Implementation of national SDI s in the region of Western Balkan Sanja Zekušić, State Geodetic Administration, Croatia Coordinating Adviser for the IMPULS project INSPIRE Conference 2017

Support the implementation of NSDI s in each participating country, as a base for a regional SDI in compliance with INSPIRE Financing: Implementation: Sweden Croatia Duration: June 2014 June 2018 Total amount: SEK 4,1 mil EUR Beneficiaries: 8 institutions in the WB region (6 countries) in charge of cadastre, state survey and SDI Previous regional project: EU IPA 2010 INSPIRATION:

Support the implementation of NSDI s in each participating country, as a base for a regional SDI in compliance with INSPIRE DEVELOPMENT of SUPPORT to national metadata CATALOGUE SERVICES for access to spatial data HARMONISATION of data establish DATA SHARING MECHANISMS accessible by all stakeholders; to make it possible for all stakeholders to identify which data is available, from whom and under what conditions to enable users to integrate data in their applications for the benefit of all (will be tested in a selected use case!) in compliance with INSPIRE; which will make data from different sources possible to combine and thus also promote a wider use of data for different applications such as agreements and drafting of laws and sub laws; which will make it possible for user to actually access and use data from governmental organisations

Project activities Develop and maintain SDI Include other stakeholders in SDI First step of establishing a SDI Introduction to SDI Implementing an SDI Metadata Harmonised data Services Geoportal Data sharing Law Introduction for other stakeholders Well working SDI Additional data sets Other stakeholders set up SDI components Metadata Harmonised data Services Data sharing Coordinators act as drivers and support other stakeholders

Methodology 90% of the work done in BO's 10% WS, seminars, online training, individual CO services Swedish and Croatian experts Beneficiaries 6/2014 6/2015 6/2016 6/2017 6/2018 End of project Now

A unique project In parallel, 7 national SDI s will be developed in the same way to achieve a shared regional SDI NSDI NSDI NSDI NSDI NSDI 2 NSDI s Regional SDI

Achievements and future activities view services metadata coordination regulations agreements download services monitoring HARMONIZATION

Legal framework Coordination structures 4 NSDI laws/regulations are in force + 3 NSDI laws drafted In progress NSDI laws adopted in all countries In progress complementing by laws or guidelines in support of the legal NSDI framework prepared 6 BO s are nominated as national coordinators 6 BO s have functional structure for coordination In progress National coordinators continue to proactively work on the coordinating tasks in the respective country

Metadata Metadata entries In progress Regional Metadata profile developed (INSPIRE compliant) National metadata catalogues developed (according to Regional profile) Metadata catalogues can be harvested by other catalogues The metadata catalogues need to be available and searchable for all stakeholders (some are still not easily accessible) Metadata produced for four datasets & services: AU, GN, EL, OI according to Regional profile Some BO s developed metadata for additional dataset & services In progress Continuation with development of metadata for additional datasets/services from BO s and stakeholders

Harmonisation Increased knowledge in reading INSPIRE data specifications in BO s and stakeholders Data harmonised: AU, GN, EL, OI (in HALE and FME) all BO s Some BO s harmonized additional datasets In progress Continuation of harmonization to support stakeholders in harmonisation work View & Download Services Increased knowledge in develop. services in BO s and stakeholders (OS Sw) View & Download services available for AU, GN, EL, OI Some BO s developed view/dw services for additional data sets In progress To make all services INSPIRE compliant In progress To support stakeholders in services development In progress To work on issues such as licensing copyrights, security and secrecy

Data sharing mechanisms Monitoring In progress The data sharing agreement between BO s for pilot signed Establishing of national data sharing mechanisms Some BO s created lists of data custodians and responsibilities In progress To intensify the work of identifying data and data custodians for monitoring purposes In progress To start to monitor the development of the NSDI s in respective country

Project challenges & impacts Differences in BO s: Positive project impact: Political support Organizational structure Internal problems/challenges Priorities within BO s Experience & knowledge Status of digitalisation of spatial data Geoportal development Financial resources Human capacities Expectations from the public Interest/support from the stakeholders Simultaneous development of 7 NSDI s Joint fulfillment of project results Exchange of knowledge & experience Possibility for introduction of unique regional SDI Better connection of BO s and stakeholders in the region

Use case to show the benefits of NSDI by applying the results obtained in IMPULS project. to test the feasibility of accessing harmonized data through services between the BO s. to confirm that: there are metadata available for selected datasets and services for cross border purposes; the metadata are made according to the regional profile; the metadata catalogues can be harvested from BO s; data can be viewed by the use of view services; these data also can be viewed together with data from another BO s in the region

Dataset identification for use case: Selected use case (for risk management): AU; DEM; OI; GN Selected 2nd phase of the use case: TN, HY, PD
