3 Organizational Overview Office of Information and Technology The Office of Information and Technology (OI&T) provides strategic and technical direction, guidance, and policy to ensure that the Department of Veterans Affairs IT resources are acquired and managed in a manner that abides by Federal laws and regulations. OI&T delivers available, adaptable, secure, and cost effective technology to VA and acts as a steward for most of VA s IT assets and resources. OI&T strives to provide innovative tools that enable excellent customer service. OI&T works with its customers in the Veterans Health Administration, Veterans Benefits Administration, and the National Cemetery Administration to develop and maintain products and systems that serve our Veterans and further VA advancements in the following areas: Enabling Veteran Health Care Facilitating Benefits Delivery Safeguarding Data 3

4 Organizational Overview Product Development Office of Information and Technology s (OI&T s) IT development organization. Generates secure, reliable, and well designed enterprise application software and services that serve Veterans and assist VA in achieving its goals. Day to day activities include planning, developing, acquiring, and testing applications that support the business sponsor and its requirements. Health Care Delivery Projects Focus is on development of IT projects that address the needs of Veterans and health care providers through the management of health care information. 4

Product Support Serve as experts on deployed software Retire/consolidate products to reduce cost and/or exploit new benefits Develop and deploy new mission critical systems VA s Major Initiatives (MIs), Electronic Health Record (EHR) Health, Benefits, Corporate Products Other funded system enhancements Project Management Accountability System (PMAS) Rigorous management approach that delivers smaller, more frequent releases of new functionality to customer Intent of PMAS is to ensure that the customer, project and vendors on a project are aligned, accountable and have access to necessary resources before work begins Mandatory for all VA IT projects 5

10 VistA Evolution VistA Evolution is a joint program of the VA Office of Information Technology (OI&T) and the Veterans Health Administration (VHA) and will provide interoperability with EHR systems of the DoD and other healthcare partners to promote improved outcomes in quality, safety, efficiency, and satisfaction in healthcare for Veterans, Service members, and their dependents. Interoperable EHR systems will ensure that authorized beneficiary and medical data are accessible, usable, shared, and secure to meet the needs of VA patients, healthcare providers, and other stakeholders. VistA Evolution will modernize the VA EHR and ancillary health information technology (IT) systems to facilitate their use by clinicians inside and outside VA. The modernized VA system will be interoperable with the EHR systems of the DoD and other healthcare partners to enhance patient centered, team and evidence based care by giving healthcare providers a complete picture of a patient s care and treatment history. 10

11 VistA 4 The VistA 4 Product Roadmap outlines how the Department of Veterans Affairs (VA), under the direction of the VistA Evolution Program, will build upon the previous success and institutional knowledge investment in Veterans Health Information Systems and Technology Architecture (VistA) Electronic Health Record (EHR). The evolution of VA s existing EHR product will be known as VistA 4. The updated VA EHR system will be interoperable with the EHR systems of the Department of Defense (DoD) and other healthcare partners to enhance patient centered, team and evidence based care by giving healthcare providers a complete picture of a patient s care and treatment history. 11

12 VistA 4 The VistA 4 Product Roadmap includes the migration to a robust, efficient and scalable technology platform and outlines a stream of enhancements that facilitate Care Coordination as a New Model of Care and continuous quality improvement. This model consists of team based, patient centric care inclusive of the Veteran and their patient driven goals. The product roadmap incorporates significant functional enhancements and improved integration to clinical ancillary systems (laboratory, pharmacy and radiology) and the adoption of clinical coding standards that will improve interoperability among care settings and support evidence based clinical decision support (CDS). This roadmap will also lay the groundwork for improved Medical Device Integration (MDI) as these industry standards mature. 12

13 VistA 4 VistA 4 enhancements will be built upon an efficient and agile Service Oriented Architecture (SOA) framework for ease of development and deployment. The program will also continue to ensure an interoperable, secure and reliable technical infrastructure while adopting enhancements outlined by the VA Enterprise Infrastructure design. 13
