Basic Information 1.1 Désirée Number: CZ 2003/ Title: Strengthening Institutional and Administrative Capacity in the Phytosanitary area (diagnostics, testing activities, registration of plant protection products-ppps and monitoring of harmful organisms) 1.3. Objectives 2.1 Overall objective Ability to take on the obligations of member ship including adherence to the aims of political, economic and momentary union 2.2 Project purpose There are two different sectors involved: harmful organisms and plant protection products. Strengthen and complete the central regulatory capacity and the appropriate technical capacity of the State Phytosanitary Administration/SPA/ for adopting and implementing the acquis communautaire -in the field of plant health-harmful organisms-council Directives 2000/29 in particular, and -in the field of testing of plant protection products, Council Directive 91/414/EEC in particular/including diagnostics and special SW for registration of PPPs, -Improvement of the management and training conditions of SPA inspectors 2.3 Accession Partnership and NPAA priority AP: short term priorities agriculture/phytosanitary/ sector: continue alignment and upgrade inspection arrangement. Description 3.1 Background and justification The project concerns the main sectors of plant protections diagnostic of harmful organisms and also connections areas: - Pest risk analysis, plant passports, monitoring activities and generally new phytosanitary legislations and marketing directives and registration of plant protection products. The Czech Republic in the framework of the preparation to EU accession must carry out basic steps to harmonization of the plant diseases and pests diagnostic, prepare itself to rapid determination of the plant quarantine harmful organisms and other organisms potentionally harmful to plants/plant products and furthermore to monitoring of plant pests/diseases occurrence trends. Regarding this tasks, the State Phytosanitary Administration (SPA) is the responsible national authority in CZ. Obligatory laboratory tests are carried out for purposes, on one hand, of preventing the introduction and/or spread of quarantine harmful organisms on the territory of the whole Czech Republic and - under the EU membership in the future - on the territory of the Community; and, on the other hand, of the appropriate certification, thus enabling a free movement of plants, plant products and other relevant objects within the internal market. 2 A part of the phytosanitary (plant health) supervision in the protection of territory of the Community from any entry of plant quarantine harmful organisms. The project objective is strengthening the border checks of consignments of live plants and plant products by setting up the new diagnostic methods on the new laboratory equipment, which we have received from the previous Phare projects, and complete all quarantine system with connecting areas. The given project aim is full harmonization of the EU system and in accordance with the relevant rules in EU Member States, and achievement of full ability to diagnose phytosanitary and related problems and identify organisms of very different origins. The project is intended to complete adequate implementation diagnostic capacity for harmful organisms in accordance with the requirements of the Council Directives 2000/29, as well as the relevant Commission Guidance Documents and new additional Directives. The given project aim is in the field of registration of plant protection products also full harmonization in accordance with the relevant rules in EU Member States. 3.2 Linked activities Phare Project CZ (Strengthening Institutional and Administrative Capacity in Phytosanitary field) and Twinning Covenant CZ 99/IB/AG/01. The Project Phare 2001 in investment part fulfil additional diagnostic equipment which SPA need for extended work in laboratories/more samples will be processed and the equipment will be fully used as more staff will be recruited from the SPA regional offices to work in the laboratories of Prague and Olomouc. Phare Project CZ /Strengthening the Central Regulatory Capacity of Plant Protection Products registration/ have been investment for chemical laboratories for Department in Brno/responsible for registration of plant protection products/. Activities under point 1 are linked with this previous project. Delivery of equipment is focused for field-testing of plant protection products with is our interest to fulfil the gap in the plant protection system for several plants, mainly for vegetables. Phare Project CZ "Strengthening Capacity in the Phytosanitary area" is connected with the activity under point 2,3 and 4.for new proposed project Phare 2003 to improve every day work in the regional workplaces of SPA. Investment is focused to replace old equipment on the regional and local level of SPA.. Project Phare CZ is focused to special diagnostic methods for harmful organisms. This Project is connected with Activities under point 3,4, and Results 1. Testing plant protection products: The specialised department for testing in Olomouc (Division of diagnostics) is fully prepared and able to perform their tasks in the field of testing biological properties of plant protection products from the day of accession. 2. Registration of plant protection products: Special SW is fully able to transfer and collect technical data for registration of PPPs in SPA and also in NIHP. 3. Plant health harmful organisms: The diagnostic laboratories of SPA are equipped for testing Bacterial diseases of potato with new equipment according to the results of Twinning /Phare 1999 project and the advises of the Dutch twinner; the central laboratory in Olomouc is equipped with equipment necessary for implementing the main rules of good laboratory practice /GLP/ and quarantine requirements for their work and special SW for monitoring harmful organisms be able to transfer important information to all Member States 4. Administrative and training centre of SPA The centre is equipped in order to improve management and training conditions of SPA inspectors. 3.4 Activities 1. Supply of laboratory equipment (Phare budget: 0,4 mil. EUR) Delivery of equipment for the testing of biological properties of plant protection products to the specialised department of the Division of Diagnostics in Olomouc. Special Department, which is included to the Diagnostic Department in Olomouc, is responsible for field-testing of PPPs and the results are submitted to Department in Brno for registration procedure of PPPs. The new equipment will enable to acquire the exact data for registration procedure for minor crops.. 2. Technical assistance delivery of special SW (Phare budget 0,3 mil. EUR), supply of IT equipment (CZ co-financing 0,5 mil. EUR) Delivery of special SW for registration of PPPs/Department of SPA in Brno and NIHP Praha will enabe to integrate database system for registration of PPPs with EU Member States system and also will enable to FILENAMECZ doc 2

3 evaluate documentation for registration in simple way. Delivery of special SW for monitoring of harmful organisms 3. Supply of laboratory equipment (Phare contribution 0,7 mil EUR, CZ co-financing 0.1 mil EUR.) Delivery of equipment for the regional diagnostic laboratories of SPA/regional level/. As was mentioned above in point 3 the Dutch twinner recommended better equipment of regional laboratories, that are mainly responsible for testing Bacterial diseases of potato and increasing of number of samples for testing. 4. Supply of equipment for SPA administrative and training centre (Phare contribution 0.1 mil EUR), supply of equipment (CZ co-financing 0.15 mil EUR) Delivery of equipment for the SPA administrative and training centre, to improve the management and training conditions of SPA inspectors. 5. SPA administrative and training Centre, works (CZ co-financing 2.25 mil EUR) 3.5 Lessons learned All relevant recommendations from previous projects have been taken into account. 4. Institutional Framework State Phytosanitary Administration (SPA) is directly subordinated to the Ministry of Agriculture and functions as the national single and central authority of the Czech Republic in the phyto-sanitary field for the plant health (harmful organisms) and plant health (pesticides) sub-sectors, according to the Act No 147/1996 of the Law Book. The implementation of the project will ensure the full discharge of the responsibilities of the institution with the requirements of the EU and Czech legislation. 5. 8 Preconditions Investment Phare project 2000 CZ will be implemented by II.Q This project covers the supply of HW, SW and laboratory equipment, enabling to fulfil the EC requirements in the areas of the new diagnostic methods for distinguished harmful organisms. (Phare contribution: 2 M ) Twinning and Investment Phare project 2001 CZ from which SPA will receive new diagnostic equipment and SPA needs training on this equipment under Phare 2002 and also we need to recognise new diagnostic methods. In the list of harmful organisms are more than 300 pests. The twinning part focuses on specialist for registration.
