3 Products and Services Call Center Operations In August 2014, the Call Center answered 84% (47,255) of the 56,518 calls received. The average answer rate to-date this fiscal year is 83%, compared to 89% for the same period in FY 2014 and 92% in FY Interactive Voice Response System (IVRS) In August 2014, the IVRS processed 9,788 payments, for a total of $2,192,099, compared to 8,518 payments in August

6 Infrastructure Asset Management Water & Wastewater Permit Compliance In the month of August there were zero violations for both drinking water quality permits and wastewater effluent permits. Low ph Enhanced Coagulation Program During the week of August 4, 2014, the Potomac WFP began operating under its seasonal Low ph Enhanced Coagulation Program, following extensive expansion and improvements to its Sulfuric Acid System. It is anticipated that the Low ph Enhanced Coagulation Program will suffice in maintaining chlorine byproducts in our distribution system at levels below regulatory standards under the EPA s Stage 2 Disinfectants and Disinfection Byproducts Rule. PJM Emergency Demand Response Compliance Test On Wednesday August 13, 2014, the Potomac WFP, Seneca Wastewater Treatment Plant (WWTP) and Western Branch WWTP participated in the PJM Emergency Demand Response Compliance Test and successfully reduced the plant loads to meet the reduction requirements. In accordance with the requirements of Constellation Energy s PJM Demand Response Program, if we are able to successfully reduce load to target levels during peak summer and winter demand hours between June 1, 2014 and May 31, 2015, the Commission could save an estimated $166, in electrical costs in that year.

8 Infrastructure Asset Management There were 71 breaks and leaks reported in the month of August. The data shows that 85 percent (60) of the breaks and leaks resulted from pipes made of cast iron material and 90 percent (64) of the pipes were less than 12 inches in diameter. There were 71 breaks and leaks reported in the month of August. The data shows that 54 percent (38) of the breaks and leaks reported, occurred in pipes years old.

14 Workforce Management Vacancies vs. Active Recruitments There were 146 total vacancies across the Commission at the end of July Fifty-five percent (81) of these positions are actively being recruited, and three percent (5) are on hold. Most often, positions are placed on hold due to inactivity. Hiring managers are given 30 days to act upon candidate lists provided for their jobs. 15 Workforce Management Recruitment Cumulative Average Year-to-Date Time to Fill Recruited Vacancies Twenty-two positions were filled in the month of July The cumulative average time-to-fill was 62 days. Recruitment July 2014 Average Time to Fill Vacancies The average time-to-fill the twenty-two positions below was 62 days, which includes an average of 60 days with hiring managers, an average of two days with HR, as well as the time it takes for an applicant to make a decision to accept or decline an offer. 13

18 Small, Local and Minority Business Enterprise Office SLMBE Office Outreach WSSC hosted or participated in the following special outreach events in an effort to increase vendor participation in WSSC s solicitations. On August 12, 2014, the SLMBE Office attended the Women President s Educational Organization (WPEO) Second Tier: Alternative & Advanced Supplier Strategies Program hosted by Freddie Mac in McLean, Virginia. The Acting SLMBE Director along with other participants provided presentations on alternative supplier strategies. There were approximately 100 women business owners in attendance. On August 18 and 19, 2014, the SLMBE Office hosted classes to train prime, minority and small business vendors, as well as internal stakeholders. The vendors were trained on how to enter invoices and payments in WSSC s web-based compliance system. Internal stakeholders were trained on how to best utilize and operate the system to effectively monitor and track contract performance and payments. On August 28, 2014, the SLMBE Office exhibited at The Power Conference held at the Bethesda Marriott in Rockville, MD. This annual event, hosted by the Women s Business Consortium, provided networking, workshops, business roundtables, a business expo and a keynote luncheon. There were over 800 attendees. Subcontract Plan Changes Wilson T. Ballard Company 1. On July 31, 2014, the SLMBE Office received a request from Wilson T. Ballard Company, a majority-owned firm located in Owings Mills, MD, to modify their subcontracting plan on Contract No. PM0003A13 for the Water and Sewer Design Services Basic Ordering Agreement by increasing the proffered percentage from 6% to 8% to Capitol Development Design, a certified-mbe firm (MDOT #97-438, Asian American) located in Beltsville, MD. The Wilson T. Ballard Company originally proffered 21% ($210,000) MBE subcontracting of the total contract value of $1,000,000 to nine certified-mbe subcontractors; however, one of the subcontractors, Russell Corrosion Consultants, no longer qualifies as a certified-mbe firm and the 2% that was originally proffered to them is now being proffered to Capitol Development Services. Russell Corrosion Consultants will remain on the contract as a non-mbe subcontractor. To date, Wilson T. Ballard Company has been paid $22,296, of which 0% ($0.00) has been paid to its subcontractors. The SLMBE Office concurred with the modifications on August 29, On August 14, 2014, the SLMBE Office received a request from The Wilson T. Ballard Company, a majority-owned firm located in Owings Mills, MD, to modify the subcontracting plan for Contract No. PM0003A11 for the Water and Sewer Replacement and Relocation Basic Ordering Agreement (BOA). The Wilson T. Ballard Company requested to modify the subcontracting plan by increasing the proffered amount from 14% to 17% to AB Consultants, Inc., a certified-mbe firm (SDDD # , Asian American) located in Lanham (Prince George s County), MD. One of the subcontractors, Russell Corrosion Consultants no longer qualifies as a certified-mbe firm and the 3% 16

19 Small, Local and Minority Business Enterprise Office that was originally proffered to them is now being proffered to AB Consultants in order for The Wilson T. Ballard Company to continue meeting the subcontracting requirement of 21%. To date, The Wilson T. Ballard Company has been paid $62,929, of which 28.99% ($18,244.65) has been paid to its subcontractors. The SLMBE Office concurred with the modification on August 14, Pleasants Construction, Inc. 1. On July 29, 2014, the SLMBE Office received a request from Pleasants Construction, Inc., a majority-owned firm located in Clarksburg, MD, to modify the subcontracting plan for Contract No. CI5385A12 for the Indefinite Delivery Indefinite Quantity (IDIQ) Sewer Main, Sewer House Connection and Manhole Repair, Replacement and Renewals of Sewers in Environmentally Sensitive Areas (ESA) for the Cabin John Basin in Montgomery County, MD. Pleasants Construction, Inc. requested to modify the subcontracting plan by adding Mulford Construction Co. Inc., a majority-owned firm located in Prince Frederick, MD to their existing subcontracting plan by proffering 0.05%. The total contract proffered percentage increases from 50.57% to 50.62%. To date, Pleasants Construction, Inc. has been paid $0.00, of which 0% ($0.00) has been paid to its subcontractors. The SLMBE Office concurred with the modification on August 1, On July 29, 2014, the SLMBE Office received a request from Pleasants Construction, Inc., a majority-owned firm located in Clarksburg, MD, to modify the subcontracting plan for Contract No. CI5335A12 for the Indefinite Delivery Indefinite Quantity (IDIQ) Sanitary Sewer System Rehabilitation Utilizing Predominantly Trenchless Methods in the Environmentally Sensitive Areas (ESA) within the Lower Anacostia, Beaverdam and Mattawoman Basins. Pleasants Construction, Inc. requested to modify the subcontracting plan by adding Envirenew, Inc., a WSSC-Approved SLBE firm and a certified-mbe firm (WPEO # , Female/Woman-Owned), located in Gaithersburg (Montgomery County), MD to their existing subcontracting plan by proffering 0.01%. The total contract proffered percentage increases from 40.81% to 40.82%. To date, Pleasants Construction, Inc. has been paid $0.00, of which 0% ($0.00) has been paid to its subcontractors. The SLMBE Office concurred with the modification on August 1, On July 29, 2014, the SLMBE Office received a request from Pleasants Construction, Inc. a majority-owned firm located in Clarksburg, MD, to modify the subcontracting plan for Contract No. CI5302A11 for the Indefinite Delivery Indefinite Quantity (IDIQ) Sewer Main, Sewer House Connection and Manhole Repair, Replacement and Renewals of Sewers in Environmentally Sensitive Areas (ESA) for the Northeast Branch Basin in Prince George s County, MD. Pleasants Construction, Inc. requested to add Mulford Construction Co., Inc., a majority-owned firm located in Prince Frederick, MD to their existing subcontracting plan by proffering 0.05%. The total contract proffered percentage increases from 43.97% to 44.02%. To date, Pleasants Construction, Inc. has been paid $0.00, of which 0% ($0.00) has been paid to its subcontractors. The total contract proffered percentage increase is 0.05% bringing it up from 39.87% to 39.92%. To date, Pleasants Construction, Inc. has been paid $0.00, of which 0% ($0.00) has been paid to its subcontractors. On August 7, 2014, the SLMBE Office received a request from Ross Contracting, Inc., a majority-owned firm located in Mount Airy, MD, to increase the award amount for Contract No for the Emergency On Call Sewer and Water Main Repairs in Prince George s and Montgomery Counties. Ross Contracting, Inc. requested a change order be issued for $700,000 for ongoing and unforeseen emergency tasks, with no change to the non-compensable calendar days. This change increased the total contract value from $7,000,000 to $7,700,000. To date, Ross Contracting, Inc. has been paid $958,132.00, of which 10.68% ($102,303.80) has been paid to its subcontractors. The SLMBE Office concurred with the change order request on August 11, PEER Consultants, P.C. On August 11, 2014, the SLMBE Office received a request from PEER Consultants, P.C., a WSSC-Approved SLBE firm and a certified-mbe firm located in Washington, DC, to modify the subcontracting for Contract No for Sewer Cleaning and Closed- Circuit Television (CCTV) Inspections. PEER Consultants, P.C. requested to modify the subcontracting plan by adding Hydrostructures, LLC, a majority-owned firm located in Arbutus, MD to their existing subcontracting plan by proffering 1%. The total contract proffered percentage increases from 25% to 26%. To date, PEER Consultants, P.C. has been paid $0.00, of which 0% ($0.00) has been paid to its subcontractors. 23 Accomplishments and Community Outreach National Association of Clean Water Agencies (NACWA) Peak Performance Awards All six of WSSC s wastewater treatment plants received Peak Performance Awards by the National Association of Clean Water Agencies (NACWA) for 100 percent compliance during Damascus, Seneca and Parkway Wastewater Treatment Plants (WWTP) received Platinum Peak Performance Awards for multiple years of perfect compliance. Damascus has a perfect compliance track record for 14 consecutive years while Seneca and Parkway have been perfect for eight straight years. Piscataway, Hyattstown and Western Branch WWTPs earned Gold Peak Performance Awards. Gold awards are presented to plants that achieve 100 percent compliance with the facility s permits for an entire year. TOP-OPS Challenge Congratulations to both of the WSSC teams from the Patuxent Water Treatment Plant who competed in the 2014 CSAWWA Tri-Association Conference Top-Ops Challenge held in Ocean City on August 28, Both teams made it through the second round of competition which tests their knowledge in a Jeopardy style contest, answering technical. The WSSC Team comprised of Dinesh Bahadursingh, Ronnell High and John Luu won the overall competition and will represent the CSAWWA in the national Top-Ops challenge in next year s AWWA National Convention in California WWOA and CSAWWA Tri-Association Conference During the Tri-Association Conference Awards Program, two WSSC employees were recognized for outstanding service to the industry. Martin Johnson, Jr., Chief Plant Operator, Seneca Wastewater Treatment Plant, received the Water and Waste Operators Association (WWOA) Award for Outstanding Personal Service to the Association. This award is presented to an individual who contributes extraordinary personal service that enhances the management, principles, operation, or professional and community standings of the Association. Tesfaye Selassie, Chemist, at the Consolidated Laboratory received the Laboratory Analyst Award, which recognizes individuals for outstanding performance, professionalism and contributions to the water quality analysis profession. Videographer Awards Two recent WSSC video productions have been recognized with Awards of Distinction in the 2014 Videographer Awards competition. Keep the Wipes Out of the Pipes and WSSC s In Your Neighborhood were both honored. The goal of the Videographer Awards, which is administered and judged by the Association of Marketing and Communication Professionals, is to identify and recognize the artisans who excel in the scope of their own environment. Winners range from network news operations to large production companies to international advertising agencies. Community Outreach Events August 2, 2014 Taste of Forest Heights Day Forest Heights, MD Staff provided information on toilet leak detection, customer billing, and answered customer questions. 21

24 Accomplishments and Community Outreach August 3, th Annual District 9 Community Health Fair Upper Marlboro, MD Staff provided information about the health benefits of drinking tap water. August 5, 2014 National Night Out Events: WSSC staff attended and promoted safety in the communities by distributing flashlights and bike reflectors. Literature about WSSC, leak detection, and the Fats, Oils, and Grease (FOG) Program were also provided at these events. 31st Annual National Night Out (Colmar Manor Mayor & Town Council) Berwyn Heights Annual National Night Out Beacon Heights National Night Out Held At Beacon Heights Elementary School 6th Annual National Night Out Riverdale 31st Beltsville National Night Out Peppermill National Night Out Brentwood National Night Out New Carrollton National Night Out August 8 16, 2014 Montgomery County Fair Gaithersburg, MD WSSC provided information on toilet leak detection, Can the Grease program, the annual report, and the customer billing system. August 9, 2014 PGPCS Back to School Fair Upper Marlboro, MD WSSC supported the Back to School Fair by distributing backpacks filled with school supplies to students in grades K-12. August 13-15, 2014 Maryland Associations of Counties (MACo) Ocean City, MD Staff provided information on the importance of our infrastructure; answered leak detection and high bill questions and participated in the Virtual Exhibit Showcase by showing a video titled, What Do You Know About WSSC? August 16, 2014 Hillside Civic Association (HCA) Capitol Heights, MD WSSC provided Can the Grease information, health benefits of drinking tap water, and answered customer questions August 16, 2014 Potomac Oaks Condominium Gaithersburg, MD Staff provided information about toilet leak detection and answered customer billing questions. August 29, 2014 MCPS Back-to-School Fair Silver Spring, MD WSSC provided backpacks and pencil cases to Galway Elementary School to support MCPS s Back-to-School initiative. 22
