1 Enterprise Architects conducts review of the existing Enterprise Architecture capability and develops proposals for a refresh of Enterprise Architecture, Governance arrangement and links to ITSM May 2013 Enterprise Architects provides client side consultancy for the re-establishment of the DfE Enterprise Architecture Capability with an emphasis on EA Governance arrangements, alignment to ICT Strategic Planning, Business Change Programmes and alignment to Ensure an effective EA governance approach in alignment with a Service Tower disaggregation. The Department of Education has previously established an Enterprise Architecture team, but with personnel retirements and staff re-deployment this team needed reestablishing, together with stronger and formal governance arrangements. Objectives The objectives included: Review the existing Enterprise Architecture capabilities and governance arrangements and make recommendations regarding how to proceed in the future, in alignment with the ITSM Service Towers, ICT Strategic Planning, Business Change portfolios and programmes. Supporting the DfE CIO Group (CIOG) in establishing, maintaining and maturing the use of Enterprise Architecture practices within CIOG and across service towers to improve efficiency, quality and timeliness in the delivery of ICT enabled business change and associated outcomes and benefits. Supporting CIOG through establishing and supporting the joint operation of an efficient and effective Architecture Design Authority (ADA) to ensure that major architecture change proposals from all service towers are considered against the ICT Strategy and Enterprise Architecture. Focus upon the DfE Service Tower Contract ICT procurement programme to support all IT enabled business change initiatives. Page 1

2 Core Requirements The requirements included: Supporting the DfE CIO Group (CIOG) through re-establishing and supporting the joint operation of an efficient and effective Architecture Design Authority (ADA) to ensure that major architecture change proposals are considered against the ICT Strategy and Enterprise Architecture. Supporting CIOG in re-establishing, maintaining and maturing the use of Enterprise Architecture practices within CIOG to improve efficiency, quality and timeliness in the delivery of ICT enabled business change and associated outcomes and benefits. Analysis of the landscape established: The CIOG Strategy and Architecture team had been reduced in effectiveness over the previous 3 years mainly due to loss of key experienced staff and under investment There was no clear EA Strategy or Vision No future state Enterprise Architecture model had been produced No EA roadmap had been produced No Governance arrangement existed just informal measures Over the years the EA team has been drawn into reactive detailed solution architecture work instead of doing proactive EA work The requirement to adopt Service Tower contract procurements meaning an impact on the architecture The requirements to support all ICT Strategic Planning and enable business change programmes Scope of Work Provide client side subject matter expertise regarding Enterprise Architecture, EA Governance, Strategic Planning, Business Transformation, EA roadmaps of planned investments and business changes. Key tasks included: Integrate EA processes with IT Service management processes using ITIL. ABACUS EA management tool implementation. Page 2

3 Solution Overview The DfE Strategy & Architecture team has been established since This team has not been clearly focused on doing Enterprise Architecture for a number of years and instead has only focused on providing solution design and assurance for projects. The DfE also had an Architecture Review Board. Due to loss of key staff the Architecture Review Board has been disbanded. The stated objective of the DfE is that they need both an Enterprise Architecture team and an Architecture Design Authority to provide effective EA Governance for strategic changes. This is also recommended as best practice by the Cabinet Office. Enterprise Architects provided key subject matter expertise in the areas of Enterprise Architecture and EA governance. Our Enterprise Architecture governance approach is based on two fundamentals - "get healthy", and "stay healthy". To "get healthy", Enterprise Architects applies a proven methodology which includes proactive IT investment portfolio analyses to help confirm that planned investments are consistent with business strategies. 7 Benefits Enterprise Architects played a key role in assisting the Department of Education CIO Group to understand the options for re-establishing and refreshing their existing Enterprise Architecture and Governance disciplines. Integration with the ITSM activities The recommended approach was designed to tie in with the use of ITIL/ITSM and the government Service Towers concepts using Enterprise Architecture to provide the overall direction and governance for new service developments and outsourcing to external service partners. Integration with the ICT Strategy activities In addition to ITSM integration, the recommendations also included alignment with the ICT strategic planning activities and business change enabling programmes within the DfE CIO Group and Strategy and Architecture unit. Customer Feedback Feedback from the DfE CIO Group regarding the Enterprise Architecture and Governance recommendations has been very positive. Feedback from the ICT Strategic Planning and Business Change portfolios and programmes was also very positive. The recommended Enterprise Architecture and Governance arrangement changes have been successfully implemented along with the future introduction of ITSM Service Towers.
