4 FDOT D5 Program Goals Increase reliability supporting mode choice Utilize a management and operations approach combined with a set of cost- effective strategies Develop and continuously upgrade to a wellmaintained district-wide intermodal system Minimization of connection gaps and full system reliability

5 FDOT D5 Projects The execution of these goals are evident in the major projects in D5: I-4 Ultimate Reconstruction Project from Kirkman to SR 434 including managed lanes $2.3 Billion SunRail from Poinciana to Deland including a feeder bus system $1 Billion Wekiva Parkway toll road completing the loop around Orlando and I-4 $1.6 Billion

7 What is SHRP-2 Strategic Highway Research Program 2 (SHRP-2) Reliability Development Requires the support of A Team of Champions Provided funds to District for the development of a Program to better manage existing FDOT resources and products: o Operations Academy Training o Capability Maturity Workshop Self Assessment o Guided Development of Implementation Plan o Training and Peer Exchange o Planning for TSM&O Guidebook

Reviewed and coordinated with FHWA on lack of planning guidance Creates the planning-related chapter for the TSM&O Implementation Plan Provide TSM&O guidance for roles of planning, the planning process, and how to effectively integrate multimodalism into TSM&O Funded and supported by FHWA through SHRP-2 program

Guidebook Audience: o DOT staff o Planners o Traffic Engineers o Local Governments o Toll agencies o Transit agencies o Metropolitan Planning Organizations

29 The District 5 Coordination of Planning & Operations Intermodal Systems Development / Planning Interfaces with MPO/TPO Looks at area of discovery Works with local agencies / 3 rd party to secure data agreements Provides scope of services, Con-Ops on projects that are Districtwide / Software related Big Data Data Acquisition Traffic Operations / ITS Manages the contracts looking to manipulate the data (operations contracts) Procures consultants to perform labor Grades consultants Provides the detail after general agreement has been reached Develops the network, data dictionary, etc. Project Development Provides a scope of services for design and construction projects Works with MPO/TPO on performance metrics Provides scope from Operations related improvements to MPO, get prioritized Services as technical advisor for Districtwide / Software contracts ensuring compatibility Ensures interoperability as well as conformance with FDOT requirements
