1 Overview (Formerly D , Fiberglass Reinforced Plastic Sign Supports). Effective Date: August 1998 April This specification shall govern for the material, composition, quality, sampling, and testing of fiberglass reinforced plastic sign supports. Bidders' and/or Suppliers' Requirements All prospective bidders and/or suppliers are notified that, before any material is considered, it shall be of manufacture and product code or designation shown on the list of approved manufacturers of materials covered by this specification and maintained by the Traffic Operations Division (TRF) of TxDOT. Payment Procurement by the State Payment for all materials under this specification shall be in accordance with the conditions prescribed in the contract awarded by the state. Contracts All materials under this specification utilized by the Contractor shall be paid for in accordance with the bid item in the contract or as otherwise shown on the plans. Prequalification and Performance History Establishment of Performance History Prospective bidders and/or suppliers who desire to prequalify and establish a performance history for their product governed by this specification, should contact the Texas Department of Transportation, Traffic Operations Division Director, 125 East 11th Street, Austin, Texas Prequalification Formal crash tests conducted in accordance with National Cooperative Highway Research Program (NCHRP) 230 and meeting the requirements of the latest specifications on breakaway sign supports including the 1985 American Association of State Highway and Transportation Officials (AASHTO) Standard Specifications for Structural Supports for Departmental Material Specifications 1 TxDOT 08/98-04/03

2 Highway Signs, Luminaries and Traffic Signals. Test reports documenting these crash tests shall be submitted to TxDOT. Five (5) posts, representative of normal production, shall be selected at random and submitted to: Texas Department of Transportation, Construction Division, Materials & Pavements Section, 9500 Lake Creek Parkway, Bldg. 51, Austin, Texas 78717, for prequalification testing. Prospective bidders and/or suppliers will be notified, after their material has been evaluated, as to conformance with the requirements of this specification. All materials for prequalification tests shall be submitted at no cost to TxDOT. TxDOT reserves the right to perform any or all of the tests required by this specification as a check of the tests reported by the manufacturer. In the case of any variance, TxDOT tests will govern. Performance History Some of the tests required by this specification may extend over a prolonged period of time. Therefore, testing for acceptance of materials supplied on any contract or state purchase order will only be considered on those materials which are determined by the Director of CST/M&P, to be identifiable as a material having an established performance history of compliance with the criteria established by this specification. Re-evaluation When, in the opinion of the Director of CST/M&P, changes have been made in the composition and/or manufacturing process of a prequalified material, a re-evaluation of the performance may be required. TxDOT may conduct additional tests to identify changes in the material. Changes that are detected in composition and/or manufacturing process, which have not been reported by the manufacturer, may be cause for removal of that material from the list of prequalified materials. Periodic Evaluation TxDOT reserves the right to periodically evaluate the performance of materials. Samples for periodic evaluation of performance will be selected at random from materials submitted to TxDOT on contracts or direct state purchase orders. Failure of materials to comply with the requirements of this specification, as a result of periodic evaluation, may be cause for removal of those materials from the list of prequalified materials. 3 Sampling and Testing Costs of sampling and testing are normally borne by TxDOT; however, the costs of sampling and testing of materials failing to conform to the requirements of this specification shall be borne by the contractor or supplier. Costs of sampling and testing failing material shall be assessed at the rate established by the Director of CST/M&P and in effect at the time of testing. Amounts due TxDOT for conducting such tests will be deducted from monthly or final estimates on contracts or from partial or final payments on direct purchases by the State. Sampling shall be done by an authorized representative of TxDOT. Samples shall be taken at random so that the samples can reasonably be considered representative of all materials being supplied. A sample shall consist of a minimum of three (3) posts from each lot or shipment. Material Requirements This specification covers the requirements for fiberglass reinforced plastic sign supports (referred to as supports ). Dimensions The outside diameter of the supports shall be 75 millimeters 1 millimeter (3 inches inch). The length of the supports shall be as specified on the plans or on the purchase order. The supports shall meet the applicable tolerances outlined in ASTM D Glass Content The total percent glass of the supports, determined according to ASTM D 2584 shall not differ more than five (5) percent from the average total percent glass of the prequalification samples. The total percent glass of the individual prequalification samples shall not vary more than five (5) percent from their (minimum of five [5] supports tested) average. Hardness The hardness of the supports, determined according to ASTM D 2240, Type D, shall not vary more than 6 from the prequalification average. The Test Method ASTM D 2240 is modified to allow for use of a specimen that is not flat. Departmental Material Specifications 3 TxDOT 08/98-04/03

4 The variation among individual prequalification samples shall not differ more than six (6) from their (minimum of five [5] supports tested) averages. Color The color of the supports shall be yellow and fall within the CIE color coordinates and reflectance values listed below, both before and after 2000 hours of exposure in an Atlas Weather-Ometer utilizing an cam, in accordance with ASTM G 23, Method 1, Type EH. Color shall be determined in accordance with Test Method "Tex-839-B, Determining Color in Reflective Materials." (The method is modified to allow the use of a sample which is not completely flat to allow for the curvature of the support samples.) CIE Color Coordinates and Reflectance CIE Color Coordinates Reflectance x y Tensile Strength The average tensile strength of each support tested, determined according to ASTM F 711 (modified to allow the use of the slightly curved tensile coupons placed directly in the grips), shall not vary more than 103 megapascals (15,000 pounds per square inch) from the average of the supports tested for prequalification. A minimum of five (5) samples will be tested for each support. Apparent Tensile Strength The apparent tensile strength of each support tested, determined according to ASTM D 2290 (modified to allow the use of samples of uniform 12.7 millimeters [1/2 inch] width), shall not vary more than 25 percent from the apparent tensile strength of the prequalification samples. A minimum of five (5) samples shall be tested for each support. Chemical Analysis The infrared spectrum of material from supports furnished shall match the spectrum for the prequalified supports. 5 The specific gravity of material from supports furnished shall not vary more than 0.12 from the specific gravity of the prequalified supports tested in a gas pycnometer using helium as the pressure gas and operated according to the manufacturer s procedure. Workmanship The supports shall exhibit good workmanship and shall be free from objectionable marks or defects that will adversely affect appearance or serviceability.
