4 Who can participate in the CDM? Participation in CDM project activity is voluntary Parties participating in the CDM shall designate a national authority for the CDM A party not included in Annex I (developing countries) may participate in a CDM project activity if it is a Party to the Kyoto Protocol.

9 Methane Potential In Belize Methane Abatement -analyses the potential for utilizing the methane emission produced at primary solid waste disposal sites for electrical generation, as a viable and economy friendly operation San Benito Solar Panel: pilot project -replacement of incandescent bulbs with compact fluorescent bulbs - Opportunities: Establish sustainability and continuity plan for existing and new solar systems. Important for policymakers

10 Methane Potential There was overall increased interest in solar systems among rural and remote communities of Toledo. Cogeneration Projects Analysis of mitigation on GHGs Emission through hydropower generation and biomass cogeneration of electrical energy It has the potential to manage 31.5 MW Renewable energy power plants

11 Methane Potential Hydromaya A Generating station is a 31.5 MW run off river plant located in Toledo District This is an independent power producing station and sells its power to Belize Electricity Limited

12 General Coordination of Climate Change issues in Belize- Ministry of Natural Resources and Environment The technical focal point of Climate Change issues in Belize Belize National Climate Change Committee advises GOB on its obligations under the Convention Meets every 3 months Designated National Authority under the CDM Functions of the DNA are many and varied Impossible for newly formed NA to exercise all functions and It is not necessary to do so. Participation is a learning process It is important to start.

13 The Designated National Authority DNA committee interministerial governmental approach comprising of relevant government departments that are integrated into the DNA as members Committee was formed with the technical staff of the departments along with other organizations. These included Ministry of Natural Resources and Environment (Forest Department, Department of Environment.. Ministry of Agriculture Ministry of Economic Development, Commerce, Industry and Consumer Protection Public Utilities Commission Belize Trade and Investment Development Belize Chamber of Commerce & Industry

14 The Designated National Authority Expertise required: Understanding of criteria for CDM projects defined by Bonn and Marrakech Agreements Knowledge of the relevant national development priorities Technical expertise to determine if the proposed CDM project is technically sound and well designed Environmental impact assessment expertise Technical and economic expertise Financial expertise Legal and regulatory expertise

16 Current CDM Status in Belize Belize ratified the Kyoto Protocol and established DNA The DNA is the official representative for CDM projects The Role of DNA: The assessment and approval of projects that is consistent with the national sustainable development of the country. Written approval of voluntary participation including confirmation that project activities assist with the national sustainable development of the country.

17 Current CDM Status in Belize Institutional framework to promote CDM is being built Designated National Authority is being strengthened Legal framework for the CDM is being formulated Sustainable Development Priorities and indicators for use in CDM assessment process is being developed Improved CDM Projects review and approval procedure
