2 REQUEST FOR QUOTATION (RFQ) Bangalore International Airport Limited (BIAL) has embarked on an ambitious airport expansion which will increase Kempegowda International Airport Bengaluru s (KIAB) capacity to at least 65 million passengers per annum (MPPA) in the long term. The KIAB second stage expansion was granted approval by the MOEFF, Government of India in September To cater to the increasing passenger traffic, BIAL has planned to construct a new Terminal ( T2 ) and associated infrastructure facilities. In this background, to increase the cost effectiveness, process efficiency, consolidation of project data and in general to have a better control over the various projects to be executed by BIAL, BIAL intends to make use of a software for project management and bring all stakeholders on a single platform for sharing of information and decision making. This RFQ includes statements, which reflect various assumptions and assessments arrived at by BIAL in relation to the Scope of Services. Such assumptions, assessments and statements do not purport to contain all the information that each bidder may require. This RFQ may not be appropriate for all the persons, and it is not possible for BIAL, its employees or advisers to consider the objectives, technical expertise and particular needs of each party, who reads or uses this RFQ. The assumptions, assessments, statements and information contained in this RFQ, may not be complete, accurate, adequate or correct. Each bidder should, therefore, conduct its own investigations and analysis, and should check the accuracy, adequacy, correctness, reliability and completeness of the assumptions, assessments and information contained in this RFQ, and obtain independent advice from appropriate sources. 3. BIAL, its employees and advisers make no representation or warranty, and shall have no liability to any person including any proposer under any law, statute, rules or regulations or tort, principles of restitution or unjust enrichment or otherwise for any loss, damages, cost or expense which may arise from or be incurred or suffered on account of anything contained in this RFQ or otherwise, including the accuracy, adequacy, correctness, reliability or completeness of the RFQ and any assessment, assumption, statement or information contained therein or deemed to form part of this RFQ or arising in any way in this award process. 5. BIAL also accepts no liability of any nature, whether resulting from negligence or otherwise, however caused, arising from reliance of any bidder upon the statements contained in this RFQ. It is the responsibility of the bidders to make their own assessments in preparing their response to this RFQ. 6. BIAL may, in its absolute discretion, but, without being under any obligation to do so, update, amend or supplement the information, assessment or assumption contained in this RFQ. 7. Bidders shall bear all costs associated with or relating to the preparation and submission of its response to this RFQ including, but not limited to preparation, copying, postage, delivery fees, expenses associated with any demonstration or presentation, which may be required by BIAL or any other cost incurred in connection with or relating to its this RFQ. All such costs and expenses will remain with the bidder, and BIAL shall not be liable in any manner whatsoever, for the same, or, for any other costs or, other expense, incurred by any bidder, in preparation or submission of the response to this RFQ, regardless of the conduct or outcome of the selection process. BIAL reserves the right to accept or reject any or all responses; qualify or disqualify any or all bidders without giving any reason, and is not obliged to correspond with any bidder in this regard. Further, BIAL reserves the right to relax, change, review, revise or/and cancel the eligibility criteria and the RFQ process, at any time, without prior notice or without assigning any reason whatsoever. This invitation for RFQ does not give rise to any right, and is not an offer or invitation to offer. 9. BIAL will not entertain any claim for expenses in relation to the preparation of response pursuant hereto. 10. BIAL at its absolute discretion, reserves the right, until the last date for submission of response to this RFQ, to modify any terms and conditions set-out in the RFQ as necessary, including but not limited to cancelling/withdrawing the RFQ, to meet its objectives and principles as set-out below in this section. 5 INTRODUCTION Bangalore International Airport Limited ( BIAL ), a company registered under the Companies Act, 1956 is the owner and operator of the Kempegowda International Airport, Bengaluru (the Airport ). BIAL is committed to establishing this Airport as one of India s leading airports, in terms of quality and efficiency and set a benchmark for the future development of Indian airports and also services to its passengers. The Airport is currently the third largest airport in India. I. KEY DATES FOR TENDERING Sl. Bidder has to submit the original Quotation/response (physical version) as uploaded, by the Bidder in a sealed envelope no later than hrs within 3 days of request from BIAL. SCOPE OF THE SERVICES Brief scope is as follows: Supply and implementation of project management software Support services Provide document configuration/deliverables ( Project Configuration Document ) and guidelines for best practice ( Information Management Policy ) Set the project up on the project management platform Access to the system for an unlimited number of organizations and individual name users. 24/7 Helpdesk support for users connected to the project Project management collaboration platform set up by the bidder must have features to identify risks associated with the project, risk mitigating options and must be beneficial to BIAL. The software must also cater to the following - Cost Reductions: measurable savings in administration, print, and distribution costs Time Savings: increased process automation, efficiency, and accountability Risk Control: reduced risk of delays and rework, disputes, and litigation Objective: BIAL is looking for a project management software that allows for rapid, organized, and secured document management system specifically geared at design and construction. The requested software should provide a central, cloud-based repository of design drawings, specifications, and all associated construction documentation (i.e. submittals, RFI s, inspection reports, NCR s, checklists, punchlist, etc.) that will promote efficient and prompt collaboration between the Owner, designers, consultants, contractors, vendors, and subcontractors. 9 SPECIFICATIONS 1.1 General Requirement i The system should cater to unlimited users, unlimited organisations, unlimited storage, unlimited training and unlimited support. ii iii The system shall have a platform to support BIM file management and dispersal between several parties. The system shall handle multiple formats (e.g. pdf, doc, ppt, xls, etc) iv v System should allow version controlling of the documents with both minor and major version. Should be able to access/export all traceability on user s actions at any time. Should be able to provide tools to automatically attach file templates to newly created MS document. Should include customizable dashboard to track status of RFI s, submittals, safety issues, NCR s, cost related items, and more. Should provide the capability to create multiple user access levels restricting access to certain folders, files, and information. Should provide users with a collaborative, internet based interface that is universally accessible, easy to use and easily adaptable to the requirements of sharing project documents and managing project correspondence. When superseding documents, previous versions will not be deleted Should have Check in /Check out or locking of files to eliminate simultaneous edits and duplicate work. Should be modular system with easy navigation between modules such as Tasks, Documents, Mail and Reports. Implementer / Service company should provide both on-site and Web Support for the entire solution. Online / Web Based Markup Facility should be available for *PDF and similar file. The service provider will have to provide on-site unlimited training to users. There should be no limitation on data storage capacity on the above cloud based system System should have checklists and forms that allow for punch list inspections, safety walks and hazard observations, permits, quality audits, etc. System functionality should allow for the capture and action of QA/QC items including the ability to attach multiple photos, mark them up, and assign them for resolution. Should include the generation of reports for live, real time inspection data pertaining to QA/QC, Safety, and Construction Progress. System should be able to be accessed even when not connected to the internet to view drawing, documents, and issues in the field. Information should be able to be synced back to the database when connected to the internet.
