RESPONSES WILL NOT BE ACCEPTED With the upgrade of the CAD System will there be any other coordinating equipment upgrades or needs, such as Logging Recorder, etc? Although there may always be a possibility for equipment upgrades the current project is strictly for the replacement of the New Rochelle Police Department s CAD/RMS system. We price our software by seats/users so I m asking for a user count for your CAD users, your Mobiles, your RMS users and your Jail users. The New Rochelle Police Department has 3 dispatch terminals with a rotating staff of 35 dispatchers working three tours daily. There are 35 vehicles containing MDT s, roughly 85 patrol officers and 30 supervisors. Regarding Section 17 Proposal Format, page 11 = Please further clarify your expectation of the format. Is the City looking for the vendor to include the stated information matched to Sections 3 10, Sections 12, 14, 15 and Exhibit A in that order? It appears these are the RFP sections that coincide with the information required in the Proposal Format. Is this a correct assumption? As stated in the RFP: Your proposal should include the following and clearly label all sections to coincide with the RFP:

2 Page 2/8 How many users will need access/licenses to the software?. Approximately 200 users Are you looking for a cloud-hosted program, or on-premise? On- Premise is preferred How many locations will this software be used at? Approximately 160 Other than yourself, are there any other teams/decision makers involved with this project? Yes Is there a budget set for this as of now? Funding has been allocated in the City s Capital Improvement budget Are you amenable to an out-of-country proposal? We encourage all vendors to submit proposals. Our CAD system solution is Oracle based. Will you consider an Oracle database vs the RFP mentioned MS SQL server? Alternate database solutions are acceptable for proposal. Can you please provide information on the E911 component? (vendor, version etc) NYS Enhanced 911 service provided through Verizon. Can you please indicate how many CAD stations will be present? (Operational, reserve, training, back-up) 4 Can you please indicate how many Admin stations will be present? 3 Can you please indicate how many mobile units are in the fleet and the MDT specification? 35 vehicle Panasonic Toughbook MDTs and 15 Panasonic Toughpad tablets

Is the replacement installation in a new space or is it dovetailed into existing communications center workstations? Installations are for existing locations. Please define/elaborate on "Ad Hoc Reporting Tool" p.2 Ability to create custom reports not pre-defined by vendor. Please define/elaborate on "Premise/Alert & Hotspot Notifications" p.3 Vehicles entering a location with an open, critical situation should be notified by an alert as to a defined detail of the event. Please define/elaborate on "System-wide Attachments" p.3 Ability to attach supporting documents to events/cases which can be uploaded/accessed by terminals. Please define/elaborate on "Intelligence/Narcotics" p.4 Module to accommodate investigations regarding special operations and narcotics. Please define/elaborate on "Link Analysis" p.4 Module to input different variables (suspect, vehicles, property, etc) to search possible correlations to each other. Please list New Rochelle PD's number of full-time sworn officers and the number of Calls for Service in sworn officers. Approximately 55,000 calls for service. What is NRPD's current RMS and CAD vendor(s), product name, and what year were they installed? The New Rochelle Police Department currently uses Total Enforcement currently acquired by Tri-Tech Software. This was implemented in Which funding source will be used for the system? Has an estimated cost been identified? Funding has been allocated in the City s Capital Improvement budget. Yes, an estimated cost has been identified

4 Page 4/8 Are you able to disclose who provides the current CAD/RMS, JMS, AVL/GPS Vehicle Tracking Systems, in0-car cameras and mobile devices? The New Rochelle Police Department currently uses Total Enforcement currently acquired by Tri-Tech Software for CAD and RMS. JMS is integrated as part of the Arrest Module of our current RMS. We currently user Verizon NetworkFleet for AVL/GPS. Our in-car camera system is Panasonic Arbitrator. Mobile devices are Panasonic Toughbooks and Toughpads. Will the City consider a 3-week extension to the current due date? We are firm on the current due date. We do not see any Functional specifications for the CAD, RMS or Jail systems. Can you advise if you have a spreadsheet for the functionality that we need to answer? We do not have a spreadsheet available. Please Clarify that ONLY hardware specifications are required: the below items seem to contradict each other: 8) HARDWARE/SOFTWARE REQUIREMENTS Prospective vendors will describe the system specifications necessary to operate the proposed solution including server, database, workstation, network and mobile requirements. 9) PROPOSAL REQUIREMENTS Vendors must provide pricing for software, Tier 1 Maintenance/Support Coverage, any hardware associated with the proposal, and data migration from current CAD/RMS. Vendors are not expected to provide hardware. As per the RFP, the back-end installation of the prospective system must operate in a VMWare environment. Vendors are to provide system requirements to ensure compatibility with our current resources. Who is the City s current CAD and AVL/GPS Vendor? The New Rochelle Police Department currently uses Total Enforcement currently acquired by Tri-Tech Software. Our current AVL/GPS vendor is Verizon NetworkFleet.

5 Page 5/8 Please clarify the purpose and functionality that the City expects of CAD Status Resources Monitor? Dispatchers and command staff must be able to identify unit availability so appropriate resources can be assigned to calls. Please clarify how much data the City will need converted? How many years of data? What is the size of the current database? Depending on the module/interface, 7 years of data is currently stored. The size of the database is approximately 30gb. Can the City please provide the number for the following? 4 Approximately total. 18 Male / 9 Female Can the City please provide the number for the following? 35 to 50 personnel Approximately 100 Approximately 90 Approximately 30 Is the City open to negotiating the Go live date for the system? Although the City wishes to meet the Go Live date, circumstances and situations will prevail.

6 Page 6/8 Questions: Please clarify if the False Alarm Processing will need to be interfaced from CAD and RMS or RMS only? False alarm billing should be generated from CAD calls and transferred/processed automatically in RMS. Could the City please provide additional detail around the Comp Plus-Parking ticket enforcement interface? How do you want the interface to work, and what information do you wish to be transferred? This additional detail will allow us to better scope this interface The city uses parking enforcement handhelds supplied by ComPlus Data Innovations. These handhelds generate parking citations which are uploaded to ComPlus. ComPlus supplies the department which a delimited file which is imported into our RMS system. All citation data must be imported into RMS. For RMS Data conversion, could the City please indicate which components they want included in the conversion of the list below? Master Names, Arrests, Incidents, Evidence, Citation, Warrants, Field Interview, Pawn, Accident All the above listed modules are being considered for data conversion with exception of Pawn. Does the City want a Jail Management data conversion? If yes, what elements of Jail management do you want converted? The City s current Jail Management is not a separate module; it is included with the Arrest module. In regard to RFP Section 6 Data Migration, how many years of data does the city desire to convert? Depending on the module/interface, 7 years of data is currently stored. The size of the database is approximately 30gb. Who is the department s Livescan vendor? MorphoTrust USA RFP page 2, Section 4, Item C states that the prospective vendor must Integrate with the city s backup and antivirus policies/procedures. Please provide further information on what is required of the vendor specifically? The prospective vendor s software solution must be compatible with the City s current antivirus and backup software which is Symantec Endpoint Protection and Symantec Backup Exec, respectively.

7 Page 7/8 RFP page 2, Section 4, Item F states that the prospective vendor must Interface with the city s parking enforcement vendors. What enforcement vendor is currently used? Also please detail the extent of the desired interface. The city uses parking enforcement handhelds supplied by ComPlus Data Innovations. These handhelds generate parking citations which are uploaded to ComPlus. ComPlus supplies the department which a delimited file which is imported into our RMS system. All citation data must be imported into RMS. RFP page 3, Section 4, Bullet 5 states that the application must Integrate[e] New Rochelle s current AVL/GPS vendor. What is the current AVL/GPS vendor used? Our current AVL/GPS vendor is Verizon NetworkFleet. Also, please specify what this integration will entail. The prospective vendor must communicate with Verizon s API for real time vehicle location display in the vendor s CAD system. Also, will the agency consider native AVL/GPS functionality as part of our proposed solution? The City wishes maintain use of Verizon NetworkFleet, but will consider alternatives. RFP page 4, Section 4, Paragraph 2, Bullet 2 states that the application must [Provide b]i-directional export ability between LiveScan and JMS. What LiveScan system is currently used? MorphoTrust USA Regarding Data Migration on RFP page 6, Section 6, Bullet 5: What is the type of database being converted (Oracle, DB2, SQL etc)? SQL What is the total number of tables? 516 What is the total number of Tables with 1000+records? 216

8 Page 8/8 What is the total number of Tables with 500+ records? 24 What is the total size of the database (e.g., Gb, Mb etc.)? Approximately 30gb What is the total number of fields? All tables vary in field numbers. What is the total number of records? The actual number if records is unknown, our best estimate is approximately 20 million Are there any images to convert (e.g., mugshots, scanned documents, etc.)? Images do exist in the database, however If images are converted, what source type are they stored in (e.g., tiff, jpg, etc.)? JPG If images are converted, how much disk space do they take up? Also, how many? Over 200,000. Disk space usage is to be determined during implementation discussions. Will financials be converted? If so, what type of levels do they include: Non collectibles or Totals/Balance Forward? There are no financials to be converted. Is any documentation available about the source database (e.g., ERDs, descriptions, etc.)? No.
