Yes, the plans and specs are within the RFP and can also be found at the RFP website. 2. Will you be able to provide a card reader count per floor and confirm the location of each existing Northern access control panel? Yes. Also, all panels are located within the telephone closets on floors 2-8 and the existing Security room on the 4 th floor. 3. Will you be able to provide the location and amp/watt size of each power supply used for the current electronic locksets, strikes and magnets? All power supplies are Altronix 12/24 volt and are between 4 and 6 amp. Contractor is responsible for all power supplies. 4. Will your MIS department provide the database back up for the existing access control database, which will be loaded onto the new access control system? Database backup system will be provided to the vendor that has been awarded the Access Control and CCTV project. This request will be made to the NYCEDC Security team. 5. Who shall be responsible to update employee information, card access rights and time zone configurations for each type of access right? Contractor / NYCEDC Security Team 6. Please confirm that all v, 20amp dedicated circuits with circuit breaker shall be provided by the electrical contractor onsite and not by the security contractor, only if needed in any IDF location where additional power may be required to operate security equipment. NYCEDC electrician will be available to provide additional power source as needed. 1

2 7. Please confirm that your MIS department shall provide all IP addresses. Contractor will work with the NYCEDC MIS Team as needed however this system will be a standalone network. NYCEDC MIS will provide IP address. 8. Can you provide more detail as whether universal power supply [UPS] units are to be furnished and installed by the security contractor? How many back up hours are required and where are such units to be located and utilized? NYCEDC MIS will provide the UPS needed. 9. Please confirm who shall be providing camera naming convention for each camera location to be titled into the video system. NYCEDC Security will work closely with the Contractor with the labeling of cameras. 10. Who shall receive the old cameras removed? NYCEDC will make a determination at a later time. 11. Will the security contractor have access to a security storage closet? Yes. 12. Will the security contractor have a location to dispose trash and cardboard? Yes. 13. Where can the security contractor off load material and equipment? Is there a particular garage or loading dock space where work vehicles can be parked? Loading Dock entrance located on John Street between William and Gold Street. NYCEDC will not be responsible for parking Contractor s vehicles, and vehicles cannot be left at the loading dock area. 14. Please confirm that you shall be responsible for all ceiling tile replacement; whether drop or clip ceiling type. Contractor will be responsible for all repairs concerning all affected ceilings. 15. Who shall be responsible for patching and painting? Contractor will be responsible for any damage that will require patching and painting. 2

3 16. Please post a copy of the presentation on to the website, there were several items in the presentation which conflict with the RFPpresumably the presentation would govern? The presentation has been posted to the website. The RFP would govern. 17. Please provide us with a list of the attendees for the meeting. The list of attendees has been posted to the website. 18. You mentioned yesterday that the project would commence in October 2016, and that the warranty of the system should run 2 years to December This assumes a 2 month execution of the new system- is this the intent? The estimated start time for this project is October 1, 2016 with installation concluded by approximately December 31, Refer to RFP regarding warranty obligations. 19. In addition to this page 59 general information states contractor would provide one year of system support. The Contractor will provide two years of system support. Reference to the one year of system support will be corrected by Addendum. 20. Floor plans show 34 card readers, based on the assumption the R note on the plans is a reader, please confirm which doors will remain after the project? All doors will remain as is. 21. During the walkthrough we noticed multiple doors which weren t shown on the plans but which had electrified locks, annunciation and panic hardware- these were mainly in stairwell areas- are these to be part of the project? Fire Exits will not be a part of this project. 22. Many of the maglock doors were not up to the egress code standards i.e. they were installed with pneumatic exit button, but were missing a motion sensor or crash bar- what is the intent in these situations? Contractor will be responsible for bringing all exit doors up to code. 23. Please confirm which doors/floors go to which closet? Your current system software and provider should be able to tell you this. The requested information is unavailable. 3

4 24. In the meeting you mentioned that all cabling would be performed between 5pm-2am- presumably device installation could happen between 8am-5pm? Cameras and other devices can be installed between the hours of 8am - 5pm as long there are no impacts/interruptions to the NYCEDC workforce, for example, dust and noise. 25. During the meeting you mentioned 8 cameras which were to remain in the MIS area mainly, this would make the total cameras requiring licenses in the new system 102- correct? Yes, correct 26. Page 67- Performance states the video server should be compatible with the following video manufacturers- there are no names listedplease provide a list of brands acceptable by NYCEDC. Contractor will meet the requirements of the specification within the RFP. 27. Page 68 item 4- PSIM integration- this should be excluded or provided with defined scope. Physical Security Information Management (PSIM) will be excluded. 28. Page 68 item 3 asks for POS analytics- presumably this should be excluded as there are no POS location in the building? Point of Sale analytics will be excluded from this project. 29. Page 68 item 5 states. IP cameras- 1080P resolution H264 Compression, 7 frame rate, normal hours 12, low light hours 12 days stored 45 total storage GB. This doesn t make sense based on the quantities of cameras, resolution, frame rates and required storage duration. Please provide clear guidance on storage requirements NYCEDC is requiring 1080P IP cameras with recording at 8 frames per second, recording 16 hours at 50% motion, however should have the availability to record for 24/7 for capability of storing for 45 days. 30. Please re define the warranty period required, in years, and the number of option years required for the access control and video systems. Refer to RFP regarding warranty obligations. 31. Please re define the emergency service period required (24 x 7 with a four hour response time) in years, and the number of option years required for the access control and video systems. Emergency response time should be within 4hrs during normal business hours, weekend response as needed for the length of the contract. 4

5 32. Please confirm the number years required for the factory software support agreement (a.k.a. SSA) that is required for the access control and video systems. Refer to RFP regarding warranty obligations. 33. Please indicate the current card reader count per each floor. 54 Card readers in total 8 th Floor (2), 7 th Floor (5) 6 th Floor (4) 5 th Floor (4), 4 th Floor-(25), 3 rd Floor (4), 2 nd Floor (10) 34. Please indicate which floors, with actual room designations, that the NYC EDC will allow network switches to be installed. Network switches will be installed at two locations, (3 rd floor MIS Room) and (5 th floor telephone closet) 35. Please indicate which floors, with actual room designations, that the NYC EDC will allow Access Control panels to be installed. Telephone Rooms floors 2-8 preferred. 36. Please confirm whether the Client Work station being utilized to drive the (3) large screen TVs will be supplied by the Security Contractor or the NYC EDC. Work station to be provided by the NYCEDC, (3) large screen TV s to be provided by Contractor 37. Please provide a total number of access panels per floor and total number of readers per panel. Please include any other points including door release buttons, egress motion sensors and door status contacts. On an average, we have 4 readers per panel. As to information requested in remainder of question, information is unavailable. 38. Please confirm the type of locking hardware per door. Magnetic door locks and electric strikes. 39. Please confirm that it is P cameras at the settings on page 68 are what we need to base the bid on. Confirmed. 40. Do you want a Windows 7 or Windows Server OS? Windows OS 41. 6 42. Are they all fixed domes? Yes, all fixed domes. 43. Do any of them need IR? No infrared 44. Any other feature required on the camera other than 1080P? Cameras should be 1080P, IP cameras with Power over Ethernet (POE). 45. What mounts are required for each type? Cameras should be mounted to the existing ceilings (Surface Mounted) 46. What are the quantities of each type requested mount? 94 surface mounted. 47. Please confirm that a PSIM Video Server is required. Not required. 48. What is the building Union guidelines and is it prevailing wage? There are no building Union guidelines related to this RFP. Contractor should refer to RFP regarding any prevailing wage obligations. 49. Does the Contractor require a bond? NYCEDC does not require a bond from the Contractor. 50. Can the Contractor recommend a different manufacturer for the new cameras? Yes, cameras will need to be rated for a commercial building type installation. 51. Can NYCEDC provide the existing specs for locks, electric strikes and magnetic door locks? No, NYCEDC cannot provide the name of every lock. 52. Will the Contractor be required to involve fire control devices? 110 William Street Building management responsibility. 53. Will the Contractor be responsible to replace panels and power supplies? 7 54. Can NYCEDC provide the # of panels and card readers? Will the Contractor be responsible for the removal of old cabling? Yes 56. What are the insurance requirements needed for the installation. No 59. Will door contacts be required to be changed? No. 60. Will IT/MIS provide server/video server? No. 61. Will IT/MIS provide rack space capability? NYCEDC will provide space capability. 62.
