N/A At this time, there are no prohibitions in foreign outsourcing, and surety of implementation plans must meet State security requirements. There is no incumbent, no internal team is working on development. Per the RFP, pages 3 & 6 Upon fully executed contract, the initial implementation of the new services is anticipated to be completed within 30 days, etc. The RFP has an anticipated contract start date of 10/1/18. Per the RFP, page 3, Upon fully executed contract full implementation within 90 days At this time, MN Lottery is not requiring performance or bid bonds Per the RFP, pages 6 & 7 - This request for proposal does not obligate the state to award a contract or complete the project, and the state reserves the right to cancel the solicitation if it is considered to be in its best interest. All responses received by the deadline will be evaluated by representatives of the Lottery. Proposals will first be reviewed for responsiveness to determine if the minimum requirements have been met. Proposals that fail to meet minimum requirements will not advance to the next phase of the evaluation. The State reserves the right, based on the scores of the proposals, to create a short-listing of vendors who have received the highest scores to interview, or conduct demonstrations/presentations. Does the Lottery have sufficient bandwidth at each location to handle the voice traffic (~100 Kbps per simultaneous call) and video conferencing? If not, is new transport required? Is Minnesota State Lottery willing to disclose which competitors are participating, and whom satisfies the 508 compliance? The RFI and RFP are separate documents.
