The minutes of the 20 th SG meeting was approved as well as the agenda of the 21 st SG meeting. Update on Gas Regional Initiative developments The participants were informed about the co-chairmanship rotation. Based on the rotation rule, after two and half fruitful years as a co-chair, ANRE handed over to AERS, the Serbian NRA, to continue the GRI SSE activities. Mr. Aleksandar Popadic accepted AERS to become the new co-chair of the GRI SSE and to join HEA in co-chairing the regional activities. Mr. Riccardo Galletta and Mr. Dennis Hesseling presented the ACER s monitoring activity regarding the implementation on the Network Codes CAM, CMP, BAL across the SSE region. According to IMRs results, the NC implementation in the region is weaker than in any other EU region and knowledge sharing and increasing dialog may facilitate effective implementation. Mr. Dennis Hesseling presented the update on the GRI status review report for 2016, outlining the indicative planning until the publication by 31 of January and suggestions on the topics for SSE GRI for the two meeting planned in 2017 May and December. Update on implementation of WP projects Mr. Alessandro Ischia gave a presentation of RO-HU-AT, the pilot project for incremental capacity aiming at transporting the gas from the Romanian Black Sea off-shore region, to Austria via Hungary. The document underlines the main issues of the open season process as for the instance the capacity products offered, the entry-exit tariffs and the for each TSO in the three countries Romania-Hungary-Austria, the possible routes and the 3/5

4 mandatory minimum premium applied, the economic test, the ranking of bid results and the capacity allocation mechanism. A vivid discussion was initiated on costs issues. A short update of the project market integration in the CEE countries, Czech Austrian trading region and in particular of the option called trading region update was given. Mr. Sandor Balázs presented the proposal for framework of a mutually recognized natural gas wholesale trading license in the GRI SSE region, with common registration measures in all the countries aiming to reduce these adminstrative burdens for the cross-border wholesale trade while maintaining the transparency of licensing regimes and to maintain sufficient regulatory supervision for all concerned NRAs. It is mentioned a minimal set of requirements that must be imposed by the authority issuing the licence and conditions for using the license across the region. Stakeholders comments and suggestions are to be received until middle of February Mrs. Angeliki Mourtzikou presented updates of the on the implementation of GR-BG projects: - project I - Common capacity allocation procedures and bundling of capacity products between Bulgaria and Greece the timetable, the steps completed and the cooperation stepts to be done for the conclusion of the next version of the Interconnection Agreement; - project II - Balancing Interim Measures between GR and BG Desfa s report on interim measures, establishment of a Balancing Platform, cooperation within GRI and CESEC, implementation of the harmonized access rules. Mr. Aleksandar Popadic presented a study on interoperability and gas quality in GRI SSE drawing attention on the fact that there are different national standards about gas quality in SSE and a coherent application on IPs between EU and EnC transmission systems is a key requirement for undisturbed cross border flows in Europe. The results of the study cover Austria, Greece, Hungary, Italy, Poland, Romania - from EU and Bosnia and Herzegovina, FYR of Macedonia, Moldova, Serbia and Ukraine - from EnC. He stressed that for more efficient cross border flow Regulation (EC) 2015/703 should be implemented in the same time on IPs between EC CP and EU MS and EC CP. Update from the Energy Community Secretariat Mrs. Nina Grall-Edler gave a short presentation on the recent Energy Community developments. 4/5

5 Mr. Vincenzo Cioffo and Mr. Alessandro Ischia presented the outcome of the Pilot project VIII the 2nd Questionnaire for the assessment of the main features of gas system implementation in SSE countries (an updated version of the questionnaire presented at the last GRI SSE in Bucharest in 2015 required by the stakeholders). AOB No other business was addressed. Concluding remarks and next meeting Ms. Lusine Caracaşian and Mr. Tamás Körösi concluded the meeting and thanked the participants. Next SSE SG meeting will be organized in Budapest in May /5
