Sone Bhawan, (2 nd Floor), Birchand Patel Marg, Patna NOTICE INVITING TENDER (Through e-procurement mode only) Tender Notice No. 01/Elect./ Date: The Bihar State Hydro Electric Power Corporation Ltd. invites bids through e-tendering for Restoration, Operation and Maintenance of the following small hydro projects from interested, reputed & experienced firms/contractors/developers. Group-I Sone System : 10 SHPs The Restoration, Operation and Maintenance shall be carried out strictly in accordance with recommendations and instructions contained in the tender documents and Operation and Maintenance manuals of the equipment manufacturers. Bids through e-tendering in two parts i.e. Part-I (Technical & Commercial) and Part-II (Price) have to be submitted. The intending tenderer / bidder must be a profit making company having average annual net-worth of Rs Crores or more during last three years. Group-I 17.1 MW (On Sone System) Sl. Will be announced later by competent authority Qualifying Criteria:- Technical criteria for e-tender is open to all Companies/Corporations/limited concerns/ registered firms/ reputed contractors who meet with the following qualifying criteria: i) Manufactures of Small Hydro Power Plants. Or ii) The bidders who have minimum experience of three years in operation and maintenance of Small Hydro Project. Or

3 iii) Have experience in developing, constructing & commissioning of such Small Hydro Power projects. iv) The bidders should be registered under the Indian Companies Act or under the laws of Bihar State or equivalent within legal framework of State/Govt. of India. v) The bidder should be Registered Electrical Contractor having valid H.T. Contractor License. vi) The bidder should be registered under EPF and Miscellaneous Provisions Act, 1952 with EPF, IT, Labour and GST Departments etc. vii) The bidder must be a profit making company having average net-worth of `15 Crores or more during last three financial years as per audited financial report. viii) Bids should be kept valid for acceptance for a period of 180 (one hundred eighty) days from the day bids are opened. A bid valid for a shorter period shall be rejected. ix) Joint Venture/Consortium are also eligible to participate in the tenders, having following eligibility criteria:- a) Either or any of the partner of Joint Venture/Consortium should be technically qualified. The number of consortium partner shall not be more than two. b) Each partner of Joint Venture/Consortium shall fulfill the financial qualifying criteria as per their share in joint venture. c) The share of any partner of the Joint Venture/Consortium shall not be less than 30%. x) The bidder should not be a blacklisted contractor/company by BSHPCL, Bihar Govt. / State Electricity Board/ Power Distribution Company of State Governments or any department of any State or Government of India. EARNEST MONEY DEPOSIT (EMD) I. All the tenders/bids must be accompanied by Earnest Money of `40,00,000/- (Rupees Forty Lakhs Only) in the form of a Demand Draft or payment through online mode or a Bank Guarantee of any Nationalized / Scheduled Bank drawn as per the BG format of BSHPC. II. Technical Bids of only those bidders who have submitted EMD of the requisite amount shall be opened.

Public Sector undertaking fully owned by the Bihar Government/ Central Government/other State Governments shall be exempted from depositing Earnest Money, provided that a certificate of Government Ownership is submitted. IV. Unsuccessful Bidder's Earnest Money shall be refunded within 30 (Thirty) days of the award of Contract/issue of LOI to the successful bidder. V. The successful bidder s earnest money will be refunded after receipt of full Performance Security and signing the contract. VI. The earnest money may be forfeited, if the successful bidder fails to sign the contract agreement within 30 (Thirty) days of issue of Letter of Intent. Essential Requirement 1. The bidder shall submit his bid/tender on e-procurement platform at 2. The bidder must have the Class II/III Digital Signature Certificate (DSC) with signing + Encryption, and User-id of the e-procurement website before participating in the e- Tendering process. The bidder may use their DSC if they already have. They can also take DSC from any of the authorized agencies. For user-id they have to get registered themselves on e-procurement website and submit their bids online on the same. Offline bids shall not be entertained by the Tender Inviting Authority for the tenders published in e-procurement platform. 3. The bidders shall submit their eligibility and qualification details, Technical bid, Financial bid etc., in the online standard formats given in e-procurement web site at the respective stage only. The bidders shall upload the scanned copies of all the relevant certificates, documents etc., in support of their eligibility criteria / technical bids and other certificate /documents in the e-procurement web site. The bidder shall digitally sign on the supporting statements, documents, certificates, uploaded by him, owning responsibility for their correctness / authenticity. The bidder shall attach all the required documents for the specific tender after uploading the same during the bid submission as per the tender notice and bid document. 4. All the required documents should be attached at the proper place as mentioned in the e-forms otherwise the tender of the bidder will be rejected. 5. Tender Processing Fee (TPF) to be paid through e-payment mode (i.e. NEFT / RTGS, Credit / Debit Card & Net Banking) only.

5 6. Cost of Tender document / Form Fee to be paid through e-payment mode (i.e. NEFT / RTGS, Credit / Debit Card & Net Banking) only. 7. Earnest Money Deposit (EMD) can be paid either through online mode or manual mode (BG, DD etc.). In case of manual mode of payment of EMD, the original hardcopy of the EMD which may be a DD / BG or any other instrument that should be submitted in the tendering authority office within the next working day after tender closing date. Note: "Bids along with necessary online payments must be submitted through e- Procurement portal before the date and time specified in the NIT/RFP. The department / Tendering Authority doesn't take any responsibility for the delay / Non Submission of Tender / Non Reconciliation of online Payment caused due to Nonavailability of Internet Connection, Network Traffic / Holidays or any other reason." 8.
