2 Standards & Interoperability (S&I) Framework: The S&I Framework: Creates a collaborative, coordinated, incremental standards process. Is guided by the ONC (with input from Federal Advisory Committees). Is enabled and led by an open community of industry participants who are interested in solving real-world problems. Each S&I Initiative focuses on a narrowly-defined, broadly applicable challenge, tackled through a rigorous development cycle, and provides input to Federal Advisory Committees for consideration. 2

4 S&I Framework Phases 4 Phase Planned Activities Pre-Discovery Development of Initiative Synopsis Development of Initiative Charter Definition of Goals & Initiative Outcomes Discovery Creation/Validation of Use Cases, User Stories & Functional Requirements Identification of interoperability gaps, barriers, obstacles and costs Review of Candidate Standards Implementation Creation of aligned specification Documentation of relevant specifications and reference implementations such as guides, design documents, etc. Development of testing tools and reference implementation tools Pilot Validation of aligned specifications, testing tools, and reference implementation tools Revision of documentation and tools Evaluation Measurement of initiative success against goals and outcomes Identification of best practices and lessons learned from pilots for wider scale deployment Identification of hard and soft policy tools that could be considered for wider scale deployments

5 PDMP & HIT Integration Initiative Purpose: Help standardize approaches to enable integration of controlled substance history information from PDMPs into health IT systems (e.g. EHRs, pharmacy systems) Improve timely and convenient access to PDMP data by health care providers Approach: Using the S&I Framework, the initiative will help enable integration of PDMP data into the normal clinical workflow by: Bringing together the PDMP and health IT communities to evaluate existing standards and methods Mitigating gaps in standards for facilitating information flow from PDMPs to health care providers Developing an implementation guide to facilitate piloting/testing of harmonized standards 5

6 PDMP & HIT Integration Initiative Target Outcomes: Create momentum towards building Health IT systems with more integrated PDMP data. Increase adoption of integrated PDMP data within Health IT systems to enable healthcare providers make more informed clinical decisions and reduce prescription drug misuse/overdose in the USA. Establish standardized data and message content structure for the exchange of patient controlled substance history information from PDMPs to EHRs/Pharmacy IT systems. Leverage established state-to-state PDMP data exchange infrastructure (i.e. PDMP Hubs) to facilitate interoperability and extend data to Health IT systems. Allow flexibility in workflow transactions and state policy governing PDMP datasharing by promoting translations between PMIX and three other applicable standards ASAP Web Services, NCPDP SCRIPT, HL7 V2. 6
