Criteria Evaluation of the legal restriction status Substance is restricted in accordance with the POPs Regulation, (EC) No 850/2004 or, listed as candidate substance for Stockholm Convention listed in Annex XVII under REACH (EC (No) 2006/1907) if the restriction covers application in EEE. Covered by the Montreal Protocol, the Regulation (EC) No 1005/2009 on substances that deplete the ozone layer and the F-gas regulation (EC) No 842/2006 8

15 Methodology for pre-assessment of substances A substance receives the maximum score if it can be listed in the hazard group I A substance receives the medium score if it fulfils at least one criterion of hazard group II A substance receives the lowest score if it fulfils at least one criterion of hazard group III If a substance fulfils several criteria of e.g. Hazard group II it will be taken into consideration for further prioritization of substances of the same group/score. 15
