Real-time Onsite sensing for localization and tracking Click to edit Master title style A low-cost real-time localisation and tracking system that uses a combination of complementary technologies by merging satellitebased and onsite sensing techniques. Smart onboard visual sensors for reliable and robust localisation will improve vehicle tracking in two phases: 1. New sensors will be investigated for real-time omnidirectional vision with high-dynamic range capabilities and providing depth information at low-cost. 2. For vehicle on-board localisation we will enhance the long-range capabilities of the camera and propose an innovative framework to unify metric, topological and semantic description levels. To complement the visual sensors, itrack will use satellitetechnologies for robust localisation.

Decision Support for humanitarian logistics and SCM itrackaims at developing policiesthat enable including tracking information in standard processes and procedures. Key logistics decisions will be identified in workflows and process maps in WP2 at the onset of the project. itrackwill develop approaches to systematically integrate tracking and risk information into the logistics decision-making process including critical levels of supplies, risk of access, and humanitarian needs.

13 3. Click Real-Time to edit Threat Master Detection title style Ensuring offline and online protection, itrackwill have two components for threat detection: 1. Rapid standalone onsite detection based on sensor information 2. Comprehensive collective intelligent threat predication on the server backend. The threat will be localized in space and time using the world coordinates on the 3D map itrackwill develop powerful backend computational clusters that transform raw sensor data and output from simpler innetwork classifiers, into collective situational awareness. itrackwill introduce deep learning, addressing a completely new application domain, with potentially significant societal impact.

14 Click to edit Master title style 4. Secure Communication and privacy itrackwill implement a secure and flexible communication platform. The platform will allow creation of groups, exchange of private and encrypted messagesphotos, live tracking data, sensor data, map overlays and other file attachments over multiple protocols. In addition, itrack will facilitate the creation of group hierarchies and workflowswith strict communication policiesaligned with the IM policies to ensure more efficient and secure information sharing. itrackcan also be used in environments where mobile operators or government agencies do not allow TLS encrypted data links. In case of hostage scenarios or if the device falls into the wrong hands, itrackwill automatically block users from further group communications to protect the security of others or move them into a separate group to collect location data from the compromised device.

Humanitarian Management for efficient coordination Click to edit Master title style itracksystem will directly support the humanitarians involved in an actual disaster situation as well as the associated coordination structures that are set up among all involved parties. Policies that will be developed in itrackwill take into account flexibility, in order to avoid threat rigidity, i.e., people following pre-defined, rigid responses while not taking into account the reality of new threats in the crisis situation. By engaging with the IASC, UN-OCHAand the policies on Cluster Coordination, the overarching deployment of itrackand OpsFeedsolutions within the UN-Cluster System shall be explored to support the core functions of the clusters: monitoring and reporting on activities and needs; measuring progress; and developing contingency plans.
