17 PLANNED CALL FOR PROPOSALS 2015 DRAFT - launch planned by year end New approaches in identifying and characterising microbiological and chemical hazards, with 2 specific areas for proposals: Making use of molecular approaches to identify and characterise microbial foodborne pathogens, specifically using whole genome sequence (WGS) analysis, to enhance the understanding, the traceability and spread of the disease in humans that these bacteria populations may cause Development and application of read across methodologies to the hazard assessment of chemicals in the food safety area 17
18 FOCAL POINT AGREEMENTS 2015 Background 2006: AF signed Declaration of Intent and MB endorsed Strategy for Cooperation and Networking with MS 2007: FP Agreements signed with MS, as well as with NO (2010) and IS (2011) FP Agreements provide list of FP tasks and financial support (approx ) 2012: MB recommends further enhancing EU risk assessment capacity through scientific cooperation 18

24 CALCULATION FINANCIAL CONTRIBUTION Historical records used to estimate average FTE/year allocated to FP tasks Yearly FTE values adjusted on basis of country population (EUROSTAT data) Yearly FTE costs derived from public administration salaries (EUROSTAT data) Historical records used to estimate average non-hr costs used for FP tasks Direct costs of FP tasks calculated + added 7% overheads Financial contribution to be allocated/country calculated with EFSA covering 70% of total costs (co-financing principle) Final values of EFSA s financial contribution clustered in 4 main groups 24
25 FOCAL POINT AGREEMENTS 2015 EFSA s FP financial contribution : Bulgaria, Croatia, Czech Republic, Estonia, Greece, Hungary, Iceland, Latvia, Lithuania, Malta, Portugal, Romania, Slovakia, Slovenia : Austria, Cyprus, Finland, Italy, Luxembourg, Norway, Poland, Spain, Sweden : Belgium, Ireland, Netherlands : Denmark, France, Germany, UK The total amount of EFSA s FP financial contribution increases from 785K to 1M Euro 25
26 FOCAL POINT AGREEMENTS 2015 In summary: FPs play an important role in strengthening cooperation with MS Art. 36 of Reg. 178/2002 is the best operational framework for the FP network All designated FP organisations need to be included in the Art. 36 List Future FP Agreements will be Multi-Annual Grant Agreements (Lump Sum Agreements) Non-automatic extension will allow annual extension by mutual exchange of letters 26
