FRENCH M&S STRATEGY AND ORGANIZATION Lionel Khimeche - DGA

M&S Policy «Fédérer en interarmées la simulation au profit des armées» Joint M&S Master Plan Functional areas, Objectives and Organization Acquisition Forces Readiness Support M&S Acquisition Live Cycle Support to Operations Management Group EMA - DGA ADIS NMSG NTG Steering Group Interservices COCOSIM NIAG EAD Acquisition DGA Forces Readiness EMA Support to Operations EMA Support M&S Life Cycle DGA Interoperability and Standards: NATO and Allied SIM-SIM and C2SIM Distributed Simulation: Joint, Operative and with coalition Requirements: Non-Proprietary solutions and shared exchange specifications

M&S Policy Support M&S Acquisition Lyfe Cycle Technical Directives for M&S applications Capability Simulation (B. Lab) Physical Simulators (T&E) Real systems (embedded simulators) Functional Simulators Hybrid Simulators/ T&E facilities Operational Training DIEDRES Simulation Data & Models STCS Interoperability link: ELLIPSE Dedicated WLAN: SIMDEX SIMTAC Joint/Combined Scenarios and Threats SIMENV: Environnement 3 NATO DNBL/Exercices 02/12/2015 NOM DE LA DIRECTION ÉMETTRICE

DGA Organization for M&S Strategy: «The Control Tower» Strategic orientations Relationship with Industry, Forces and International partners Identification of financial and human resources dedicated to M&S Consistent answer to the armament programs simulation needs Overall coordination of DGA entities dealing with M&S Management: Common Technical Simulation Core (STCS) managers Technical Reference Centre for Simulation (CTRS): Toulon (TN) and Paris (CATOD) Coordination among the technical architects dealing with operational systems Contribute to standards development Support: in every DGA technical centre On the ground technical experts and architects support on simulation Optimal local application of the national simulation processes and tools (STCS)

Standardization Benefits Interoperability, Reusability, Interchangeability, Agility of M&S components Promote competition in order to avoid Proprietary product from a single industry provider Monopole situation leading to support one industry provider for decades Promote use of COTS Save funding but require compromises, better elicitation of end user needs and possible improvements Foster resources and manpower on Operational capabilities Specific functions and relevant products Align with NATO policy which promote use of open standards

Standardization Cons Transformation becomes a challenge and requires high degree of Innovation Time for developing / improving standards is out of market LiveCycle Gather consensus from large audience of stakeholders reduces domain specific requirements analysis Community of interest vs Community of usage share the same goal but with different expectations

National Standardization Policy Promote COTS and Serious Game Contract right IPR to widely manage M&S systems with limited provider assistance Use, configure, extend, improve, deploy Promote use of Norms, Standards, STANAG when appropriate Process for development of system using system M&S components (DSEEP) Interoperability (HLA, C2SIM, RIEDP, RPR-FOM, HLA-evolved) Process to guarantee model validity for sharing and reuse (GM-VV) Interchangeability (CiGi) Agility (WebLVC)

Standards in use within ELLIPSE ELLIPSE Objectives To provide a technical structure and a technical and military expertise, offering services to support interoperability between simulations and other external systems (C2 systems ), To support distributed exercises and experimentations using military simulations. 8 02/12/2015 NOM DE LA DIRECTION ÉMETTRICE

ELLIPSE - FEEDBACK Exercises / Experimentations support during S-JADEX 2014 (air defense training exercise) : Interoperability Sim-Sim: a HLA evolved federation (Pitch RTI and NETN FOM) multilevel (theater and aggregated units with a JTLS server, region areas and platform with three VBS2 server), Interoperability Simulation-TDL: gateway DIS-SIMPLE/L16 done by using DIGINEXT product (TACTIX) and DGA product (MELODIC). GRIFFIN RISE 2015 (FR-UK CJEF training exercise) : Interoperability Sim-C2: done by using the ELLIPSE CBML server and the connectors to export XML message to SICF (army C2) and LOGFAS (NATO logistics C2). BOLD QUEST 2015 (FR-US Forward Air Control exercise) : Interoperability Sim-Sim: DIS broadcast between VBS2 servers through a satellite link, the ELLIPSE services used to monitor data exchange (collect, analysis ) /12/2015 NOM DE LA DIRECTION ÉMETTRICE

Way ahead Security in Simulation is a huge concern Multi level classification Deconflict Model and Data Scenario Reuse, ease conception and patrimony management Enrich end-user requirements C2SIM Provide smooth coupling for concept development Develop agile process to achieve on demand coupling

Conclusion M&S policy promotes use of standards STCS Program address M&S for ACQ Along the live cycle from capability studies until system delivery CTRS organization manages M&S standards in Guiding and educating the national users Gathering proposal extensions and improvements Contributing for standards development For the benefits of STCS and operational M&S systems Scenario Definition standard and security in simulation are greatly expected
