Opportunities to implement projects under the Clean Development Mechanism and in the field of energy-saving technologies in the Republic of Uzbekistan S. Saifnazarov Head of Main Department of the Ministry of Economy of the Republic of Uzbekistan

The need to reduce the negative impact of industry on the environment The Clean Development Mechanism of the Kyoto Protocol provides a catalyst for the introduction of modern energy technologies in the industry, energy and allows you to cover part of the investment costs for modernization. December 6, 2006 on behalf of the Ministry of Economy "National Authority for the CDM organized, and "Interagency Council on the CDM" created. Formed "national portfolio of CDM projects", consisting of 65 projects. The cumulative emission reductions will be approximately 14.8 million tons of CO2 equivalent per year. In particular, the implementation of 7 CDM projects of oil and gas sector related to reducing leakage of natural gas, will allow annual savings of natural gas in the volume of million m 3 per year. 2

Priority directions for CDM projects in Uzbekistan The priority directions for the implementation of CDM projects in Uzbekistan is the implementation of energy saving technologies in the fields of: oil and gas industry; energy sector; chemical industry; municipal sector; The use of renewable energy sources renewable energy sources (solar, wind, small hydro power) to power a rural and remote areas. 3

Registered and perspective projects of CDM At present, Republic of Uzbekistan has a leading position among countries of CIS and Eastern Europe by the number of registered projects of CDM and the planned volume of annual emission reductions (1 place). The number of projects approved by the Interagency Council on the CDM of the Kyoto Protocol 65 projects Estimated emission reduction (CO2-equivalent per year) 14.8 million tons per year Including: Registered projects of CDM Estimated emission reduction (CO2-equivalent per year) 14 projects tons per year In the process of preparation Estimated emission reduction (CO2-equivalent per year) 7 projects ton per year TOTAL of registered and prospective projects tons per year 4

Participation of UK companies in the projects of CDM in Uzbekistan In terms of the participation of companies from the UK in CDM projects in Uzbekistan, it should be noted the productive activities of the company «Climate Change Capital» (CAS) and the British branch of Macquarie Bank Limited. CCC Company participated and won three tenders to attract CDM investors in oil and gas projects to reduce leakage of natural gas distribution networks of medium and low pressure. Macquarie Bank Limited participated and won the tender for the project "Reduction of natural gas leakage in the distribution networks of medium and low pressure of Tashkent and Tashkent region. The company «DSL.eco Ltd» is considering the implementation of CDM projects for utilization of landfill gas from existing landfills country. The company is currently engaged in the development of technical documentation on the 4 projects composting organic waste and landfill gas utilization in Fergana, Namangan and Tashkent.

Participation of UK companies in the projects of CDM in Uzbekistan registered projects (2) Name of the projects Reduction of gas leakages in distribution networks of low and medium pressure in the Samarkand, Jizzakh and Syrdarya regions Reduction of gas leakages in distribution networks of low and medium pressure in the Surkhandarya and Kashkadarya regions Reduction of gas leakages in distribution networks of low and medium pressure in the Bukhara and Navoiy regions Reduction of gas leakages in distribution networks of low and medium pressure in the Tashkent city and Tashkent region Foreign partner Climate change capital (CCC) Climate change capital (CCC) Climate change capital (CCC) Macquari e Bank Limited The amount of foreign investment (million dollar) The amount of emission reductions (thousand ton CO2-equivalent per year) 3,7 1021,1 1,9 560,0 0,6 818,0 3,5 1053,6 TOTAL 9,7 3452,7 Additional benefits of the project in Uzbekistan saving 98,5 million m 3 of natural gas annually saving 78,5 million m 3 of natural gas annually saving 53,7 million m 3 of natural gas annually saving 65,7 million m 3 of natural gas annually saving 296,4 million m 3 of natural gas annually Date of registration of the project November, 2010 year December, 2010 year November, 2011 year December, 2011 year

Possible ways of cooperation in energy efficiency and CDM projects with UK companies Energy efficiency measures in the sectors of oil and gas, chemical and power industry (cogeneration, waste heat recovery, electric frequency regulation); Energy efficiency measures in the municipal sector of the country (the municipal organic waste recycling, energy saving lamps, indoor heating systems, etc.); Projects of CDM related to the implementation of renewable energy technologies (biogas, small hydro power, solar water heating collector, hybrid wind-solar power, etc.) Large projects of CDM can be realized on a standalone basis, and small-scale model of CDM projects could be grouped under the Program activity of CDM or converted into a list of Nationally appropriate action to prevent climate change (NAMA).

Ways of development of Alternative Energy Sources Preconditions and questions Prospects in Uzbekistan: Solar day (300 days per year) Small hydro power Wind (in the regions) Biomass and Bioenergy Geothermal sourses.

Ways of development of Alternative Energy Sources RES development boost 2 In Uzbekistan, available: Rich deposits of silicon The developed agriculture for the development of biogas (bio-energy) Rich scientific production base

Ways of development of Alternative Energy Sources RES development February, 2012 year: Establishment of the International Institute for Solar Energy, which is the only one in the region

Ongoing projects Pilot wind power plant with capacity of 750 kw The biogas plant with a capacity of thousand m3 per year of biogas and 100 tons / year of fertilizers
