fine chemicals and fuels from lignocellulose biomass. Set-up of a European value chain from lignocellulose to end products using biotechnology (refinery) 2. Biobased Aromatics Challenge: Creating Interregional value chains and Joint Demonstration on Lignin Valorisation to Aromatics 3. Biogas Beyond Energy Production Challenge: Advancing the state of the art of biogas production towards more and higher value added outputs 4. (Waste) Gas into Value Challenge: Turning C1 gas streams (from biogas production, biomass gasification or industrial emissions) into chemicals or fuels 5. Bio Aviation Fuel Challenge: Promoting larger scale aviation biofuel production and interregional value chains 6. Food & Feed from Agrofood Waste Challenge: Extracting functional foods and feed from different waste streams, such as fish, domesticated animals, cereals, fruit, and vegetables. 7. Food and Feed Ingredients from Algae Challenge: Extraction of high value products from microalgae for the food & feed sector 5

Please also indicate approximate amounts and sources of funding to be provided during a period of at least 2 years. The member regions of Vanguard all gave their political support by signing the so called Milan Declaration. In this declaration Regions declare their commitment to a.o.: Supporting the setting up of interregional networks that will foster alignment between innovation roadmaps for co-investment in European priority areas Facilitating access to combined funding for co-investment projects Exploring solutions to leverage public-private investments through European Investment Bank/European Investment Fund Working on implementation of smart specialisation strategies Additionally, VI is currently in a process of becoming an Association without lucrative purpose under Belgian Law (ASBL). A shared funding model is being developed in order to fund the VI governance and pilot activities. According to the current plan (not yet definite) each pilot will have a budget around ,- per year. 6

Also, please add contact details. Around 24 regions are participating in the broader Bioeconomy Pilot network. The pilot has a steering group consisting of the pilot s two co-leading regions Lombardy Region and Randstad Region, the case leaders and relevant and various active biobased cluster experts of regions involved in the Bioeconomy Pilot. 8 * Please describe the extent to which this sub-theme is supported by businesses (clusters) and/or academia and/or civil society in your region. In the mapping exercise, VI regions were requested to involve their biobased clusters, RTO s, knowledge institutes and research institutes to fill in questionnaires and attend expert meetings. The VI Bioeconomy Pilot cooperation and current network is therefore Triple Helix. Clusters are responsible for industry engagement. * Please provide some details related to the implementation of your proposal from its conception phase to the development phase of concrete investment projects, including milestones and expected outcomes at each phase. The methodology for developing a European eco-system for self-discovery of entrepreneurial opportunities comprises several interrelated steps. The first step is to learn from each other, share a vision on the future of the biobased economy, to give direction to the joint efforts of regions. A second step is the mapping of the emerging value chains, innovation clusters and industries that will put Europe in the lead of this new industrial revolution. The third step is the matching in the identified value chains of partners across regions which seek to cooperate on a common roadmap, based on complementarities. The fourth step, which is most crucial, is the development of a network of pilots and demonstrators (involving users), based on a commitment to coinvest by businesses and public authorities through combining funding. The final step is the implementation by business actors of new innovation and industrial investment projects in these new value chains (commercialization). In summary, the pilot has set up a bottom-up mapping exercise, based on the Vanguard methodology, in order to derive a number of so called Demo Cases (interregional projects), which are currently being elaborated. Main actions: A first kick-off meeting was held in June 2015 in which the Vanguard Initiative regions represented by both policy makers and bioeconomy experts participated. The objective of the first meeting was come to a shared vision about the role 8

9 of the Vanguard pilot and to learn more about each participating region, about their strengths and focus areas within the field of biobased economy. In this meeting the results of a first scoping survey were discussed. Armed with the conclusions of the first meeting, a strategy was developed to evolve towards concrete cases for joint-demonstration. The first part of this strategy was the design of a second short survey aiming to collect very detailed information about the regional priorities in promoting specific new biobased applications, based on the strengths and interest of regional actors. This second survey was presented at the second plenary meeting of 29th September, and launched on 5th October After results were collected beginning of November 2015, a series of bilateral contacts with participating regions were held in order to promote understanding of the survey answers and to explore already some first links with suggestions from other regions. The result of this second process was presented at the third plenary meeting of 1st December The objective of this third plenary meeting was not only to present and discuss the outcome of the mapping exercise that had taken place, but also to elaborate potential areas for joint demonstration cases. Following the discussion of the results of the survey and bilateral contacts, a number of potential cases for joint demonstration were identified. For each case, a leader was appointed in charge of drafting a concept note on the main activities of the case. Other regions were then invited to provide feedback on the concept note in order to evolve towards a common vision on the project outline. In February 2016, VI organised a Matchmaking Event in Brussels. 6 Demo Cases of the Bioeconomy Pilot were presented and discussed with a variety of stakeholders from the various VI regions involved. Currently, the Bioeconomy Pilot Demo Cases are being developed towards interregional European investment pipeline projects with an Action plans for In June 2016, the Bioeconomy Pilot signed a Memorandum of Understanding with the Biobased Industries Consortium in order to align their efforts, create synergies between the different financing options and cooperate on targeting key audiences and raise awareness. An action plan for the implementation of the MoU is being developed. On 29 November 2016 the Bioeconomy Pilot will organise its next plenary meeting, where Demo Cases will be discussed with the Pilot network. Also various DG s of the Commission, BIC and the Bieconomy Alliance are target audience. NB: the clusters involved in the Bioeconomy Pilot are being requested to express their interest in the Call on European Strategic Cluster Partnerships, in order to align the Bioeconomy Pilots input in both the TSSP on Industrial Modernisation and the European Strategic Cluster Partnerships. 9
