1 ATTACHMENT I EXISTING SOUTH LAREDO WASTEWATER TREATMENT PLANT The existing South Laredo Wastewater Treatment Plant (SLWWTP), located at 309 Riverfront Road, has recently completed upgrading the plant capacity from 6.0 MGD to 12.0 MGD with the next phase to treat 18.0 MGD capacity to be completed in two (2) years. This RFQ will be initially for the 12.0 MGD with the final phase of the Operation Manual when the 18.0 Expansion is finalized. The SLWWTP treats wastewater with activated sludge Two Stage Anoxic Bio-Reactor Nutrients Removal Wastewater Treatment process. The treatment plant has the following process units: 1) Influent pump station; 2) Odor control unit; 3) Electrical building; 4) Headworks bar screen, grit trap, and odor control; 5) Aeration basins Anoxic and Aerobic zones; 6) Blower buildings; 7) RAS/WAS pump station; 8) Clarifiers; 9) Chlorine building; 10) Chlorine contact basins; 11) Non-potable water system; 12) Aerated Sludge Holding tank; 13) Dewatering building; 14) Septage Receiving Station; 15) Flow Meters; 16) Sampling; 17) Emergency diesel generators; and, 18) SCADA system. The recent expansion of the wastewater treatment plant included the replacement of the abandoned Extended Aeration activated sludge treatment process to the new Two Stage Anoxic Bio-Reactor Nutrients Removal Wastewater Treatment process. The new treatment process and the upgrading of the plant equipment require a new Operation and Maintenance Manual (O&M Manual), including the Standard Operation Procedures (SOP) for various process unit as mandated by the Texas Commission on Environment Quality (TCEQ). With this, the City is soliciting engineering consulting firms with extensive experience in Two Stage Anoxic Bio-Reactor Biological Nutrients Removal Wastewater Treatment process and preparation of O&M Manual in searchable Adobe Portable Document format (pdf) to submit Request for Qualification (RFQ) for this engineering service.

2 ATTACHMENT II PREQUEST FOR QUALIFICATIONS SUBMITTALS A. Request for qualifications Format The request for qualifications is required to contain the following information and should be no more than twenty pages (excluding cover, title sheets, dividers, etc.) SECTION 1 Approach Provide an approach for completing the Scope of Work (Type of Services). (See Attachment III). Present project review and quality assurance program. Discuss any unique ideas/concerns relating to the project. SECTION 2 Project Organization Lead firm (or firms in the case of joint ventures) - Names(s) - Address(es) - Telephone number(s) - Name of responsible corporate officer(s) Sub consultants - Name(s) - Address(es) - Telephone number(s) - Name of responsible corporate officer(s) Organization Chart Brief description of responsibilities and summary resumes of key professional personnel emphasizing experience directly relating to responsibilities on this project, as well as any specialty certification which demonstrates special qualification related to this project. Indicate which team members will participate in each area of the work. SECTION 3 Schedule The respondent firm shall be capable of finishing the preparation of O&M Manual in searchable Adobe Portable Document format (pdf) within 6 months after the notice to proceed is given by the City. SECTION 4 Personnel Effort Describe type of Services by task.

SECTION 6 Experience and References Principal Engineer Brief description of not less than five (5) projects similar to the work (Biological Nutrients Removal Wastewater Treatment system) undertaken within the last ten (10) years performed by the proposed Principal Engineer. Project Manager Brief description of not less than five (5) projects similar to the work (Biological Nutrients Removal Wastewater Treatment system) undertaken within the last ten (10) years performed by the proposed Project Manager(s). Project Engineer/Sub Consultant(s) - Brief description of not less than five (5) projects similar to the work (Biological Nutrients Removal Wastewater Treatment system) undertaken within the last ten (10) years performed by the proposed Project Engineer/Sub Consultant(s). Name, address, and telephone number of references for each of the project described above.

4 ATTACHMENT III SCOPE OF WORK The scope of work is to provide engineering services related to the Preparation of O&M Manual in searchable Adobe Portable Document format (pdf) for SLWWTP. The owner will provide the following services related to the project: Existing facilities as-built drawings Existing facilities equipment O&M manuals Operation and Performance data on existing facilities Following is a brief description of the scope of work: Preparation of O&M Manual including: Coordination with the Utilities Department on the existing SLWWTP facilities Review existing as-built drawings, equipment O&M manuals and documentation relating to the plant Review process and performance of the existing facilities Prepare O&M Manual in searchable Adobe Portable Document format (pdf) that will optimize plant performance and meeting TCEQ requirements

5 ATTACHEMENT IV SELECTION CRITERIA Selection of the consultant(s) will be based on the request for qualifications. Request for qualifications Evaluation Criteria 1. Specialized Experience of Firm(s) ( 30 Percent) This includes specialized experience directly relating to existing treatment process (Two Stage Anoxic Bio-Reactor Nutrients Removal Wastewater Treatment system), demonstrated ability to complete the work within the required schedule and budget, quality control/assurance programs, and the depth of in-house and sub consultant support. 2. Project Personnel ( 40 Percent) This includes the role, commitment, and qualifications (including possession of Applicable licenses and certifications) of key personnel and their experience in the areas assigned. Principal-In-Charge Project Manager Project Engineer/Sub-consultant 20 Percent 30 Percent 50 Percent 3. Approach to Work ( 25 Percent ) This includes the approach to the project scope in Attachment III, the understanding of the project scope and schedule of work, and the interfacing of tasks. 4. Other Considerations ( 5 Percent ) This includes comments received from references and unique/creative approaches to work.
