8 About the Client The Integrated Law and Justice Agency for Orange County (ILJAOC), is a consortium of 25 independent Justice and Public Safety related agencies in Orange County, California. The Project is a county-wide effort to integrate the diverse information systems of all criminal justice agencies in the county. Funded by a COPS Technology Grant allocated by the Federal Government.

9 About the Project Phase 1 of the project included establishing a webmethods integration platform and the necessary infrastructure for future phases of the project integration services. This phase also included a pilot to implement an electronic Probable Cause Declaration Form (PC Dec).

10 About the Solution The Law Enforcement Agencies can either fill-out and submit the PC Dec through a Portal to Court, or use their internal systems to produce a NIEM compliant XML PC Dec and submit it using a web service. Judges review the forms online via the portal and submit their decision electronically. The portal uses to notify Arresting and Custody officers of these decisions. A PDF version of the form is created and submitted to the Court content management system, using a web service.

11 Successes The electronic PC Dec completed user acceptance testing and has now gone into production in one pilot Law Enforcement location and the Superior Court of OC. The PC Dec is currently being rolled out in phases to the other 19 Orange County police departments.
