1 DMS EFFECTIVE DATES: AUGUST 2004 JUNE Description. This item governs for the Quality Monitoring Program (QMP) for Piezoelectric Sensor Sealant Materials. This item describes procedures that will identify prequalification requests, pre-qualification procedures, quality control requirements, disqualification, sampling, re-qualification, and material requirements Units of Measurements. The values given in parentheses (if provided) are not standard and may not be exact mathematical conversions. Use each system of units separately. Combining values from the two systems may result in nonconformance with the standard Material Producer List. The Materials & Pavements Section of the Construction Division (CST/M&P) maintains a material producer list (MPL) of all materials conforming to the procedures and requirements of this program. Materials shown on the material producer list require no further testing, unless deemed necessary by the Project Engineer or CST/M&P Bidders and Suppliers Requirements. Before any material is considered, it must be of manufacture and product code or designation shown on the MPL maintained by the Department. The contractor, supplier, or producer cannot substitute any of the components without prior notice to CST/M&P Pre-Qualification Procedure. A. Pre-Qualification Request. Prospective producers interested in submitting their product for evaluation must submit a written request to the Texas Department of Transportation, Construction Division, Materials and Pavements Section (CP51), 125 East 11 th Street, Austin, Texas Include the following information with the request: Company name Physical and mailing addresses Type of material Contact person and telephone number An independent laboratory test report that contains laboratory data certifying compliance of material according to this Specification B. Pre-Qualification Sample. After a request for QMP pre-qualification has been submitted, a meeting with the producer will be scheduled to sample and test the material to be submitted. 2 The producer must submit a minimum of one sample, (volume equivalent to 1.9 L [1/2 gallon]) for each type of Piezoelectric Sensor Sealant being considered for the QMP, to CST/M&P for evaluation. Submit all materials at no cost to the Department. C. Sampling and Testing. Sampling will be as determined by CST/M&P. Testing will be in accordance with the procedures listed in Article of this Specification. D. Evaluation. CST/M&P will notify prospective bidders and suppliers after completion of material evaluation. 1. Qualification. Pre-qualification will only be considered for materials with an established history of performance in the field. Prospective suppliers may be required to install their material at a test location. The Department must approve test sections before installation. The manufacturer, supplier, or their representative will provide materials and installation for a test site. CST/M&P will monitor the test location for a minimum period of 12 months, unless the material fails prematurely. CST/M&P will attempt to establish adequate correlation between producer and CST/M&P test results. If approved for use by the Department, the material will be accepted to the QMP and added to the MPL. Once in the QMP, report any change in formulation or manufacturing process to CST/M&P. Any changes in the material require resubmission for pre-qualification. When, in the opinion of the Director of CST/M&P, changes have been made in the composition or manufacturing process of a pre-qualified material, a re-evaluation of the performance may be required. 2. Failure. Producers not qualified under this Specification may not furnish materials for Department projects and must show evidence of correction of all deficiencies before reconsideration for qualification. CST/M&P will reject the material if a correlation is not established, if the material does not meet the requirements, or if the material fails to perform in the field. Costs of sampling and testing are normally borne by the Department; however, the costs to sample and test materials failing to conform to the requirements of this Specification are borne by the Contractor or supplier. This cost will be assessed at the rate established by the Director of CST/M&P and in effect at the time of testing. Amounts due the Department will be deducted from monthly or final estimates on contracts, from partial or final payments on direct purchases by the State, or directly billed to the producer Quality Monitoring Requirements. Materials in the QMP must be pre-qualified every year. The pre-qualification period is January 1 to December 31 of every year. During each prequalification period, the producer must provide one pre-qualification sample and monthly quality control testing reports. A. QM Sample. The producer must submit a sample of each pre-qualified material every pre-qualification period to CST/M&P for testing. Producers should submit samples at TEXAS DEPARTMENT OF TRANSPORTATION /04 06/11

3 least 1 month before the beginning of the pre-qualification period to allow sufficient time for testing. Any material not submitted on time may be delayed in posting on the MPL. B. QC Testing Reports. The Department requires that all producers in the QMP perform QC testing on their material. Testing is required for every material that is pre-qualified under the QMP. The Department requires that producers submit quality control testing reports to CST/M&P every month. The report should reflect the test data from each 1893 L (500-gallon) batch of pre-qualified epoxy produced during that month regardless of the destination of the material. The monthly report should contain the following information: Type of epoxy Date of manufacture Batch number QM test results Producers should submit reports by the first business day of every month. If no prequalified epoxy is produced for a particular month, submit a report stating no epoxy was produced. C. Periodic Evaluation. The Department reserves the right to conduct random sampling of pre-qualified materials for testing and to perform random audits of test reports. Department representatives may sample material from the manufacturing plant, the project site, and the warehouse. CST/M&P reserves the right to test samples to verify compliance with this Specification. Producers should also maintain a complete record of all test reports for the previous and current calendar year. CST/M&P reserves the right to inspect and approve the QC testing laboratory to ensure that all criteria for equipment and test procedures are met. D. Disqualification. A producer who is granted QMP prequalified status will remain in the QMP unless one of the following infractions occurs: Material tested by CST/M&P fails to meet the requirements stated in this Specification. The producer fails to properly perform and report QC tests to CST/M&P. The producer has not provided the Department with any sealant for a period of twelve months. Failure of any material or failure by producer to comply with these requirements may result in the removal of the producer from the QMP and the material producer list. The Department may conduct additional tests to identify changes in the material. Changes that are detected in the composition and/or manufacturing process, which have not been reported by the manufacturer, may be cause for removal of that material from the QMP. If a material is disqualified, the producer will not be allowed to supply any type of Piezoelectric Sensor Sealant to the Department for a period of 30 days, or as determined TEXAS DEPARTMENT OF TRANSPORTATION /04 06/11

4 by the Director of CST/M&P. After this time has expired, the producer must re-qualify to regain QMP status. E. Re-Qualification. If a producer desires to re-qualify after this disqualification period, the producer must first submit a request to CST/M&P and include a test report with data certifying that the elastomeric concrete meets the material requirements in this Specification. Once accepted, all procedures and requirements as stated in Article apply. If multiple types have been pre-qualified, CST/M&P reserves the right to partially reinstate a producer for one type of Piezoelectric Sensor Sealant, when warranted Material Requirements. A. General Requirements. This sealant is a two-component material suitable for use in both asphaltic and concrete pavement. This sealant must not shrink, swell, or crack during or after its curing process. It is of sufficient free-flowing consistency to encapsulate the sensor without overflowing or leaving voids in the pour. Application equipment, techniques, and temperature range are according to the manufacturer s recommendations. Material temperature must not exceed 177 C (350 F) in its chemically reactive state. Style numbers assigned to each type of sealant must be unique and distinguishable from other styles. B. Physical Properties. This material has a minimum shelf life of 12 months and conforms to the requirements listed in Table 1. TEXAS DEPARTMENT OF TRANSPORTATION /04 06/11

The Department reserves the right to perform any or all of the tests described in this Specification to ensure compliance.
