Psitin descriptins, checklists, and diagrams are prvided t facilitate that guidance. The infrmatin cntained in this dcument is intended t enhance the user s experience, training, and knwledge in the applicatin f the emergency respnse and management principles. 7 Attachment XII t the ERP Resurce Management SOP 11/08/2017 PURPOSE: The bjective f this Emergency Respnse Functin (ERF) #5: Resurce Management dcument is t prvide insight and guidance pertaining t the requesting and rdering, mbilizatin, and tracking f persnnel, items, and equipment that the Tuscarawas Cunty Health Department (TCHD) may require t respnd t an emergency/incident. SCOPE: This ERF is limited t the management and cntrl f varius persnnel, items, and equipment that TCHD may require t respnd effectively in an emergency. This ERF is nt intended t highlight hw t use these items, but will tuch upn requesting, rdering, and tracking f resurces that may be cnsidered during respnse t particular incidents. The Strategic Natinal Stckpile (SNS) requesting and rdering, mbilizatin, and tracking will NOT be cvered within this ERF. SNS is a specialized medical materiel that has prcurement and utilizatin guidelines that are very cmplex and specific. As a result, SNS has been utlined in a supprt annex that is a standalne dcument that is supprted by this ERF dcument. This SNS dcument is called: Annex: Strategic Natinal Stckpile (SNS). Servicing, replacement, and cst recvery fr persnnel, items, and equipment used in an emergency/incident will NOT be cntained within this dcument. ERF #10: Recvery Operatins will cver these tpics. 8 Attachment XII t the ERP Resurce Management SOP 11/08/2017 CONCEPT OF OPERATIONS: General: Internal resurce requesting & prcurement: TCHD will respnd t incidents using its wn resurces first (staff, vlunteers, supplies, and equipment). Depending upn the incident, TCHD may utilize sme r its entire staff t respnd t an incident. TCHD may call upn r mbilize its staff and vlunteers via ERF #3: Ntificatin and Warning t respnd t an incident. TCHD will request, rder, and track its resurces using the apprpriate Incident Cmmand System (ICS) psitin(s) The limit f these internal resurce requesting and prcurement guidelines is HDOC levels I thrugh III. External resurce requesting & prcurement: TCHD will respnd t incidents using its wn resurces first (staff, vlunteers, supplies, and equipment). Hwever, if TCHD lacks the number f applicable resurces r a special kind r type f resurce, then TCHD may seek resurces externally. TCHD may call upn r mbilize its staff and vlunteers via ERF #3: Ntificatin and Warning t respnd t an incident. Partner agencies, such as the Tuscarawas Cunty Emergency Management Agency (TCEMA) may als be cntacted using ERF #3: Ntificatin and Warning. If TCHD des nt have enugh materiel (i.e. items and equipment) fr effective emergency respnse, they shuld crdinate with TCEMA fr prcurement f additinal materiel. TCHD shuld nly request additinal materiel frm TCEMA when TCHD s wn supplies are either critically lw r exhausted. Critically lw levels will be determined by the Incident Cmmander in the initial planning meeting. 8 P a g e

9 Attachment XII t the ERP Resurce Management SOP 11/08/2017 If the incident is beynd the respnse capacity f TCHD staff and MRC vlunteers, additinal persnnel may be requested. If the persnnel needed are similar t TCHD staff r MRC vlunteers (i.e. public health, medical), they are referred t as rganic type resurce-persnnel (ORT-P). If the persnnel needed are frm a discipline different frm TCHD and MRC capabilities, they are referred t as nn-rganic type resurce-persnnel (NORT-P). TCHD will request, rder, and track all resurces (bth TCHD-wned and external) using the apprpriate Incident Cmmand System (ICS) psitin(s). The Planning Sectin Chief will be respnsible fr resurce management. Fr large-scale incidents, a separate Resurce Unit Leader may be assigned. This individual will reprt t the Planning Sectin Chief. Psitin Checklists fr bth the Planning Sectin Chief and Resurce Unit Leader may be fund in the TC ICS Manual. The limit f these external resurce requesting and prcurement guidelines is HDOC level III nly. Resurce tracking and rdering: The tracking and rdering f resurces (materiel and persnnel) are required fr each type f resurce: Transprtatin: This resurce includes autmbiles, earthmving equipment, buses, helicpters, airplanes, etc. Persnal prtective equipment: This resurce includes N-95 masks, glves, eye prtectin, hazmat suits, earplugs, etc. Medical and envirnmental supplies: This resurce is fr medical r envirnmental health related supplies. Persnnel: This resurce cnsists f bth regular TCHD staff and any supplemental staff r vlunteers General supplies: This resurce includes all ther supplies, such as ffice supplies, fd, water, shelter, nn-medical parts, etc. Each resurce categry will be further gruped int sub-types based upn reusability and serviceability: Nn-expendable: Can be re-serviced and used repeatedly until n lnger serviceable. These items have multiple units cntained in them that are durable (can be used repeatedly but will never be 100% nce used depreciate) (e.g. vehicles, lab testing equipment, etc.). 9 P a g e

10 Attachment XII t the ERP Resurce Management SOP 11/08/2017 Durable: Can be cmpnents f nn-expendable items, are depreciable (start at full usability, but wear dwn until unusable), and cannt be serviced. These items can be used multiple times until they becme unusable. (e.g. tires, batteries, hazmat suits, clthing, etc.). Expendable: Items that can be used nly nce. These items are nt serviceable and are cnsidered perishable in mst cases (may have expiratin r use-by dates) (e.g. glves, vaccine, fd, etc). TCHD shuld maintain a database r listed resurce manual f these items and equipment needed fr bth everyday and emergency use. An inventry cntrl database r system is the ptimal methd f tracking items and resurces. Hwever, a secndary resurce manual shuld be maintained as a backup. All items and equipment shuld be rdered based upn need f an incident. Cmmand and Cntrl: As highlighted in ERF #1: Directin & Cntrl, cmmand and cntrl is divided int three levels f activatin and respnse, ranging frm HDOC level I t III. HDOC nt nly is the cmmand and cntrl f TCHD s respnse, but it als prvides directin and the base structure fr ERF #2: Cmmunicatins, ERF #3: Ntificatin and Warning, and ERF# 5: Resurce Management. The HDOC levels als determine whether TCHD will utilize its wn resurces, r if utside resurce supprt is required. At HDOC levels I and II, TCHD will utilize its wn resurces, by tracking, rdering, and prcuring supplies frm its wn list f vendrs. At HDOC level III, TCHD will likely require resurces frm utside agencies. In this event, TCHD will request additinal resurces frm TCEMA. This divisin will likely prvide persnnel t fill the ICS psitins f Lgistics Sectin Chief and Supply Divisin Supervisr. The Clinic and Envirnmental Health Services Divisins may prvide specialized unit leaders (e.g. Medical Lgistics and Envirnmental Health Lgistics Unit Leaders) depending n whether ERF #6: Health & Medical Services r ERF #7: Envirnmental Health are activated fr emergency respnse. The Persnal Health and Envirnmental Health Services Divisins are likely t assume supprting rles. The main supprt wuld be the prvisin f technical expertise, n an as-needed basis. Hwever, these persnnel may assume rles within the Planning Sectin, Cmmand Staff, Operatins Sectin, r the Finance Sectin, depending upn the incident. 11 P a g e

12 Attachment XII t the ERP Resurce Management SOP 11/08/2017 HDOC level III: Once TCHD s resurces are exhausted, nearing exhaustin, r the incident planning frecasts resurce requirements beynd TCHD s capabilities, then TCHD shuld make a request t TCEMA fr additinal resurces. If this ccurs, HDOC level III shuld be initiated by TCHD s Incident Cmmander. Tuscarawas Cunty Emergency Management Agency (TCEMA): At HDOC level I, the TCEMA is nt ntified. At HDOC levels II, TCHD may ntify TCEMA f the incident, at which pint TCEMA will assume a standby status. At HDOC level III, TCHD must ntify TCEMA that supprt is required t be able t effectively respnd t the emergency. TCEMA will then likely assume the lead rle in crdinatin and prcurement f resurces as necessary fr effective respnse. 12 P a g e
