1 Terms of Reference for development of the Software Applications Background UNICEF Innovations Lab, a unit of UNICEF Kosovo has worked at the nexus of adolescents and youth, entrepreneurship, and innovation from its inception in UNICEF Innovations Lab Kosovo catalyzes positive social change by harnessing the creative potential of Kosovo s adolescents and youth and by developing practical innovations for the benefit of children, adolescents, and youth through a structured curriculum and the implementation process of youth-led projects. UNICEF Innovations Lab combines promising methods with emerging information and communication technologies to enhance UNICEF s service to vulnerable children and youth, and leverages advances in mobile, open source, and social technologies to prototype and develop solutions. The accessibility of new and disruptive technologies present unprecedented opportunities to empower youth. Thus, by employing these technologies we can analyze and understand the dynamics of need and service provision in ways never previously possible, and consequently we can better our service to children and youth. 1. Sexuality Education Mobile App - Shnet Purpose of the work As many adolescents, do not have access to sexuality education through schools, UNICEF Kosovo Office through the Innovation Lab s initiatives has worked with most vulnerable young people to develop a mobile application that can equip them with the knowledge, attitudes, values and skills they need to protect themselves from STIs, including HIV, make informed choices, and build healthy and respectful relationships. The need for the app was identified to counter incorrect information, and particularly patriarchal influence, surrounding sexual education in the country. The purpose of this call is to complete further the existing version of the sexual education application on Android version and develop the mobile application on the ios operating system. Scope of work The scope of this work is to produce a comprehensive, evidence-based, cross-cutting sexuality education mobile app "Shnet", on both platforms, Android and ios, with the ability to get customized notifications based on user's preferences on areas of interest. The Contractor is expected to: Create a mobile application for Android and ios with a clean UI/UX design, Material Design, and an API with the desired functions, including customized notifications; Create a mobile API that connects directly with the database to retrieve the data and allow the mobile app content to be up to date; Deliver documentation for each component. Key features: Application architecture and technical design; Application wireframes; Security approach (User data privacy); Database design;

2 The end functionality as well as the requirements for the Shnet app may be as given below: Key Functionalities: Display of health-related content that increases awareness around sexual education; Personalized user content; Ability to work offline and all other features must work on offline mode with synchronization aspects being automatically taken care of; Ability to report gender-based violence; Incorporate a chatbot which will try to intelligently answer some of the most commonly asked questions regarding sexual education, especially among adolescents and youth. Home Screen End Users will see Home Screen by default, which will display all the menu items and details about the mobile app. User Interface Requirements Contractor is expected to deliver a clean, intuitive UX/UI design and wireframe of the app. All icons must be clean, and distinguishable and should be as per guidelines of mobile application platform. All buttons and objects must be reactive to touch, and work as intended. All functions must stay within the mobile platform boundaries and must be easily viewable on different Mobile platforms. Navigation of the whole app should be user friendly. Vendor must ensure the development of mobile application as per guidelines issued by Application stores such as Google Play. Testing & QA Contractor is expected to perform comprehensive testing of mobile application as part of the project scope. A security audit of Complete Application must be done by Contractor as part of Quality Assurance (QA) process. Timeline and Deliverables Contractor is expected to deliver the mobile application on application store (Google Play and Apple's App Store) in two month s timeframe. Contractor must share the Design Documents based on the UNICEF Kosovo Office Requirement document for Review & Sign-off. Support Minimum required support period is 1 year after UNICEF Office acceptance of deliverables.

3 Intellectual Property Rights The Intellectual Property Rights of the application will rest with UNICEF. The Contractor will provide the design files and source code of the application to UNICEF Kosovo Office at the time of sign-off. UNICEF will provide with the final version of the content of the application. The Contractor is obliged to incorporate the material provided and not share with other parties. 2. Kosovo Volunteers Mobile app Purpose of the work The purpose of this application is to ease the way that NGOs find the volunteers for their open volunteering work opportunities. Also volunteers will have an easier way find out about the volunteer opportunities through notifications for every new opening from the NGOs. The overall purpose of the app development is to ease the communication between NGOs and the volunteers. Scope of work The scope of this work is to produce a mobile app, on both platforms Android and ios, that will convert the features and functionalities of the existing web platform of Kosovo Volunteers ( into a comprehensive mobile app - KoVo. The Contractor is expected to: Create a mobile application for Android and ios by incorporating with a clean UI/UX design of the web platform and the created API; Create a mobile API that connects directly with the database to retrieve the data and allows the mobile app to be up to date; Deliver documentation for each component. Qualifications of the Company The submission should include the CV of Team Leader and CVs of Team Members directly engaged in the assignment. The set of preferred qualifications should include: Advanced degree in software engineering and mobile application development; At least five years of professional experience in the field of software development; Additional competencies: analytical thinking and strategic planning skills, ability for consultation and negotiation; Previous experience working for International Organizations is an asset; Excellent written and spoken English; Excellent report writing skills. Interested Company will submit a Technical Proposal, containing A Portfolio with previous works in mobile applications design. The technical proposal will be assed based on the following criteria: Category Criteria: Maximum points 40 Experience of the At least 5 years on the market, providing requested 10 company services. Experience in mobile apps development 15 Quality of previous work/products Experience in software engineering 10 Experience in working with International organizations, Quality of previously produced materials. Quality of the proposed team leader and team members Total Technical Financial proposal The financial proposal shall specify the total costs, as well as the costs per individual expertise and working days involved. The total score for the financial proposal is 30 points.

6 Support provided by UNICEF UNICEF will regularly communicate with the company and provide feedback, guidance, documents and other necessary support so to achieve objectives of the work, as well as remain aware of any upcoming issues related to the performance and quality of work. Fees and payment schedule - First payment of 30% upon signature of the contract; - Second payment 20% of the payment upon completion of the beta version of the applications; - Last payment 50% upon successful completion of the contract. *UNICEF reserves the right to withhold payment or partial payment for deliverables that are of poor quality or that do not meet the requirements stated in the contract.
