Role of forest research in the bioeconomy: Opportunities in Horizon 2020 Doru-Leonard Irimie, Dr. Research Programme Oficer EC RTD F-Bioeconomy EFI Annual Conference, St. Petersburg 30 Sep 2015
Bioeconomy: Using R&I to sustainably produce renewable raw materials in agriculture, forestry, fisheries and aquaculture and to process renewable raw materials into value added products in the food, bio-based and energy industries. 2 Biopact
The Bioeconomy Strategy and Action Plan Commission Communication COM(2012)60 «Innovating for Sustainable Growth: A Bioeconomy for Europe» Bioeconomy Strategy and Action Plan Ensuring food security Sustainable mgmt of natural resources Reducing dependence on non-renewables Mitigation and adaptation to climate change Creating jobs and maintaining European competitiveness Accompanying Staff Working Document Section A: Background to Bioeconomy Strategy and Detail Action Plan Section B: Estimating the impact of EU level research funding and better policy interaction in Bioeconomy NB: Unique thematic (non-r&i policy) policy doc in RTD remits 3
The Bioeconomy Strategy and Action Plan INVESTMENTS IN RESEARCH, INNOVATION AND SKILLS EU and national funding for bioeconomy and innovation Multi-disciplinary and cross-sectoral research and innovation Innovation in bioeconomy sectors; feedback on regulation and policy Human capacity to support growth and integration of bioeconomy sectors POLICY INTERACTION AND STAKEHOLDER ENGAGEMENT Bioeconomy Panel enhancing synergies between policies; participation of researchers, end-users, policy-makers and civil society Bioeconomy Observatory, forward-looking and modelling tools Regional and national bioeconomy strategies Int. cooperation to jointly address e.g. food security, climate change ENHANCING MARKETS AND COMPETITIVENESS IN BIOECONOMY Knowledge-base for sustainable intensification of primary production Networks for integrated and diversified biorefineries, including PPP (JTI) Expansion of new markets; green procurement for bio-based products Science-based approaches to inform consumers about product properties EU Institutions Member States Stakeholders International organisations 4
EU innovation economy engine where biological resources (e.g. non-food biomass from land and sea, municipal waste, etc.) are collected, transformed to produce new bio-based materials, products, services, consumer goods 5
Issues in industrial biotechnologies (BIO-TIC Project) Feedstock supply (higher costs on internal market, infrastructure and logistics, trade barriers for imports) Access to funding for demonstration plants and biorefineries: e.g. Integration of Bioeconomy in RIS3 Production/technology: yield, productivity and robustness of many bioconversions are still too low to make IB competitive Markets: indirect regulatory barriers (and no bioeconomy legislation) and consumer perception Innovation systems: IPR legislation, patenting, costs etc. 6
- SCAR Foresight Conference 8 Oct Bioeconomy Investment Summit 9-10 Nov Revision of Bioeconomy Strategy (2017) - Bioeconomy Knowledge Centre (Strategic intelligence) - Re-launching the Bioeconomy Stakeholder Panel 7
Forestry in the EU's Bioeconomy - Forests and other wooded land cover over 40 % of the EU s land area, of which around ¾ is potentially available for wood supply. - In 2010 increment was 768 million m3, while the annual harvest 484 million m3 - Ecosystem services: water and soil protection, C sequestration, biodiversity, recreation Mostly non-excludable (i.e. who pays?) - Forest-based sector: 3-4 million jobs, mostly in rural areas. Forest-based products: ca. 8% EU manufacturing added value - LULUCF removes ca 9% of all EU GHG emissions w/out LULUCF - NWFP EUR 2,76 billion (2007 estimates) 8
From 53 billion (FP7) to 79 billion (H2020) current prices Ca. 270 FP7 projects (ca. 80 ongoing) - keyword 'forest' in the abstract (ca. 30 KBBE calls) 26 still on-going actions in the COST Domain Forests, their Products and Services (FPS) 9
