3 In 1999 the WPB asks NESTI to undertake a feasibility study of collecting internationally comparable biotech In March 2000 the OECD held its first ad hoc Biotech Statistics meeting WPB = working party on biotech NESTI = national experts of S&T indicators 3

5 To prepare the inventory the OECD sent out a mini-survey to its Members asking them whether they collected biotech and also what definition they were using 5

12 This is just one example of how different definitions can lead to different answers. This is a problem when trying to compare data internationally. 12

15 Statistical definition of biotechnology Background: two types of definitions were needed -- a single definition and a list based definition depending on the purpose of data collection A provisional single definition and a list based definition were adopted 15

Developing a model methodology for use in R&D surveys; 2. Developing a model methodology for use in special surveys of biotechnology; 18

19 Work for the third meeting: 3.Undertake a review of the adequacy of classifications for use in measuring biotechnology; 4. Developing proposals on how to link work on measuring biotechnology to other methodological manuals; (Frascati and Oslo Manuals) 19

23 The statistical framework is divided into the following chapters: Basic definitions to be used for statistical purposes; User needs: policy issues to be addressed and indicators to address the above; Collection guidelines on how to best compile the above model survey; Set of classifications that can be used; Links to other statistical frameworks. 23
