3 Introduction Dear Sirs, the most developed countries of Western Europe, United States or China follow the innovation, considering it as an opportunity for competitive advantages. Globalisation of economicprocesses has caused, that today we are entering a new, fourth industrial revolution, based on new technologies and innovative approach. Companies are looking for new business models, adapted to the challenges of the digital revolution and the governments support them by their economic policies. In the recent years, the digitalisation process has gathered pace also in Poland. The Ministry of Digitalisation and the Ministry of Development take up activities for the benefit of the digital economy, concentrated around the priority areas such as ideas paperless, cashless and electronic documents. This report provides the summary of these activities and the projection of what lies ahead. And looking at current trends and open attitude of the polish society to innovation, future seems to be very promising. I wish you a pleasant reading! 4 Polish digital revolution where are we? The e-puap platform is created under the amended Act on informatization of the activity of entities that perform public tasks and certain other acts. The National Health Fund has launched the national system for Electronic Verification of Beneficiaries Eligibility, also known as the ewuś. Poland accedes to the UE s crossborder system for e-invoices and e-documents exchange Open PEPOL. The pilot programme of mdocuments starts in 4 first cities of Poland. The portal widok.gov.pl containing some statistics about the functioning of e-administration is launched milion individuals have their own Trusted Profile. Project edeclarations has started taxpayers can now submit their tax declarations online. Trusted Profile (Profil Zaufany) begins to operate on the e-puap platform. Drivers can control the number of penalty points using their Trusted Profile. The Platform of Electronic Services (PUE) is launched and due to this, ZUS customers have access to their individual account data and are able to submit some documents online. Comprehensive programme promoting cashless payments in public administration starts.

Implementation of e-invoicing in business relations (B2B) and businessadministration relations (B2A) and introduction of e-receipts to the general public as an optional solution. Extension of the mdocuments programme to include mobile driving licence, vehicle registration certificate, insurance certificate and in the longer term also electronic student ID card. Launch of the Central Register of Vehicles, enabling reporting a disposal of the vehicle online, finding the data about the car and submitting an application for issuance of the driving licence. Implementation of the system providing reminders about validity of motor insurance and date of the technical examination of the vehicle. Activation of common e-inboxes for delivering electronic correspondence.

At the beginning of 2017 there were only 500 thousand of Trusted Profiles (PZ - Profil Zaufany). The number started to grow with introducing the possibility of creating a PZ in a banking system. Over electronic banking channels, customers have registered more than 300 thousand PZs, thanks to that at the beginning of the July 2017 the millionth citizen registered his profile. The Ministry of Digitalization estimates, that to the end of the year, the number will grow up to 1,5 million and in perspective of 2025 even to 9 million. Trusted Profile is a confirmed, individual account, thanks to which the citizen has access to the widening range of e-services of public administration, without leaving home. There are among others possibilities of sending official letters to offices, lodging an application for a national identity card, or a highly popular ability to control the number of penalty points. As of July 2017, citizens could benefit from 581 services of e- administration. The complete list is accessible on the website of the Ministry of Digitalization.

7 mdocuments mdocuments is a project, aimed to digitalise documents used for the purpose of verifying the identity and entitlements of the citizens. The project is entirely based on the architecture of Trusted Profile (PZ), through which the citizen can perform their official activitiesonline. Currently, in 4 polish cities (Łódź, Ełk, Koszalin and Nowy Wiśnicz) there is conducted a pilot programme of electronic ID cards. To the end of the year the Ministry of Digitalization plans also launching an electronic driving licence, vehicle registration certificate, insurance certificate and in the longer term also electronic student ID card. 3. 8 Toward paperless: e-receipts and e-invoices E-invoices, so electronic structured invoices enable automated processing and communication in computer financial and book-keeping systems, without any human control. Number of structured e-invoices according to EU standards projection 1% 9% 30% 60% The use of e-invoices will contribute to: decreasing the number of counterfeit invoices in circulation; reduction of administrative and invoicing costs both for companies and public administration; development of cashless payments; better possibility for polish entrepreneurs to take part in public procurement in other EU-Member States E-receipt is an electronic document confirming a purchase. It will operate in parallel with traditional paper receipt, which means, that everyone will decide, in witch form he wants to receive the proof of payment. By choosing an e-receipt, it will be sent to the central repository conducted by the Ministry of Finance, and then sent on our address or on the special application in our phone. OPPORTUNITY FOR FINTECH E-receipt opens a creative space for fintechs to create applications, whose algorithms on the basis of data from e-receipts would help customers in planning the household budget and automatically archive the purchase documents, essential for any possible complaints. Information concerning frequency and value of our purchases, as well as types of chosen products, could be used to estimate regular future costs, which will burden our home budget.

9 Toward cashless: terminalisation of the economy Since April 2017 in Poland on initiative of the Ministry of Development has been conducted the Comprehensive programme promoting cashless payments in public administration. It aims to equip public administration units with POS terminals and WebPOS Paybynet service, that will enable cashless and mobile payments. The programme is directed towards all Marshall Offices, Voivodship Offices, Town Halls, District Administration and Commune Offices. In the later stage also the police will be covered by the programme. In parallel with that, the work on The programme for cashless circulation promotion has been initiated. The purpose of the project is to support entrepreneurs, who have not accepted cashless payments in their units yet, by helping them in activation of terminals and covering transaction costs. 10 Digital revolution throughout the world selected examples 80% transactions made in Sweden are electronic cashless transactions. It is estimated, that until 2030 Swedes can become a cashless society. 3,6 billion pounds is the amount of savings, annually generated by e-invoices for the benefit of state s budget. E-invoicing reduced costs of paper invoices from 40 to 4 pounds. Recommendations: the goal ought to be to increase the number of units accepting electronic payments; by introduction of e-invoicing, the standards of public and private administration should be also unified; the society should be educated with an indication, that e-invoicing brings quantifiable benefits for the budget and complies with the data safety standards. The Danish government plans to implement comprehensive e-invoicing to the end of million euro it is, how much can the Denmark save annually due to implementation of e-invoicing.
