3 BACKGROUND RFB/2017/00021: Appointment of a service provider for architecture supply, implementation and support of an unstructured data security solution for a period of five (5) years Advertised on 19 May 2017 Closing on 12 June 2017 at 11h00 (AS PER THE CLOCK AT THE RAF RECEPTION)

4 SCOPE OF WORK RAF seeks to appoint a suitable service provider for the architecture, supply, implementation including support and maintenance for a period of five (5) years, of an unstructured data security solution. SPECIFICATION REQUIRED The ICT Department requires a service provider for the architecture, supply and implementation, including support and maintenance for a period of five years, of an Unstructured Data Security Solution at the RAF with at least the following key features and capabilities: Solution Capabilities Discover, classify and alert on sensitive, proprietary as well as personal information in unstructured repositories, including document management systems Persistent protection of data throughout its life cycle Support of data ownership - identify and map files to data owners Data owner access control and reviews Permission management across files Activity tracking and monitoring of files Access and file activity correlation Classification and protection of files at the time of creation Monitor file usage rights across the RAF network including document management systems Risk analysis Reporting

5 Complete audit logging and retention as per the above requirements Unstructured data environment scope Windows Shared Drives and Folders Microsoft Windows Active directory Microsoft Exchange Server 2010 Splunk SharePoint Reporting Compliance audit and reporting Role auditing and analysis Custom reporting as and when required Training Formal training as well as knowledge and skills transfer for the RAF support teams [Insert presentation title] Page 5

6 SCOPE OF REQUIREMENTS The bidder must be accredited, within South Africa, to architect, supply, implement, support, maintain and license the proposed solution. The bidder will be required to architect and implement the solution as well as license, support and maintain the solution for a period of five years as indicated below: Complete due diligence of the RAF environment including a full logical architecture of the proposed solution; Supply of software and licences for the solution; Bidder must supply hardware (appliance or physical server); The physical server supplied by the bidder must be compatible with the RAF infrastructure and be sufficient to cater for growth over the five year period; Project Management and implementation of the solution; The bidder must operate the solution for a period of three months after implementation into production (Note: This costing is once off and must be separate from the annual support and maintenance hours); The bidder must transfer skills and knowledge to the RAF operational team including all relevant documentation and support manuals as part of the handover to RAF post implementation (Note: This costing is once off and must be separate from the annual support and maintenance hours); The bidder must include formal training for administrators and end-users; and Bidder must support and maintain the solution in line with the RAF SLA as per paragraph 6.3 below (384 hours per year). 9 EVALUATION CRITERIA The bid will be evaluated based on the following requirements: Mandatory (Comply or Not Comply) Bidders who do not meet the mandatory requirements will be disqualified. Technical Functional requirements (100 points). Price and B-BBEE (80/20 points). Bidders who score 75 points out of 100 on technical points will further be evaluated on Price and B- BBEE.

Please provide a certified copy of the certificate/letter from the solution owner on an official document, confirming accreditation as above. Signing of an Attendance register at the meeting will be the accepted proof of attendance Mandatory Comply Not Comply By submitting a proposal for this Bid, the Bidder(s) confirms that they have read and understood the terms and conditions as set out in the attached SPA, which terms and conditions the Bidder(s), accept in the event that the RAF awards a contract to the Bidder(s) pursuant to this Bid. Amendments, deletions or additions to the SPA will be at the discretion of the RAF.

11 TECHNICAL EVALUATION CRITERIA Functional criteria Points Company Experience The bidder must have experience in architecture and implementation including support of an Unstructured Data Security Solution within South Africa. Please provide reference letter(s) from the respective customers/clients, on their letterheads, confirming architecture and implementation, including support of an Unstructured Data Security Solution within South Africa as well as the duration of the contract (Maximum of three letters). All letters will be scored to provide a combined total score to a maximum of thirty (30) for the below two criteria: Years of experience Size of customer or client The letters MUST ALSO INCLUDE the company name, contact person, contact numbers, nature and period of the project and the size (number of employees) of the implementation. Should the letter(s) not include the above requirements, the RAF will not accept the letter(s) as being valid for purposes of scoring. Please note: The RAF will not accept a list of references and/or references listed on a table. The reference letters must be in the form of individual letters from the respective customers 30 Years of experience of the company for implementation and support The experience will be scored as follows: 2 year will score 0 points > 2 years 4 years will score 5 points 4 years 6 years will score 10 points 6 years will score 15 points Size of company and environment where the solution was implemented.

12 Functional criteria Points Experience of the resources allocated to the RAF project Scoring will be based on the number of years of experience of the resources in architecture and implementation of an Unstructured Data Security Solution, including providing maintenance and support of the solution. The bidder must only attach 2 CVs, which will be used to score the resources. The CVs must clearly indicate years of experience in architecture and implementation, including providing maintenance and support of an Unstructured Data Security Solution. The experience will be scored as follows: 2 year will score 0 points 2 years 4 years will score 5 points 4 years 6 years will score 10 points >6 years will score 15 points 30 [Insert presentation title] Page 12

13 Functional criteria Points Project Plan The bidder must provide a detailed Project Plan outlining the following key aspects: Architecture of the solution. Project Management and implementation of the solution. How the bidder will run the solution. How the bidder will transfer skills and knowledge. How the bidder will handover to the RAF operational team including all relevant documentation and support manuals. Complete licensing of the solution for the period of five years. Formal training (administrators and end-users). How the bidder will support and maintain the solution in line with the RAF SLA. How the bidder will deliver complete hardware for the solution for the period of five (5) years (appliance or physical server). 40 A score will be given, based on the above key aspects mentioned in the Project Plan [Insert presentation title] Page 13

NB: Bidders who score a minimum threshold of 75 out of 100 points on technical/functional evaluation will be considered for further evaluation on Price and B-BBEE.
