3 Introduction Pole Star is a London-based firm, having 90 staff, with offices in Boston, Panama City, Hong Kong, and Wollongong (Australia). We are the appointed Recognised ASP / DC Administrator to 44 Governments i.e. providing Data Centres, and an Authorised Testing ASP to another 60 Governments (providing LRIT conformance testing and certification services); We supply fleet management solutions to more than 1250 clients with operational responsibility for approaching ships and 6000 fishing vessels (and 2000 fishing vessels providing daily fish catch reports). 3

6 ASP general management functions The ASP is responsible for undertaking the following contracted mandatory and Flag-specific management functions: LRIT conformance testing and certification; Shipowner / Shipowners Association liaison; DC establishment support / IMO testing process and liaison; 24/7 DC hosting, compliant operation, and statistical reporting; DC Tier /7 help desk and escalation support; LRIT, DC, and general maritime security training & consultancy; DC functional, performance, and PKI maintenance; DC product development (in the event of IMO technical updates); Communication Service Provider management (CSP) e.g. Stratos. LRIT billing services contract management (with other Govts.); LRIT Coordinator liaison for annual audits i.e. IMSO. 6

7 ASP technical functions (DC to CSP, DDP, and IDE interfaces) The ASP provides the CSP to DC communication protocol to enable; Remote integration of the shipborne equipment into the DC; Automatic configuration and modification of the position reporting interval i.e. each 15 and 30 mins, and 1, 3, 6, 12, 24 hrs, and Off; On-demand / Poll position reporting; Automatic recovery and management of position reporting; Transaction management processing of LRIT information to allow throughput and routing; The collection, storage and routing of LRIT information in a reliable and secure manner. 7
