3 SPVD / NLF issue for guideline Reminder on pending issue related to definition of "families of vessels" Already presented in WGP meeting March 2015 Remark UK delegate on definition of "families of vessels" in Annex III which is no longer referred to in the conformity assessment procedure SPVD 2009/105/EC in EC type-examination Article 10 refers to "a prototype vessel or of a prototype representing a family of vessels" SPVD 2014/29/EU in module B (EU-Type examination) : no explicit reference to "family of vessels" but only to "vessels" following the model Module B of the NLF Decision to be addressed via Guideline under new SPVD Will be dealt with in SPVD Guidelines review process 5 SPVD / NANDO Status of notifications One week before date of application only 10 NBs notified in NANDO under the new directive (compare to 93 under current SPVD) Some notifications may be in process in NANDO but still Background EC sent note to the notifying authorities in MS in August 2014 : Reminder for timely notification to avoid bottleneck just before date of application CERTIF Rev2 document The functioning of NANDO with regard to providing accurate information, objection periods, notification procedures and notified bodies groups (IMP document / date 29/10/2015) 6 3

5 PED Guidelines Major task accomplished by Working Party Guidelines (WPG) 4 WPG meetings held to review / update all PED Guidelines Focus on update existing set of PED guidelines No controversial issues, mainly editorial updates, updates of references / citations but also careful check on validity A few guidelines are identified to be examined more in detail Almost all PED Guidelines are updated except a few (installation) Resource intensive / Successful process thanks to commitment WPG members Thanks to all who actively participated and contributed! 9 PED Guidelines Adoption by WGP 200 PED Guidelines adopted via written procedures (resp. 80 and 120 Guidelines in two procedures with deadlines 8/1 and 15/3/2016) Today's meeting: 14 Guidelines In particular : Guidelines on risk/hazard (H-04 and H-20) to present /discuss No formal adoption in this meeting considering limited participation level Written comments / written procedure for adoption process Updated PED Guidelines on Europa PED website soon Next WPG Planned in September (tentative date: 27/9/2016) Check remaining PED Guidelines (mostly linked to installation such as WGP 3-2) Detailed examination of some existing guidelines (e.g. air cylinders for brakes H- 45/H-46, valves, etc ) Start work on SPVD Guidelines based on priority setting 10 5

6 WGP Subgroup conformity assessment Different interpretations of the requirements applicable to Conformity Assessment Bodies and diverging approaches by the national accreditation bodies / notifying authorities First meeting 25 June 2014 of WGP subgroup but no further meetings were organised What next? Very difficult issue! Progress linked to horizontal level (Blue guide, IMP, EA) Analyse notifications under new PED/SPVD combined with latest information e.g. Blue Guide 2016 version, IMP, EA CABF has ongoing activity to contribute to this work Scope for action from within a sector? 11 EAM Work in progress Several issues are under examination Citation of reference in OJ EU under new PED What to do if NB is no longer notified? Review process for EAMs? Restore information about EAM on the PED website Candidate harmonised standard EN (establishment of technical delivery conditions for metallic materials) Normative annex A (procedures for the establishment of EAMs) Informative annex F (example for PMA for steel) Examine coherence with PED Guidelines and PMA/EAM Guiding principles documents! 12 6
