1 Federal Department of Home Affairs FDHA Federal Food Safety and Veterinary Office FSVO Animal Welfare Information on animal experimentation Explanatory notes on the annual report on laboratory animal facility (Form CH) 1 Create the report and submit it via E-Tierversuche The head of the laboratory animal facility must notify the cantonal authority of the total number of animals bred (produced) and imported per calendar year using the report form Form-CH. The cantons check the data and then submit the report to the FSVO. The head of the laboratory animal facility is responsible for entering the correct information in the editable (white background) fields 1 to 11 and 16 to 22. The cantonal officer must complete Fields 12 to 14. Field 15 is available to both the head of the laboratory animal facility and the cantonal officer for any comments and notifications. Fields with a grey or coloured background cannot be edited. 1.1 Complete the form correctly and submit the report to the canton 1. You need to download the Excel document Form-CH from the homepage of the Federal Food Safety and Veterinary Office FSVO. 2. If a security warning with a yellow background appears under the menu bar after opening Form-CH, it is not necessary to click on the <Activate content> field. 3. Save the document to your local disk. When saving, add the name of the laboratory animal facility and the reporting year to the filename. 4. The document is available in German, French, and English. The language can be selected in the field in the upper right-hand corner of the form. 5. Complete fields 1 <Reporting year>, 2 <Name of the laboratory animal facility> and 3 <No. of the laboratory animal facility> using the current data for the facility. 6. Click in field 4 <Canton>. Select the relevant canton from the drop-down list. The details of the competent cantonal authority are now displayed in the form. 7. In fields 5 to 9, enter the address of the laboratory animal facility and the contact details of the person responsible for the notification (head of the laboratory animal facility). 8. In field 15 you can enter specific information and notifications for the canton. Write your name before the notification. 9. In the following table, enter the total number of animals acquired by the laboratory animal facility in the reporting year, irrespective of whether they were used in animal Nr.1.23_(V2.0)_e November /2016/00135 \ COO \

2 experiments (for this, a separate report should be submitted by the study director using Form-C), exported abroad, used for breeding or removed as excess animals. The procedure for completing the table is described in the following section under points 15 to After completing the table (columns 16 to 22), confirm that the information is correct by putting a checkmark in field 10 ( ). 11. Enter the date in field 11 and then save the form on your hard drive. 12. Log in to E-Tierversuche as Head Animal Facility. Select <My Animal Facility> in the main menu. Click the <Add new document> field at the bottom left, then a pop-up window appears. Enter the name of the document in the Title field (see point 3). Click in the File field to find Form-CH and then on the <Add document> field to add it. Then you can close the pop-up window. 13. E-Tierversuche does not generate a notification to the cantonal authority after uploading. 14. By or phone, notify the cantonal officer that the report has been uploaded and can be viewed. The address and telephone number of the office to notify are given in the form. In your notification, specify the exact name of the uploaded Form-CH. 1.2 Entering animal numbers in the table (columns 16 to 22) For lines and strains which do not show an impaired phenotype and are not genetically modified, animal numbers can be given as an overall figure. Lines and strains which show an impaired phenotype but are not genetically modified must be indicated individually. Lines with genetically modified animals must also be listed individually. A distinction is made between the animals showing the genetic modification and the wild-type animals which also occur. Which species are selectable in column 17 <Species> depends on the information entered in column 16 <Genetically modified>. The table should therefore be completed from left to right. 15. In column 16 <Genetically modified>, click in the new line field and then on the arrow to the right of the field. Select yes if you want to enter information about a line of genetically modified animals. Select no if information is to be provided on genetically non-modified lines and strains. Spontaneous mutants are not classed as genetically modified. 16. Click in column 17 <Species> and then on the arrow to the right of the field. Select the animal species. A table of selectable species is given in Section 3 of this document. If the desired species does not appear in the drop-down list, select Other lab rodents, Other non-mammals, Other mammals or Wild rodents as appropriate. Then enter the exact species name in column 18. Wild rodents are all rodents except for the laboratory mouse (Mus musculus), laboratory rat (Rattus norvegicus), laboratory hamster (Mesocricetus auratus) or laboratory guinea pig (Cavia porcellus). For the other animals selected in column 17, you can leave column 18 blank. 17. In column 19 <Strained>, click in the field and then on the arrow to the right of the field. Select yes if you want to enter information about a line showing an impaired phenotype. Select no if information is to be provided on non-strained animals. Complete a separate line in the table for each line that has an impaired phenotype. 2/5

3 18. In column 20 <Name of the line (if strained only)>, enter the name of the line showing an impaired phenotype. The description must agree with the description in the data sheet (according to the definition in Art. 2 para. 3 letters k and l TschV). 19. In column 21 <Number of animals born in the facility...>, enter the number of animals born in the facility and in column 22 <Number of animals imported from abroad>, enter the number of animals imported from abroad. Animals from Swiss breeding facilities or laboratory animal facilities do not need to be taken into account because they have already been counted in the facility of origin. In the generating and breeding of genetically modified lines, some animals are produced which do not carry the genetic modification, i.e. are wild-type animals. In column 21 <Number of animals born in the facility...> and column 22 <Number of animals imported from abroad>, a distinction is made between wild-type animals and genetically modified animals. Enter wildtype animals under WT and genetically modified animals under GM. Spontaneous mutants are not classed as genetically modified. For practical reasons, mammals are counted on weaning, birds and reptiles on hatching, and amphibians and fish when the larvae are feeding freely. Younger animals are not taken into consideration. 20. Once you have recorded all species and lines, confirm that the information is correct by putting a checkmark in field 10 ( ), enter the date in field 11 and save the completed Form-CH on your local hard drive. 21. Follow the instructions in points 12 to 14 to complete the report. 22. If the cantonal authority sees a need for corrections, you will be informed by the competent person. Save the form to your local disk and make the necessary corrections. Upload the corrected form to E-Tierversuche and delete the existing incorrect report by clicking on the symbol. Changes to the form already uploaded to E-Tierversuche are not saved. By or phone, notify the competent person at the cantonal authority that the report has been uploaded and can be viewed. 1.3 Determining the correct number of animals for lines with and without an impaired phenotype Not all animals of a line with an impaired phenotype show the constraint to the same extent. Many do not immediately express the impairing gene or do not suffer the same prospective severity grade. All animals of a line with an impaired phenotype are listed under this line, irrespective of their individual genotype constellation or actual impairments. The progeny of a crossing between heterozygotic animals of the line with an impaired phenotype and wild-type animals must be listed under this line with an impaired phenotype. Wild-type animals may occur in genetically modified lines. These animals too are listed under the line with an impaired phenotype. The animals are considered as having an impaired phenotype even if the impairments are compensated by appropriate housing and care conditions. As a result, the total number of animals produced in the line to be given in Form-CH does not correspond to the number of animals which actually show an impaired phenotype. For genetically modified lines, in column 21 <Number of animals born in the facility...> and column 22 <Number of animals imported from abroad>, a distinction is made between wild-type animals and genetically modified animals. Enter wild-type animals under WT and genetically modified animals under GM. Spontaneous mutants are not classed as genetically modified. 3/5

4 In species with several lines not showing an impaired phenotype, which are not genetically modified, all animals of the species can be given as an overall figure. 2 Guidance for cantonal officers You will not receive any notifications via E-Tierversuche concerning reports on laboratory animal facilities. The head of the laboratory animal facility must inform you actively (by phone or ) as soon as Form-CH has been completed and uploaded to E-Tierversuche. You will then find the report (Form-CH) in E-Tierversuche among the documents added for the laboratory animal facility. 2.1 Correct processing of the report and forwarding to the FSVO 23. Log in to E-Tierversuche as a cantonal officer (CO). 24. Activate the register <Institute listing> in the main menu. 25. In the top right-hand corner, select Animal Facility in the drop-down list <Type>. 26. Find the desired laboratory animal facility in the list and click on the icon <Details> in the column on the right of the screen. This opens the detailed view for the laboratory animal facility. 27. In the list of uploaded documents, open the Form-CH with the name reported by the head of the laboratory animal facility. 28. Check the data in the form. If checking the data leads to questions or corrections, inform the head of the laboratory animal facility by phone or and request the necessary revision. Ask the head of the laboratory animal facility to save the form on their local disk and make corrections there. Then the corrected from has to be uploaded and the erroneous form should be deleted. Changes to the form already uploaded to E-Tierversuche are not saved. 29. If the data in the reported Form-CH are plausible, save the report form on your local hard disk under the name of the laboratory animal facility with an addition indicating that the report has been accepted by the cantonal authority. Confirm inspection by entering a checkmark (field 12 ) and enter your name (field 13) and date (field 14). Changes to the form already uploaded to E-Tierversuche are not saved. 30. Upload the completed form to E-Tierversuche 1 : Follow the procedure according to points 23 to 26 to reach the list of documents concerning the laboratory animal facility. Click the <Add new document> field at the bottom left; a pop-up window appears. Enter the name of the document in the <Title> field (see point 29). Select CH in the drop-down list in the field <Document type>. Click in the <File> field to find the report and then on the <Add document> field to add it. Then you can close the pop-up window. 31. Delete the report uploaded by the head of the laboratory animal facility by clicking on the symbol. 1 Documents uploaded by the cantonal authority cannot be edited or deleted by other roles in E-Tierversuche. 4/5

5 32. E-Tierversuche does not generate a notification to the FSVO after uploading. Inform the FSVO by (to oberaufsicht-tv@blv.admin.ch) or phone once you have checked and uploaded every Form-CH for your canton. 3 Tables of selectable species In column 17 <Species> the following non-genetically modified species can be selected: Cats Cattle, Buffalos Cephalopods Dogs Fish Frogs Goats Guinea pigs Horses, Donkeys Llama, Alpaca, Guanaco Mice (lab strains Mus musculus) Other lab rodents Other mammals Other non-mammals Pigs Poultry Primates Rabbits Rats (lab strains Rattus norvegicus) Sheep Tupaias Wild rodents In column 17 <Species> the following genetically modified species can be selected: Fish GM Frogs GM Mice GM Other lab rodents GM Rabbits GM Rats GM 5/5
