2 Vision Section 1: Vision, Mission, Objectives and Functions The vision of the department is to create biotechnology tools and technologies that address the problems of agriculture productivity, food production, nutrition security, health care and environmental sustainability by providing new and emerging products and services at affordable prices, generate employment opportunities and make India globally competitive in the emerging bio-economy. Mission The Department of Biotechnology aims at achieving its vision by facilitating emergence of a system that promotes excellence and sustains innovation through implementation of novel schemes/programmes and institutional mechanisms to: ensure availability of required numbers of world class scientists and professionals relevant to R&D and technology development alongwith a well trained and skilled technical work force for industry establish adequate infrastructure, biotechnology incubators and clusters catalyze early stage innovation through investments and support services engage public-private partnerships for development of products of social relevance for applications in agriculture, healthcare, environment and industry provide a fiscal, regulatory and legal framework that encourages risk taking by investors Objectives 1 Ensure availability of adequate human resource at all levels 2 Engage public-private partnerships for development of products of social relevance 3 Promote basic and translational research for development of products and processes of social relevance Establish of new centres of excellence and technology platforms Functions 1 Human Resource Development along the biotech product and process value chain from discovery to market. 2 Establishment of biotech facilities and infrastructure to serve for research and services facility to public and private sectors in fulfilling the needs of technology validation, product development and formulation, regulatory tests alongwtih providing research resources including genetic resources, genome libraries and databases. page : 2 of 13

3 Section 1: Vision, Mission, Objectives and Functions To orient sectoral R&D programmes in emerging areas towards translational and product development areas in agriculture; animal sciences; vaccines and diagnostics; stem cell biology; bioengineering; nano-biotechnology; RNAi technology; biofuels and bioenergy; and bioprocessing and scale-up. Establishment of centres of excellence and innovation for basic research, translational research, technology development, in collaboration with various institutions / universities, industry and non-profit organizations. To launch Grand Challenge Programmes on vaccines development, breeding crops by design, microbial prospecting bioengineering, medical devices and nutritional technologies. To attract young scientists from India and abroad for taking research in Indian institutions/universities To establish new breed of institutions in critical areas of national importance such as translational health research, stem cell biology, technology and innovation, agrifood technology, marine biotechnology, animal biotechnology, seri biotechnology, and biomedical genomics. To establish technology clusters, biotechnology industry incubators, parks and industry platform for promoting academia industry interaction and product and process development. To launch major public-private partnership programmes for proof-of-concept research, research on futuristic technologies and provide assistance and facilitations to SMEs and other large industries for accelerating biotechnology industrial growth. To promote and facilitate development of products and processes that are affordable both public /private good in nature and accessible with equity. 11 Section : Description and Definition of Success Indicators and Proposed Measurement Methodology Objective 1: Ensure availability of adequate human resource at all levels Description One of the priorities of the 11 th Plan is to increase the number of students enrolled in life sciences, make available skilled human resource to industry and attract scientists from abroad for working in Indian institutions/ universities. This is effected through various fellowships and HRD & R&D schemes. Gradual increase in the numbers of human resource at all levels from the year 2007 to 2012 is planned. Methodology To ensure steady flow of human resource at all levels fellowships are announced much in advance every year, processed on competitive merit basis for awarding to suitable candidates. While care is taken on quality, the required number is ensured through regular advertisement accessible in India and abroad. Objective 2: Engage public-private partnerships for development of products of social relevance Description Implementation of projects involving public-private partnerships in focused areas of agriculture and healthcare for accelerated development of products and processes of social relevance is priority. For industrial R&D projects, time to start and time to market are important parameters of success. Therefore, the time line for launching the projects have been chosen as an important success indicator. Methodology The PPP schemes are advertised on regular basis 2-3 times in a year and processed through technical and financial appraisals for expediting the same in time. Objective 3: Promote basic and translational research for development of products and processes of social relevance Description India to be competitive in global life science and biotechnology scenario, capacity in genomic research of crops for development of products is priority. Launching such projects on time provides advantage in prior art and IPR generation globally. Similarly, a decade of R&D in various vaccines need to be translated quickly into products. The grand challenge programme itself is a time bound activity. Number of publications in SCI index as per web of science database in life sciences reflect growth of basic research in a given country globally. Increase in the number from year to year reflect the capacity for generation of advanced knowledge, therefore technology development and IPR generation. Methodology Since, these programmes were included in 11 th plan adequate preparations have already been made for launching of them in -11. A separate Science Observatory for monitoring growth of publications in different areas in life sciences has been established for the purpose. The observatory has full access to databases for the needed measurements. Objective : Establish of new centres of excellence and technology platforms Description The centres originally proposed in 11 th plan were assessed for their need in consultation with stakeholders and have to be launched during to build the capacity in biodesign for medical devices and implants and cutting edge translational research in child health. page : 11 of 13

13 Section 5: Specific Performance Requirements from other Departments Objective 1: Ensure availability of adequate human resource at all levels NIL Objective 2: Engage public-private partnerships for development of products of social relevance A prerequisite for the private sector laboratories to be qualified for PPP schemes is their recognition by Department of Scientific and Industrial Research (DSIR). Delay in furnishing recognition certificate in some cases may delay implementation of proposed projects. The second prerequisite for sanctioning the projects to industrial R&D units is timely signing of detailed MOU agreeing to various terms and conditions on IP generation etc. Prolonged negotiations in this regard in some cases may delay of the sanction of the projects. Objective 3:Promote basic and translational research for development of products and processes of social relevance In case of vaccines, approval for clinical trials depend on clearances from Drug Controller of India and Genetic Engineering Approval Committee (GEAC) of Ministry of Health and Ministry of Environment and Forest, GOI respectively.
