1 Role Description ; Design & Engineering/ISOC Reports To / Line Manager Responsible For Division Sub Division Department Team Location Purpose Of Role Snr Project Manager Delivery of Technology Projects/Workstreams. Line and matrix management of project resources. Design & Engineering/ISOC. The Technology Division delivers technology services and projects enabling the BBC to fulfil its strategic and business goals ensuring great content is delivered to our audiences 365 days of the year EUC Technology Delivery Team The Technology Delivery team is responsible for delivery of technology programmes and projects which create and maintain the BBC s Technology from core elements such as networks, servers and studios to business applications integral to the BBC s services and content creation world-wide across TV, Radio and On-line. Our projects support production and back office teams across the BBC s production facilities from Broadcasting House in London to our bureau in Cairo. We enable the seamless transmission of services day to day as well as the BBC s coverage of special events such as elections, Olympic and Commonwealth Games, the Glastonbury Festival. The team delivers technology projects to the highest possible standard aligned to the business need and available funding. During all stages of the project lifecycle, we work closely with our stakeholders, delivery partners and suppliers to ensure that investment benefits are realised. The Technology Delivery team is based in both Salford and London. Although unified communications and mobile working services minimise the need, travel will be required regularly between these two sites principally, and others within the UK (and occasionally worldwide) depending on the nature of projects planned and in progress. Delivery of complex and high profile projects, typically through the whole of the project lifecycle, from the initial shaping stage through to closure. Page 1 of 6

2 Role Description ; Design & Engineering/ISOC Scope Of Role Summary of Key Accountabilities Planning, delivery and financial management of technology projects and workstreams Management of a range of key stakeholders Working with nominated business change representatives to ensure that business benefits can be realised through the delivery of technical capability. Line and Matrix management of project resources Ensuring that appropriate project management standards/processes are followed Supporting the recruitment and selection of project resources both permanent and contract - as business requirements and funding dictate Meeting project performance targets Supplier relationship management and partnership working where projects are delivered jointly or project delivery is outsourced. Definition, Shaping & Planning Manage different stakeholder expectations and secure business buy-in Work with key stakeholders to define scope, timescales, quality, approach to business change and engagement, handover criteria and the benefits realisation plan Identify, understand and facilitate the appraisal of different delivery options Produce appropriate documentation to support the creation of the business case which identifies and addresses known time, cost, resource or process constraints Lead projects/workstreams through the relevant approval processes with the support of the sponsor Implementation Take responsibility for completing projects/workstreams within the agreed time, cost and quality constraints to enable the delivery of agreed benefits Manage shared resources within the project team, including third party resource and suppliers Maintain ongoing relationship with key stakeholders Hold regular project team meetings and contribute to individual project team member appraisals. Identify, evaluate and manage risks, issues, dependencies, and scope changes associated with the project Produce key documents during the implementation phase including regular highlight reports, financial forecasts and updated plans for the business and other key stakeholders Ensure adherence to BBC policies & standards for both project/programme management, health and safety, legal and any other business compliance requirements Ensure project scope and expenditure is properly controlled, monitored, forecast and reported in accordance with the relevant BBC governance processes Page 2 of 6

3 Role Description ; Design & Engineering/ISOC Handover / Closure Manage handover to BAU functions in accordance with agreed change and release management processes Deliver documentation to enable support and operation of the completed systems Obtain stakeholder sign off including support, user, business continuity and risk management Create project closure reports capturing and sharing lessons learned and follow on actions Disband project team and reconcile project finances ensuring the creation of asset records and capitalisation Plan Post Implementation Review (PIR); identify an owner (usually the sponsor). and provide support to the owner as required People Management Line manage up to five colleagues, including performance management and appraisal. s may also be asked to represent Lead Project Managers, Portfolio Managers or the Head of Project Delivery from time to time. Leadership Lead creation and implementation of technology portfolios for a minimum 12 month forward planning period ensuring delivery of agreed projects to maximum benefit of the BBC Model professional project delivery performance and behaviours ensuring that Technology Delivery team is the first choice resource for stakeholders sponsoring projects Lead efficient, enthusiastic and pro-active teams operating effectively in a continuously changing environment Operate effectively in line and matrix managed environments Actively propose and drive agreed new ways of working to meet changing business needs and deliver value for money to the BBC Set realistic but challenging performance standards to help drive improved performance and continuous improvement Team Performance for line/matrix managed resources: Ensure any actions and performance processes arising from appraisals are followed through Agree learning and development requirements to maximise team members career development and improve performance. Support creation of a wider high performance culture by helping set and managing KPIs for the team Be accountable for effective implementation of changes within the team Adhere to BBC and statutory obligations in decision making and management of resources (e.g. Working Time Directive) Support creation of a safe working environment for team Page 3 of 6

4 Role Description ; Design & Engineering/ISOC Project Delivery Scope Of Role Key Metrics Ensure that entire project lifecycle delivery and portfolio management is carried out in accordance with agreed BBC standards Actively assess and manage portfolio, programme and project issues and risks Ensure that projects delivered enable sponsors to realise agreed benefits Maximise project delivery with resources available Ensure appropriate governance is in place for all projects so that accountabilities and responsibilities are clear Work with Technology Management teams to introduce new processes and practices to develop and improve project delivery performance across all portfolios. Personally manage and deliver projects/programmes/work streams as required Programme and Project complexity: projects typically involve a number of business and technical dependencies, business critical systems and processes, reputational and broadcast output impacts, political and commercially sensitive environments Project/Workstream budgets: Typically to the value of 1-2M Indirect and Direct reports: Line management of typically 5 direct reports, and project delivery teams of typically up to 20. Stakeholder management: First point of contact for project/workstream stakeholders, typically senior management level Recruitment: Contribute to the recruitment process for project teams by participating in selection boards for engagement of new colleagues including specialist contractors. 3rd Party Relationships: Responsible for managing and monitoring performance of 3rd party partners and suppliers supporting delivery of projects - typical contract values with major suppliers c. 1M Health & Safety: Ensure that all the requirements of statutory and BBC safety regulations are fully met including adherence to the BBC s Health & Safety policy. 5 Role Description ; Design & Engineering/ISOC Skills and Experience Essential Significant experience and strong delivery record in technology project management Telecommunications Project Management experience with exposure to delivery of Multiprotocol Label Switching (MPLS) technology. Experience of managing and developing diverse technology project teams with different skills sets and levels of experience Proven practical experience in an accepted project management methodology Significant experience of delivering projects in partnership with third party suppliers Good knowledge of technology trends and technical detail/concepts Excellent communication skills (written, spoken and presentation), ability to grasp technical briefs quickly, draw out information from technically focused resources and translate technical to business as needed and adapt style to different audiences Well organised, self-disciplined and motivated Ability to navigate large, complex organisations Ability to interpret and resolve sensitive commercial and contractual issues. Desirable Experience of project delivery in broadcasting or media environments Knowledge of construction design and management (CDM) regulations Knowledge of EU procurement legislation Qualifications Essential Prince II or equivalent accreditation to Practitioner level or equivalent Desirable ITIL foundation Desirable Managing Successful Programmes to Practitioner level Page 5 of 6
