Setting Standards for a Global Biobased Marketplace BIO World Congress Montreal 2015 Jeff Grove Vice President, Global Policy & Industry Affairs

What is ASTM International Global platform for the development of international consensus standards and related services Private sector, not-for-profit organization Founded in 1898 Headquartered outside of Philadelphia Global offices: Beijing, Brussels, Lima, Ottawa and Washington, DC 2

Standards and Regulatory Objectives in the Global Economy We are all after the same things Reduce non-tariff barriers that impede the flow of goods and services Cut the cost of differences in regulation and standards Increase compatibility, transparency, and cooperation Foster innovation and technology transfer Boost the competitiveness of SMEs and companies We want policies that advance trade and promote greater prosperity 3

Attributes of our Global Approach Direct and equal participation for everyone Needs driven: Volunteer members decide priorities and content of standards not ASTM staff Keeping the science in and the politics out and focus on technical quality and global relevance Balance and consensus: Producers votes are balanced with those of Users Reference where possible rather than duplicate Solve Problems Expert to Expert through collaboration in an open, transparent and inclusive process 4

Our Global Approach is Helping the World to Work Better We provide a global forum for standards development experts from 125 countries collaborate for global consensus We deliver global standards that enhance the health, safety and reliability of materials and products while facilitating trade 6,400 ASTM standards adopted or referenced in 80 countries UN/ECE, OECD, UNFCC, ICAO 5

ASTM Embraces WTO TBT Principles WTO/TBT Principles Transparency Openness Impartiality and Consensus Effectiveness and relevance Coherence Consideration of developing nations ASTM Principles Transparency Openness Impartiality and Consensus Effectiveness and relevance Coherence Consideration of developing nations 6

Biobased Content Verification ASTM D Standard Test Methods for Determining the Biobased Content of Solid, Liquid, and Gaseous Samples Using Radiocarbon Analysis Radiocarbon Dating, C 14; Measures organic carbon content; Required for USDA BioPreferred Program; 7

Global Use of ASTM D6866ASTM D6866 Developed under process that meets World Trade Organization principles for international standards and referenced by governments of: USDA BioPreferred Program United Nations Framework Convention on Climate Change (UNFCC); Australia Department of Climate Change; Canada s EcoLabel Program. 8

Promoting Global Convergence ASTM staff and experts. Provide D6866 and supporting information to 90 governments and standards bodies around the world to advance its global use Engage with the European Commission on projects such as KBBPPS and OPEN-BIO on measurement (and calculation) standards on bio-based carbon / mass content Liaise with other standards bodies such as CEN and ISO to promote global convergence in requirements and approaches CEN is working with ASTM to migrate their terminology to biobased = TOC and biogenic = TC.. consistent with D6866. Experts are looking to align D6866 and CEN as much as practical ASTM and CEN experts also work together in ISO where alignment is also a common objective Greater alignment in technical standards will advance global markets for biobased products 9

How to Participate Application to join ASTM International $75 yearly membership fee Free Volume of the Book of ASTM Standards No meeting registration fees No project fees Dates: Sunday November 15th Wednesday November 18th 2015 Location: Tampa Marriott Waterside Hotel; Tampa, FL Committee D20.96 on Environmental Degradable Plastics and Biobased Products meets on November 17 th

Moving Forward We continue to: Promote a global marketplace that is open, efficient, free of costly duplication, free of technical barriers, and free of national or regional limitations Produce high-quality market relevant standards that advance R&D, product manufacturing, testing, quality assurance, marketing, and trade for both companies and SMEs Advance the ability of industries to choose the standards which best meet their needs, regardless of where they are developed Widely Recognized Biobased standards are widely recognized and used in global regulatory frameworks to ensure quality and safety. Open and Consensus ASTM International provides an open and consensus based process that meets international requirements. Inclusive ASTM International experts welcome the opportunity to work with peers from around the world to advance biobased technology and help meet future energy demands. 11
