2 Background As for Bank's mission to outreach in the card market and expand the card business, KBZ Bank is rapidly expanding its card acceptance base. KBZ Bank has strong brand equity in its core customer segments with programs with MPU/ Master Card International/ VISA/ UPI & JCB International as a part of its portfolio. In acquiring segment also, KBZ Bank contributes to the total acquiring business in Myanmar Card market. KBZ Bank has over 1500 Merchant Establishments across the country as on date. The Bank is preparing towards launching of various types of electronic payment products and services. In order to strengthen the network infrastructure to support merchant acquiring business the Bank is looking to procure the Industry Standard, Secure & Reliable and reputed Network Access Controller herein after refereed as NAC from manufacturer/s capable of supplying the NAC as per the specification and requirement of the Bank Statement of Purpose: This RFP has been published from KBZ Bank to invite Request for Proposal (RFP) from reputed Companies/firms having proven experience in the field and fulfilling the eligibility criteria as laid down in this document to purchase 2 units of Verifone inac-i Scope of Work: The RFP scope covers the following requirement of NAC: 1. Dual Power Supply capabilities. 2. Ethernet Network Interface to cater Uplink and Downlink requirement for POS Terminal transaction bridging the message to host. 3. Dialup Network Interface to cater PSTN Downlink requirement for POS Terminal transaction bridging the message to host. 4. Network Management System monitoring tools which provide any status information for NACs. 5. Support for 3G/4G/ wireless connection termination and routing. 6. Complete application as required to manage NAC, parameter setting, download/ upload of data/ parameters/ applications to and from Devices and servers. 7. Application with configurable parameters to hot swap device in real time to backup unit in case of failure of primary unit without any time lag. Requirements / Specifications for above models of NAC: The scope of RFP involves procurement of Network Access Controller (NAC) for Card Acquiring system, to be installed at Bank s premises/ data center for acceptance and routing of of all different types of financial/ non- financial transactions originating from POS/ Mobile Devices/ other devices 1

3 using PSTN/LAN/WAN/GPRS/3G/4G networks. The vendor has to provide all relevant Core and acceptance specific applications with all existing certifications completed for PCI & PA DSS certifications and also offer end-to-end maintenance services for NAC including spare parts and all required mandate update and other applications during the warranty period, without any additional cost to the Bank. The support services should be extended after warranty period with AMC contract. The proposing supplier should have already supplied at least one unit of such NAC to any institutions in Myanmar. VeriFone inac6 x 2 units Installation & Testing Support (Optional) AS-INTVIEWSTAND2000-LI AS-INTNACGTWAY1000-LI The Bank desires to purchase the NAC devices in 2 (two) set quantity from the models specified above, during the contract period and receive delivery of the order at the Bank designated data center in Myanmar. NAC Design and capabilities must be of: a. Replaceable network interface card module for future enhancement and upgrade b. Ethernet and dialup capability for communication interface c. Dual Power supply (Hot Swapping) 2

4 d. All standard peripheral ports. e. Rack Mountable f. Support multiple brands of terminals. Scope of Contract and Deliverables: The NAC devices should be capable of connecting to the Bank s/ Service providers switch independently for routing of transactions securely. The bidder should provide all application/core software required for implementation of all prevailing /future mandates and must be capable of connecting to media like leased line, ISDN, PSTN, GPRS, CDMA, dial-up, wireless, VSAT, etc as per the selected type of NAC at no additional cost to the Bank. The bidder must have completed thorough testing of all models of NACs as mentioned. Copies proving completion of all relevant certifications must be provided separately for all models of EDC POS proving the prevailing certifications prescribed for EDC POS by EMVCo, Visa/MasterCard/JCB/ Union Pay/ MPU. The above mentioned models of NAC should comply with Visa/MasterCard/JCB/ Union Pay/ MPU PIN Security Audit and Bidder to bear the cost of such audit, besides the penalty, if any, for any noncompliance related to any of the prevailing standards, mandated by VISA, MasterCard, MPU, UPI & JCB Deliverables Delivery schedule for the procurement of these NAC are expected to start at: - Delivery of the NAC: Latest by first week of November All the deliveries should be made at KBZ Card department or designated data center of KBZ Bank within Yangon city. - The price quoted per NAC should be delivery price at KBZ Card department or designated data center of KBZ Bank within Yangon city including all the tax, charges, transportation, duties, loading/ unloading etc Term of Contract The Service Level Contract will be signed with selected supplier after procurement confirmation for post warranty support Payments, Incentives, Penalties and Submission Fee Payment NAC procurement will be done based on the following calculation: 3

5 - 50% of the invoice value will be released in advance. - 50% of the invoice value will be released within 10 days after delivery of the NAC. - The Bank reserves the right to deduct any charges towards damaged NAC etc. - The Bank reserves the right to reject the supplied NAC in full or partial if it does not meet standard as agreed in terms of specification etc. - The Bank reserves the right to charge 10% of invoice value per day for delay in delivery within specified date for whatsoever reason except force measure like natural disasters, war, earthquake, political instabilities etc. All participating party should provide non- refundable Submission Fee USD 500 (USD. Five Hundred only) payable in cash Contractual Terms and Conditions Standards of the supplied NAC must be in accordance with the certification of the principal and in accordance with the standards of the respective payment card associations Requirements for Proposal Preparation Proposals should be submitted within deadline as follows in separate sealed envelope: a. Technical Proposal: Technical proposals must contain following supported by evidence document: 1. Company Information (OEM & Local Representative Brief profile, Registration Documents, Owners details. 2. Specifications of NAC offered. 3. Reference from existing customers in Myanmar & abroad. 4. Confirmation of certification from respective NAC brands. 5. Contact Person in charge for technical information and payment. b. Commercial Proposal: Commercial proposal should be submitted in separate sealed envelope and should contain following in enclosed format as per annex Timeline - RFP Submission : 20 th September Proposal Submission : 30 th September 2016 As per the requirement, participants are required to submit the best quotation in the specified format and submit in person in a sealed envelope. The commercial & technical proposal should be submitted in two separate sealed envelopes. 4
