6 SECTION 102 BIDDING REQUIREMENTS AND CONDITIONS Section Prequalification of Bidders from the Road and Bridge Specifications : All subcontractors must be prequalified prior to performing any work on the contract Exception: For Design-Bid-Build for DBE credit must be VDOT prequalified and certified as a DBE at the time of bid submission.

Processing Time: 45 days Prequalification office has a very high workload-service 1100 contractors New firm-submit your application early to avoid delays Existing firm-may ask for a one month extension-3x Active firm s submittals-extended 60 days from date of expiration Personally contact firm for corrections 30 days to respond with corrections

24 Contracting Entities Involved Project is a Concessionaire Enhancement as defined in the 95 Express Lanes Comprehensive Agreement. The Concessionaire, 95 Express Lanes LLC, has procured a Design-Build team with Lane Construction as the Prime Contractor. AECOM is the lead design firm for the project. $350 million construction project DBE Goal Percentage: 10% SWaM Goal Percentage: 19% 24

25 Megaprojects Engineering Support Services Contract Engineering support services (ESS) to assist in design and construction management of large scale projects in the Northern Virginia District, including the Dulles Corridor Metro Rail, Phase I and Phase II projects, and any other large scale project in the Northern Virginia District. Maximum $15 million over 3 terms. Dulles Phases 1 & 2 approximately $8 million over 3 years. Other projects as assigned. DBE Goal Percentage: 10% 25
