2 Attachment 1 to Tender Query No. 1 Tenderer s Queries 1 Does the Contractor need to propose the required hardware and software (including operating system, database and application system) in the technical proposal, and to include the associated prices in the fee proposal? Or does the Contractor just need to provide implementation and maintenance services, and the associated prices only? 2 We understand that the project will be divided into three phases. Does it mean that the project will have three (3) phases of development and testing and only one (1) production roll out or three (3) production roll outs (i.e. one production rollout for each phase)? CIC s Responses The Contractor shall propose all the required hardware and software logical architecture settings for the proposed solution in the technical proposal. For the fee proposal, the Contractor may provide the prices of the required hardware and software as optional items for CIC s reference only. However, the Contractor must provide the price information for the application development and maintenance services which are the mandatory items under this tender. The CIC expects at least two production roll outs for this project. (i) The first round production roll out will be after the development and testing of Phase I. (ii) The second production roll out for Phase II(a) and II(b) will be conducted together as they are parallel phases which have the same expected completion date. The roll out will only be conducted after development and testing of Phase II(a) and II(b). Please be reminded the second roll out shall be a completed working system containing all functions developed in Phases I, II(a) and II(b). Tender Query No. 1

3 Attachment 1 to Tender Query No. 1 3 If there are three (3) production roll outs for the project, does the Contractor need to provide on-site support services after each roll out, and if so, what is the length of each on-site support period? Or does the Contractor just need to provide on-site support services during the 26 weeks nursing period, which will start after Phase II(b) System Testing (or rollout)? Nursing period shall be provided after each production roll out. The first nursing period of the Round 1 production roll out will last for the entire implementation period of Phases II(a) and II(b). The second nursing period will last for 26 weeks starting from the second production roll out. 4 What is the format of data conversion? For all legacy systems except NETTERM, the databases the CIC are using include SQL Server For NETTERM, the database the CIC uses is Rocket D3. The CIC will work with the existing service provider of NETTERM to extract the data into excel format or another database for data conversion. The Contractor may propose any tools to convert the data to the new system. Any additional cost of the data migration tools shall be included in the technical and fee proposal for evaluation purpose. 5 Does the Contractor need to input the old hard copy forms into the new system? No, because all existing/old form information is already in the legacy systems and offline file source. The Contractor only needs to convert the data from the legacy systems and offline source to the TMS. Tender Query No. 1

4 Attachment 1 to Tender Query No. 1 6 Will the CIC provide the TMS Assignment Brief PowerPoint file to the Contractor? Yes. 7 As mentioned in the tender document, all personal data are stored in the CIC s Stakeholder Management System (SRMS). Does that mean that the TMS needs to connect to the SRMS every time it creates / present / modify personal information? Yes, web services will be provided by SRMS to allow TMS to create, retrieve and update personal information. The TMS should call SRMS each time they want to create, show and modify personal information. 8 Can the Contractor propose their own team structure for project implementation? Yes, the Contractor may propose their own team structure for project implementation, provided it complies with the minimum requirements for team composition as per Section 8 of the Assignment Brief (Pages AB-10 & AB-11). 9 The tender does not specify detailed security requirements for personal information handling. Does the CIC have such requirements? Will the CIC conduct any kind of security audit for the new system? No personal information will be stored in the TMS as it has already been stored in the SRMS, hence the CIC will not carry out personal information related security audit for the TMS. However, the data security consideration will focus on those personal data that should encrypt in database level and for data retrieval between client and server side. For application level security requirements, please refer to Section of the Assignment Brief (Page AB-18). Tender Query No. 1

5 Attachment 1 to Tender Query No Can the CIC supplement on the number of expected internal user and provide the estimated number of trainee per year? The number of expected internal user is around There are two main categories of trainee in the CIC, fulltime and part-time trainee. Full time trainee - around 1,000 trainees per year. Part time trainee - ranges from several thousand to ten thousand per year. 11 For the prototyping and data structure modeling requirement specified in the tender, can the CIC provide an expected degree of complication level for that? For data structure modeling requirement, the Contractor shall provide a high level data model structure based on the tender document. For prototyping, the Contractor should demonstrate their understanding of the CIC s requirements by providing the overall design of the web portals and mobile apps. 12 Will the CIC provide information of their feasibility study of the TMS system? 13 Will the CIC provide the number of database tables in the current system? 14 Is the integration of TMS and SRMS a two-way connection or does it only allow the TMS to view the personal information? Information will be provided to the engaged Contractor upon contract award. The combined number of core transaction database tables in all legacy systems is around ~ The TMS will use SRMS to create, retrieve and update personal information in the SRMS. For example, if personal data of a new application does not exist in SRMS, the TMS should send the personal information acquired in the TMS to the SRMS, and the SRMS will create a new personal profile based on such information. 6 Attachment 1 to Tender Query No For alert engine, does the Contractor required to provide the tools and software to send SMS? 16 Does the Contractor required to send their staff members to station in the CIC premises during the nursing period or is it on an ad-hoc basis? 17 Where does the application server needs to be located and where does the Contractor need to send their staff members for supporting services during the nursing period? Yes, the Contractor shall include the hardware and software implementation for sending SMS or alternatively an integration approach with any third party SMS provider can be considered. Only ad-hoc basis is required. The Contractor can include the cost of on-site support during the nursing period in the fee proposal for CIC s reference. The current CIC s data centre is situated in Aberdeen, but the CIC may move the data centre to other location. For application level service support, the Contractor s staff members may need to go to different CIC s offices and centres to resolve technical issues. 18 Has the company conducted the feasibility study been invited to bid for this tender? No, the feasibility study was conducted by CIC s internal IT team. Tender Query No. 1
