2 2 Gran Analyzer Sector Meetng Agenda Steve Patoray, NTEP Drector, wll report on other ssues from these meetngs that mght be of nterest to the Sector 2 Report on NTEP Type Evaluatons and OCP (Phase II) Testng Cathy Brenner of the Gran Inspecton, Processors and Stockyards Admnstraton (GIPSA), the NTEP Partcpatng Laboratory for Gran Analyzers, wll brng us up to date on the progress of NTEP Type Evaluatons and the collecton and analyss of Gran Mosture Meter OCP (Phase II) data on the 2005 crop She wll also dentfy, for the 2006 harvest, the models enrolled n Phase II 3 Revew of Ongong Calbraton Program (Phase II) Performance Data At ther August 2005 meetng, the Sector agreed that comparatve OCP performance data dentfyng the Offcal Meter and lstng the average bas for each NTEP meter type should be avalable for annual revew by the Sector Accordngly, Cathy Brenner, representng GIPSA, the NTEP Partcpatng Laboratory for Gran Analyzers, wll present data showng the performance of NTEP meters compared to the ar oven These data are based on the last three crop years ( ) usng calbratons updated for use durng the 2006 harvest season 4 Proposed Change to Publcaton 14 - Bas Tolerances for Test Weght per Bushel Background: Ths s a carry-over tem from the Sector's August 2005 meetng see the Summary of that meetng for addtonal dscusson The Gran Mosture Meter (GMM) Chapter of Publcaton 14 calls for testng the automatc test weght per bushel (TW) measurng feature of GMMs for accuracy, repeatablty (precson), and reproducblty usng 12 selected samples of each gran type (for whch the meter has a pendng or hgher mosture calbraton) The two tests for accuracy are bas (meter versus the standard reference method) and the Standard Devaton of the Dfferences (SDD) between the meter and the standard reference method Publcaton 14 states that, "The manufacturer may adjust the calbraton bas to compensate for dfferences from the type evaluaton laboratory n reference methods or sample sets" Recent NTEP tests revealed that the results of the bas test, whch uses only 12 selected samples, are sample set dependent Because of ths, the NTEP Lab dd not lst specfc bas terms on the Certfcate of Conformance (CC) for nstruments recently evaluated for TW Instead, the CC smply ndcated that the meter s approved for Test Weght per Bushel measurements NIST Handbook 44, Secton 556(a) Gran Mosture Meters Code, stpulates: S243 Calbraton Transfer - The nstrument hardware/software desgn and calbraton procedures shall permt calbraton development and the transfer of calbratons between nstruments of lke models wthout requrng user slope or bas adjustments Ths requrement apples to both mosture and TW calbratons In devces where gran-dependent TW calbraton coeffcents (ncludng bas adjustment coeffcents) are mbedded n the CC lstng of gran mosture calbraton coeffcents, there s no problem Any change n coeffcents affectng TW wll requre a change n the mosture calbraton and an amendment to the CC The concern s wth devces that do not treat a gran-dependent TW bas adjustment coeffcent as part of the mosture calbraton In that case, unless gran-dependent bas adjustment coeffcents are lsted on the CC, there s no way for feld nspectors to know f the most recent adjustment coeffcents are beng used for test weght The Sector agreed that f the bas adjustment term s not part of the mosture calbraton coeffcents then t must be lsted on the certfcate

3 Gran Analyzer Sector Meetng Agenda The Sector was n general agreement that TW data from the On-gong Calbraton Program (OCP), (Phase II), was the best measure of how closely a meter s based to the standard quart kettle method In response to a queston of whether Phase II TW data for corn for the entre mosture range should be used or only data for a restrcted (and lower) mosture range, Dr Perce repled that TW data above 20 % mosture would not be used The Sector agreed that the Gran Mosture Meter chapter of Publcaton 14 should be amended usng the followng gudelnes: 1 The Bas test for TW Accuracy wll be retaned 2 Data from the Phase II On-gong Calbraton Revew Program may be used at the manufacturer's dscreton to support a gran-specfc TW bas-adjustment change n a TW calbraton TW data for Corn wll be lmted to samples wth oven mostures not exceedng 20% 3 A new Phase I evaluaton s NOT requred for a gran-specfc TW bas-adjustment change n a TW calbraton supported by Phase II data 4 Any change n a gran-specfc TW calbraton (ncludng changes n gran-specfc bas adjustments) must be reflected on the CC n a manner obvous to feld nspectors 5 The Bas results for TW accuracy for each of the two nstruments of lke-type submtted for evaluaton must agree wth each other by the same tolerance that they must agree wth the reference method Proposed: Make the followng changes n the 2006 Edton of the GMM chapter of NCWM Publcaton 14, VII Addtonal Type Evaluaton Test Procedures and Tolerances for Gran Mosture Meters Incorporatng an Automatc Test Weght per Bushel Measurng Feature: (1) In part B Accuracy, Precson, and Reproducblty amend the Accuracy tests to nclude tolerance specfcatons for bas dfference between two lke nstruments (2) Add part C Tolerances For Test Weght per Bushel Calbraton Performance to defne calbraton performance requrements on the bass of data collected as part of the on-gong natonal mosture calbraton program Proposed changes are shown below: [Edtor's note: Added equatons and terms used n the equatons are not underscored Mcrosoft Word's "Track Changes" feature does not underscore objects created wth "Mcrosoft Equaton 30" Changed areas are, however, marked by a vertcal lne n the left margn] 3

4 Gran Analyzer Sector Meetng Agenda III Accuracy, Precson, and Reproducblty Requrements A Basc Instrument Tests: B Accuracy, Precson, and Reproducblty Accuracy The two tests for accuracy are bas (meter versus the standard reference method) and the Standard Devaton of the Dfferences (SDD) between the meter and the standard reference method Each nstrument wll be tested ndvdually Addtonally, the bas results for accuracy for each of the two nstruments of lke-type submtted for evaluaton must agree wth each other by the same tolerance that they must agree wth the reference method ( x r ) = Bas = 1 n where, n x = r = n = average predcted test weght per bushel for sample (3 replcates) reference test weght per bushel for sample number of samples (n=12) Bas = where, Bas 1 Bas 2 Bas = absolute value of dfference between the bas of nstrument 1 and nstrument 2 Bas = bas of nstrument 1 (meter versus the standard reference method) 1 Bas = bas of nstrument 2 (meter versus the standard reference method) 2 4

5 Gran Analyzer Sector Meetng Agenda SDD = n = 1 ( y y) n 1 2 where, y = y = n = x r (see above) average of the y number of samples (n=12) Tolerances for bas, bas dfference, and SDD tests are one-half the absolute value of the NIST Handbook 44 acceptance tolerance Specfc tolerances are: Gran Type Corn, oats All wheat classes Soybeans, barley, rce, sunflower, sorghum Tolerance 04 pounds per bushel 025 pounds per bushel 035 pounds per bushel The manufacturer may adjust the calbraton bas to compensate for dfferences from the type evaluaton laboratory n reference methods or sample sets Note: Any such adjustments for calbraton bas must be dentcal for each of the two nstruments of lke-type submtted for evaluaton C Tolerances For Test Weght per Bushel Calbraton Performance: In addton to the Basc Instrument Tests and the Accuracy, Precson, and Reproducblty Tests cted prevously, test weght per bushel calbraton performance wll be montored usng test weght per bushel data collected as part of the on-gong natonal mosture calbraton program (Phase II) Evaluaton of test weght per bushel performance for corn wll be lmted to data collected on samples wth mosture content not exceedng 20 percent as determned by the USDA ar-oven reference method For up to three years of avalable test weght per bushel data: a The dfference between the average bas to quart kettle for all samples n a gven year and the average bas to quart kettle for any other year shall not exceed: 080 for corn and oats; 050 for wheat; and 070 for all other grans b The average calbraton bas wth respect to quart kettle shall not exceed: 080 for corn and oats; 050 for wheat; and 070 for all other grans calculated usng the most recent calbraton and all avalable raw data collected wthn the last 3 years for the entre mosture range (data for corn samples above 20 percent mosture wll be excluded) 5

6 Gran Analyzer Sector Meetng Agenda Falure to meet the requrements n ether tem a or b above wll cause removal of test weght per bushel approval status for the affected gran type(s) on the NTEP Certfcate of Conformance (CC) for that nstrument Test weght per bushel data from Phase II may be used at the manufacturer's dscreton to support a gran-specfc bas adjustment change n a test weght per bushel calbraton A repeat of the Basc Instrument Tests and the Accuracy, Precson, and Reproducblty Tests cted prevously s not requred for a gran-specfc bas-adjustment change n a test weght per bushel calbraton supported by Phase II data Any change n a gran-specfc Test Weght per Bushel calbraton (ncludng changes n gran-specfc bas adjustments) must be reflected on the CC n a manner obvous to feld nspecton personnel 5 Proposed Amendment to HB44 556(a) to Address Mnmum Acceptable Abbrevatons for Mult-Class Gran Mosture Calbratons Dscusson: NIST Handbook 44, 556(a) Paragraph S12 Gran of Seed Knd and Class Selecton and Recordng requres that, "The means to select the knd and class of gran or seed shall be readly vsble and the knd and class of gran or seed selected shall be clearly and defntely dentfed" The GMM Chapter of NIST Publcaton 14 was recently amended to allow mult-class mosture calbratons A mult-class gran calbraton that ncludes all the NTEP classes of that gran type (eg, two-rowed barley and sx-rowed barley) can be clearly and defntely dentfed by a sngle type name (eg, barley) Smlarly, both long gran and medum gran rough rce could be dentfed unambguously as "rough rce" However, a mult-class gran calbraton that does not nclude all of the NTEP classes of a gran type may not be clearly and defntely dentfed usng a sngle gran type name (eg, wheat) For example, a calbraton for "all wheat except durum" cannot be labeled "wheat" because the gran type "wheat" ncludes "durum wheat" The acceptable abbrevatons (and gran names) n Table S12 of Handbook 44 don't address the groupngs and the names that mght be used for selectng and recordng mult-class calbratons Proposed: Add Paragraph S121 Mult-Class Gran or Seed Selecton and Recordng and Table S121 Acceptable Names and Mnmum Acceptable Abbrevatons for Mult-Class Groups to 556(a) of NIST Handbook 44 to specfy allowed groupngs for Mult-class calbratons that are selected by the group name (or an acceptable abbrevaton of the name) Proposed addtons are shown below: S121 Mult-Class Gran or Seed Selecton and Recordng Unless mult-class gran calbratons can be selected (and recorded) by the knd or class of each ndvdual gran to be measured usng the mult-class calbraton, the use of mult-class calbratons shall be lmted to the groupngs shown n Table S121 Provson shall be made for selectng and recordng the mult-class group of gran or seed to be measured The means to select the mult-class group shall be readly vsble and the group selected shall be clearly and defntely dentfed Abbrevatons for mult-class groups ndcated on the meter must meet the mnmum acceptable abbrevatons lsted n Table S121, Meters shall have the capablty (e, dsplay capacty) of ndcatng the group name usng a mnmum of eght characters n order to accommodate the eght-character abbrevatons lsted n Table S121 (Added January 1, 2008 ) 6

12 Gran Analyzer Sector Meetng Agenda Three replcates wll be run on each nstrument for each sample, resultng n a mnmum of 300 observatons per consttuent calbraton (2 nstruments x 50 samples-mnmum x 3 replcates) Accuracy The frst replcate for each sample wll be used to calculate the Standard Error of Performance (SEP) for each nstrument wth respect to the reference method Each nstrument wll be tested ndvdually where, SEP = n = 1 ( y y) n 1 2 x = predcted consttuent concentraton for the frst replcate of sample r = reference consttuent concentraton for sample y = x r y = average of y n = number of samples n the test set for the consttuent calbraton beng evaluated ( n =50, see Note 1 below regardng "all class" calbratons) The tolerance for SEP s shown n Table 2 If requested by the applcant, data from a 20-sample slope set wll be provded for adjustng calbraton slope and bas pror to the start of type evaluaton testng No further standardzaton adjustments wll be made durng type evaluaton testng Note 1: "All-class" "Mult-class" calbratons wll be tested usng full test sets for all ncluded classes (50 x number of classes) In addton to meetng accuracy requrements (SEP) for the tests sets of each ndvdual class, "all class" "Mult-class" calbratons must meet the accuracy requrements (SEP) when the data from all ncluded classes s pooled Note 2: A sngle slope and bas wll be used for all-class "mult-class" calbratons 12

14 Gran Analyzer Sector Meetng Agenda 7 Proposed Change to the GMM Chapter of Publcaton 14 to Avod Reducng a Prevously Evaluated Approved/Pendng Mosture Range Due to Lack of Data Background: At the Sector's August 2005 meetng Dr Rchard Perce, GIPSA (the NTEP Laboratory) mentoned that the NTEP Laboratory s havng problems ncreasng and decreasng "approved" or "pendng" ranges of gran mosture meters dependng on the data avalable n the most recent 3-year perod Most Sector members agreed that t ddn't seem logcal to reduce a range solely because data prevously used to justfy the range classfcaton had to be dropped from the most recent 3-year perod Further dscusson of the ssue at that tme was dropped because of tme restrants The present system for determnng the range of 2 percent mosture ntervals elgble for "approved" status uses only the most recent three years of NTEP data An "approved" range cannot be extended by ncludng manufacturer data When the "approved" and "pendng" mosture ranges were orgnally proposed, t was beleved that after a meter had been n the Phase II on-gong calbraton program for 3 years the "pendng" classfcaton would go away, because there would always be suffcent data n the 2 percent ntervals at the end of the calbraton data range Experence has shown that ths s not the case In fact, to mantan even a "pendng" classfcaton at the ends of the calbraton data range, manufacturers often have to supply archved Phase II data to supplement the most recent 3 years used for the ntal NTEP Calbraton Report Wth that data, mosture ntervals lsted as "not approved" on the ntal calbraton report can be upgraded to "pendng" f the bas to ar oven s wthn the approval tolerance for that mosture nterval Confdence ntervals are not appled to approval tolerances for use n determnng "pendng" ranges when manufacturer data s used Dscusson: For calbraton performance comparson purposes, t seems logcal to contnue usng data from the most recent 3-year perod As new models are added to the Ongong Calbraton Program (Phase II), comparsons between meters become meanngful sooner than they would have f a longer perod had been chosen At frst glance, t also appears logcal to recommend, provded a calbraton has not changed, that mosture ranges prevously evaluated as "pendng" or "approved" not be reduced due to lack of data n subsequent 3-year perods, but hard to fnd samples are only one ssue The NTEP Laboratory has reported nstances where there were qute a few samples n a mosture nterval wth the samples comng from only one or two growng locatons Ths resulted n meter to oven bases that vared from year to year dependng on the source of the samples In one meter and one mosture nterval, the meter was out of NTEP tolerance usng the last 3 years of data but based wthn 008 of ar oven when usng the last 5 years of data When t comes to determnng how to set operatng lmts for an ndvdual meter, one would thnk that usng fve years of avalable Phase II data would ncrease the number of samples across the entre mosture range and reduce the number of nadequately represented mosture ntervals However, for some grans no samples have been receved n some mosture ranges wthn the last three years or even the last fve years There are cases where only one sample s avalable n a 2 percent nterval Elmnatng or even reducng the problems encountered n determnng "approved" or "pendng" calbraton ranges may requre not only usng more than the most recent three years or even fve years of Phase II data but also lmtng the mosture range over whch an "approved" or "pendng" ratng can be granted In practce, the present dstncton between "approved" and "pendng" classfcatons s lost to the user The upper and lower mosture lmts for a devce are set usng the "pendng" range, so any "out of lmts" warnng prnted or dsplayed appears only when the "pendng" range s 14

15 Gran Analyzer Sector Meetng Agenda exceeded Lmtng the use of "pendng" to a new devce that has not been evaluated n Phase II could smplfy the admnstraton of Phase II and the annual re-ssung of CCs The Sector s asked to consder recommendng major revsons to the GMM Chapter of Publcaton 14 that would be based on the followng ponts: 1 Redefne "Pendng" to be smply: A new calbraton that has not been valdated by ongong calbraton data collected as part of the natonal calbraton program 2 The upper and lower mosture lmts for a new devce are to be set usng the standard 6 percent mosture ranges used n devce evaluaton 3 Retan the present GMM comparson report based on the most recent 3-years of Phase II data Ths report wll be used for comparson purposes and for revew by the Sector 4 Lmt the use of manufacturer data to the ntal type evaluaton and frst complete season whle enrolled n Phase II 5 Prepare a second calbraton report usng all avalable Phase II data on fle at GIPSA Ths report s to be used to determne "approved" ranges "Approved" ranges are to be used to set the upper and lower mosture lmts for a GMM 6 The maxmum upper mosture nterval and the mnmum lower mosture nterval that can be gven "approved" status wll be defned for each gran These upper and lower lmts are to be fxed values that do not change from year to year Development of specfc wordng for the changes wll depend on decsons reached by the Sector on the above ponts 8 Proposed Changes to HB44 556(a), Paragraph S4 and to the GMM Checklst of Publcaton 14 to Modfy Operatng Instructon Requrements Source: Casse Egenmann, DICKEY-john Dscusson: Item (d) of paragraph S4 n Handbook 44, 556(a) Gran Mosture Meters requres that operatng nstructons for the devce specfy "the knds or classes of gran or seed for whch the devce s desgned to measure mosture content and test weght per bushel" Item (e), whch requres declarng a devce's "lmtatons of use" n the operatng nstructons, ncludes "knd or class of gran or seed" n the lst of lmtatons to be declared and also requres that the "mosture measurement range" be shown, presumably for each gran or seed These requrements are redundant, consderng that paragraph S13 Operatng Range specfes that "A meter shall automatcally and clearly ndcate when the operatng range of the meter has been exceeded," wth tem (c) of that paragraph further statng, " "Mosture and test weght per bushel values may be dsplayed when the mosture range s exceeded f accompaned by a clear ndcaton that the mosture range has been exceeded" The requrements of S4 are also unnecessarly burdensome to manufacturers sellng ther GMMs n markets outsde the US In those markets, the knds and classes of gran or seed for whch the GMM s to be used may not be the same as n the US and may nclude non-ntep gran or seed In the US, nformaton pertanng to the knds and classes of gran or seed for whch the devce s desgned to measure mosture and TW are ncluded n the NTEP CC along wth the mosture measurement range of each NTEP gran or seed Furthermore, the knds and classes of gran are lsted on the devce's "menu" of ncluded calbratons 15
