Vendors to ensure that the pricing aspects either in PDF form or any other form is not mentioned in the technical bid zone, else such offers will not be considered for evaluation. HAL is not responsible for delays / problems faced if any with internet, etc. Hence you are requested to submit the bids on-line well before the tender due date and time. Dear Sir, Sub Request for submission of on-line tenders for Supply of Technical Manuals into IETM class IV standard for Do-228 Aircraft Please quote the above requirement through HAL e-procurement Portal i.e. https//eproc.hal-india.com only. You have to submit your offer under two bid system. The technical cum non price bid should be uploaded as technical bid. The price bid should be uploaded separately as commercial bid. 1. Technical Bid This bid should include Technical aspects / Technical Terms of bid along with Commercial Terms & Conditions (To be completed in full). Technical bid should not contain any pricing aspects. If any pricing aspects are attached as PDF format in Technical Bid, the offer will not be considered for evaluation and summarily rejected. 2 2. Commercial Bid This bid should include only pricing aspect. The price format provided should be strictly followed. It should be ensured that all prices / values payable are specified in the Price Format. No subsequent addition/ alteration/ claim will be entertained over and above the quote. Offers without complete information and pricing will be treated as incomplete and Incomplete offers generally will not be considered for evaluation. In case for some item/s if offer is not submitted the specific reason to be indicated by the respective vendor. Further in case of ambiguity or non-clarity in statements given by the vendors, HAL may seek information / clarification from any or all the vendors. Only such offers that meet HAL requirements shall be short listed for further commercial evaluation. Acceptance or otherwise of such incomplete offer, will be at the discretion of HAL which would be based on the merits of the case. However HAL reserves the right to seek such information which vendor did not include in their bid. Decision taken by HAL in this regard would be final and binding on all. Note All prices should be filled in the Price bid sheet downloaded from e- procurement portal and same should be uploaded in the portal. Prices should not be indicated in the technical bid documents. The online tenders / offers to be submitted through e-procurement portal on or before the closing date of this tender. Bidders are advised, in their own interest, to ensure that their bids are submitted well before the due date and time of bid submission as HAL s e-portal system will not allow submission of bids once the closing date & time is crossed. HAL shall not be responsible if bidder is not able to submit the bid on account of failure in network etc. Hence we request to ensure bids are uploaded / submitted well before due date & time. 6. The Original EMD document (Demand Draft / Bank Guarantee as per HAL format as attached) OR document based on which you are claiming exemption from submission of EMD and two original Ink-signed Integrity Pact (IP) as per HAL format should be submitted in a separate sealed cover. The same should be forwarded to Deputy General Manager (IMM), HAL-TAD, K A N P U R , India in separate sealed envelope super scribing tender number and due date. Alternatively, such document should be dropped in the tender box of Kanpur division kept at tender cell on or before the tender due date & time of tender. 4 7. Vendor Qualification Criteria (Mandatory condition to be fulfilled by bidder) 7.1 Bids are invited from Bidders who perform the Work (as per technical specifications) directly. In case the bidder is subcontracting for the work or part of work, the same should be part of this bid only. However the ultimate responsibility with regard to work as per technical specification subcontracted would lies with the bidder only. Aerospace industry domain vendors with proven expertise in the preparation, setup and after sales support & maintenance of Interactive Electronic Technical Manuals (IETM) facility including its associated hardware developed and setup for fixed wing and/or rotary wing class of aircraft. Bidder should have proven knowledge & competence in area as mentioned above. Documentary evidence/ authentic information relating to the nature of business, manpower strength, product range, turnover, financial capability, infrastructure facilities, ISO (or equivalent) quality accreditations and copies of audited profit / loss account and balance sheets for at least last 3 years to be provided along with Technical Bid HAL prefers to business directly with OEM. If you are OEM, please indicate the status as OEM. In case you are not OEM, please attach the business arrangements / valid authorization letter between your firm & OEM for offered SOW. This is mandatory for consideration & evaluation of your technical bid. 7.2 Prior experience The firm / Organization should have minimum one previous aircraft experience in developing, executing and successful deployment of aircraft level publications and IETM. The project completion certificate for successfully executing and deploying aircraft level publications and IETM in Class IV standard, obtained from project issuing authority should be produced. 7.3 Sound Financial Standing The annual turn-over of the vendor shall be minimum Rupees four Crores (Rs. 4 Cr) each year for the last three years. The Balance sheet / Profit - Loss Account Statement for the same shall be produced. "Note For Start up / MSE firm which have been established recently and have not completed 3 years in business for the tendered work, in such a case HAL may review the case and relax the condition pertaining to past experience (last 3 years) and financial statements (last 3 years). Hence the Firm claiming relaxation of these conditions shall provide relevant details as available on date and enclose appropriate documents like Company Incorporation certificate issued by concerned Government agency, MSE registration certificate issued by concerned Government agency as proof for start up/mse. HAL shall review the documents and take decision whether your firm qualifies for claiming the relaxation or not. Decision taken by HAL in this regard would be final and binding on all." 7.4 The vendor should have the following certifications ISO certified BS-7799 or ISO or its equivalent ( data security) AS 9100C/D ( QMS) SEI-CMMi (Capability Maturity Model Integration), min Level 3 certified (Process Maturity and Improvement) The copies of above certificates are to be submitted mandatorily as part of Technical bid. Non submission of the same may result in disqualification of technical bid. Page 4

Tender Documents The bidders should download all tender documents directly from HAL e-procurement portal (https//eproc.hal-india.com or link to e-procurement through No fee for tender documents is applicable. 8.1 OBJECTIVE OF THE RFP i) The objective of this RFP is to select a suitable vendor for the preparation of technical manuals into IETM Level IV standard for HAL Do-228 aircraft on the basis of existing technical documentation available in ATA 100 standard. ii) Offers/ Bids are invited from Aerospace industry domain vendors with proven expertise in the preparation, setup and after sales support & maintenance of Interactive Electronic Technical Manuals (IETM) facility including its associated hardware developed and setup for fixed wing and/or rotary wing class of aircraft. 8.2 TECHNICAL REQUIREMENTS i) Technical specifications of the required workshop for IETM Level IV documentation are provided in the HAL Document No. HAL/KNP/DO- 228/IETM/TS/001 enclosed at Annexure-4. It includes IETM architecture and its technical features / requirements. Detailed information shall be provided to the vendor after the award of the contract. ii) Offer shall include detailed description/information on functioning and characteristics of the hardware and software to be used in the project. 8.3 WORK SHARE AND RESPONSIBILITY The work share and major responsibilities of the vendor as well as HAL for this project are given as under A) Vendor s Work share/responsibility i) To convert HAL DO-228 technical manuals (AMM, IPC, POH, and their supplements) currently available in ATA100 format into IETM Level IV standard and to setup all the required hardware and software as per the Technical Specifications placed as Annexure-4 of this document. ii) Familiarize aircraft installation and operational aspect of each specialized functional areas like System design, Structural design, Electrical / Avionics architecture design etc. and understand the Standard of Preparation (SOP), in coordination with HAL. iii) To provide a detailed plan of action for the implementation of various activities during the course of the project keeping in view the Delivery Schedule (Annexure-3). iv) To understand the document Configuration Management system followed in HAL TAD Kanpur in consultation with HAL, to facilitate the configuration control over the various versions of up-gradations / modifications. 6 v) To participate in periodic reviews during the entire publication creation and installation stage. vi) To ensure Quality Assurance checks with HAL team and end user (Indian Navy) as required at various stages. Vendor to incorporate the feedbacks given and to give the evidence for the same. vii) To generate a comprehensive Acceptance Test Procedure (ATP) for generated IETM Level-IV documentation as per Annexure-4 Technical Specifications. This ATP shall comprise all the validation tests as well as functional checks applicable for IETM Level-IV documentation standard. This ATP shall first be vetted by HAL and End User. viii) To generate a comprehensive Acceptance Test Procedure (ATP) for workshop capable of generating IETM Level-IV documentation as per Annexure-4 Technical Specifications. This ATP shall comprise all the validation tests as well as functional checks applicable for the workshop with required features. This ATP shall first be vetted by HAL. ix) To obtain acceptance on both the ATPs from HAL. x) To perform ATP based acceptance testing of the IETM Level-IV documentation generated and of workshop setup post its commissioning at HAL TAD, Kanpur. Testing shall be deemed complete only after issuance of certificate of acceptance by HAL / End User. xi) To provide maintenance procedure for the delivered Documentary Setup. xii) Vendor must have been certified for following quality standards for preparation, identification, indexing, release, and delivery of the interactive documentation a. ISO certified (Procedures and Processes). b. BS-7799 certified or ISO or its equivalent (Data Security). c. AS 9100C (Quality Management System). d. SEI-CMMi (Capability Maturity Model Integration), min Level 3 certified (Process Maturity and Improvement). xiii) To create the data access permission/administration set up during all stages of preparation of documentation and maintenance phase. xiv) To ensure safety and security of handling of restricted data in the newly created documentation set-up. xv) To ensure safety and security for viewing and printing options of restricted data in viewer CD/DVD. xvi) To provide documentation as specified at Para 9 of Annexure-4 (Documentation). xvii) To provide support as specified as Support. xviii) To provide training to HAL team and HAL s customer team as Training). xix) To provide the itemized list of deliverables along with part nos. and quantities for each deliverables. B) HAL s Work share/responsibility i) To provide both hard and soft copies of Technical Manuals (AMM, IPC, and POH) to be converted into IETM Level IV. ii) To provide required logistic support (Electrical points, space with furniture) for the vendor team placed at HAL TAD, Kanpur. 7 iii) To hold periodic reviews during the entire publication creation and installation stage. 8.4 GENERAL REQUIREMENTS i) Work shall be carried out in HAL TAD, Kanpur premises. Vendor shall position its team for preparing IETM in-house at HAL TAD, Kanpur. ii) Vendor and its team shall adhere to HAL TAD, Kanpur s security norms and follow the shift timings. iii) Vendor shall arrange any items (software and / or hardware) required exclusively for the preparation work of the project and same can be taken back after the completion of the project. iv) Vendor provided Software shall only be from reputed source(s) and vendor has to transfer to HAL all the required license keys which must carry perpetual subscription (license) i.e. no software shall require renewal of its subscription (license) for continued use over the years. v) OEM of hardware being quoted or submitted by vendor should be renowned and should be positioned as Leaders in Gartner s Magic Quadrant of Year ACCEPTANCE OF DOCUMENTARY SET UP (WORKSHOP) i) Vendor shall assure that the documentary setup including software and hardware is in conformity with the Annexure-4 Technical Specifications. ii) Vendor shall notify HAL in advance of the date / time, when the setup shall be ready for inspection / acceptance as per the ATPs. iii) If, as a result of above inspection, any of the feature (s) / equipment or part thereof is found to be not in accordance with the specifications, vendor shall take necessary steps to ensure that such feature (s) / equipment or part thereof comply with the specifications. iv) Upon satisfactory completion of inspection / acceptance testing, HAL / End User shall issue a Certificate of Acceptance. The signature of HAL / End User s authorized representative on the certificate of acceptance shall constitute the acceptance of the documentary setup. 8.6 TRAINING i) Bid shall include a comprehensive training program for training to HAL and End User s representatives as follows a) Non-Admin training To train the prospective end users with the basic concepts and usage. The training shall demonstrate how to use and navigate through the technical data contained in IETM and to provide clear understanding and direction on the requirements to install and configure the View applications. b) Admin training In addition to a) above, to train the prospective admin users with the capability to act and be the focal point as a subject matter expert. Admin users shall be trained on how to fully utilize all the capabilities assigned to them as per Annexure-4 Technical Specifications. Page 7

8 ii) iii) iv) c) Super-Admin (System Administrator and Maintenance) training In addition to a) and b) above, to train the prospective super-admin users with the understanding of various components associated with the documentary setup, the architecture of the system, the files created and utilized and how to build and configure View dataset. Super-Admin users shall be trained on how to fully utilize all the capabilities assigned to them as per Annexure Technical Specifications. Vendor shall supply 02 sets of Training documents, multi-media presentations, and other training aids catering the training needs of para i.a to i.c in hard as well as soft copies. Further, vendor shall supply additional 05 sets of Training documents, multimedia presentations, and other training aids catering the training needs of para i.a at 05 end user sites. Interactive training software, if any, shall be provided by the vendor. Comprehensive training of 10 working days shall be imparted by the bidder to cater for the training needs at i.a to i.c. Training sessions shall have trainees and shall be imparted at HAL TAD, Kanpur. v) In addition, 02 days Non-admin user training (i.a) shall be imparted by the bidder at 05 end user sites each. Names and addresses of the end user sites shall be intimated at a later stage. DOCUMENTATION i) The vendor shall provide two sets of both hard and soft copies of detailed documentation on how to use and maintain the Interactive Documentation set-up. ii) Documentation should be prepared user role-wise as per Para 9 of HAL Document No. HAL/KNP/DO-228/IETM/TS/001 enclosed as Annexure-4 of this RFP. SUPPORT Vendor has to provide the product support for functioning of the IETM set up including hardware and software for minimum 15 years. 9. Earnest Money Deposit (EMD) An EMD amount of Rs. 3,00, (INR) in form of original documents i.e. demand draft drawn in favour of Hindustan Aeronautics Limited payable at Kanpur or Bank Guarantee (as per HAL attached format) should be kept in separate envelope (superscripted with tender number & due date) and should reach us on or before the tender due date and time or may be dropped in the tender box (of HAL-TAD, KANPUR) kept at tender cell on or before the due date. The offers not accompanied with requisite amount of EMD or EMD not submitted in the specified form shall be summarily rejected. A pdf copy of EMD document to be uploaded along with the Technical bid in the e-portal. 10. Non-disclosure Agreement Non-disclosure Agreement duly signed by the authorized signatory from the vendor s side strictly as per the format enclosed to this RFP should be submitted. Page 8

9 Integrity Pact The bidders who participate in the tender should sign the Integrity Pact as per HAL IP format enclosed to this tender. Two original ink-signed IP in hard copy shall be submitted by the participating bidders kept in separate envelope (superscripted with tender number & due date) and should reach us on or before the tender due date and time specified in the tender (Address Deputy General Manager (IMM), HAL-TAD, Chakeri post, Kanpur or alternatively the sealed cover containing IP should be dropped in the tender box of HAL, KANPUR - IMM Dept. kept at tender cell). HAL will not be responsible for any transit/postal delay or delay due to any other reasons in receipt of IP. Submission of original ink-signed IP is mandatory. Failing which, the bid submitted by vendors through HAL's e-procurement portal would be disqualified without assigning any reasons thereof. The IEM details are as follows Name Shri. Any query related to tender (like due date extension, technical clarification, etc.) should not be sent to IEM. Such queries needs to be sent to HAL directly. In case the vendor has already signed any IP with MoD, for any of their Contracts, the same shall be disclosed and shall sign the Integrity Pact, in the same format with HAL also. 12. Evaluation process and Acceptance Criteria 12.1 Pre Bid Technical Clarification Interested Vendor may seek necessary clarification if required on the tendered work as per technical specification and submit their Technical and Commercial Bid separately on or before the due date Technical bid opening Technical bid against this RFP would be opened on the following date of tender due date. In case, due to any administrative reasons, if the tender could not be opened on that day, the tender would be opened on the next working day. Interested bidders may witness the tender opening online by logging into HAL e-procurement portal Technical Evaluation All the technical bids submitted by the vendors would be opened and examined for adherence/ compliance to the requirements as specified in this RFP. In case of ambiguity or non-clarity in statements given by the vendors, HAL may seek information/ clarification from any or all the vendors. HAL may also use its right to call for demonstration of the System or evaluation of the proposed supply plan before concluding the technical evaluation. Only such offers that meet HAL requirements shall be short listed for further commercial evaluation. Page 9

10 hal-india.com 12.4 Commercial Bid Opening Commercial bids of short listed vendors whose technical bids have been found to be meeting HAL s requirement would be opened online. Technically qualified bidders may witness the tender opening online by logging into HAL e-procurement portal Commercial Evaluation Commercial evaluation will be done for the total requirement of our RFP together Evaluation of offers will be done by loading the taxes / duties to arrive at the landed price to FOR HAL TAD, KANPUR Applicability of the Taxes (IGST, CGST, SCGST, etc) should be explicitly indicated by the bidder in his response. In the absence of this input the offer would be considered all inclusive If two or more bidders quote the same price, HAL reserves the right to seek revised offer from the same bidders and placing order on revised L-1 offer. If same situation prevails then HAL reserve the right to place order on any of them Only those Bids will be evaluated, which are found to be fulfilling all the eligibility and qualifying requirements of the RFQ, both technically and commercially. The bidder, whose price is arrived as lowest as per Evaluation criteria, will be declared as L-1 bidder by Buyer Vendors should quote FOR HAL, Kanpur prices Vendors should quote for all the line items mentioned in the price bid. If the vendor has not quoted for any of the lines, the offer would be considered as incomplete. Incomplete offers generally will not be considered for evaluation. Additional Information 14.1 Canvassing by tenderers in any form, including unsolicited letters on tenders submitted or post tender corrections shall render their tenders liable for summary rejection Please note that offers / EMD / two sets of Ink-signed IP submitted after the due date will not be considered and will not be opened. Further, offers received in the form of Hard copy (courier/post/dropping in tender box) / / or any other mode (other than submitting online through HAL s e-procurement portal) will not be considered and will be rejected. Offer should be submitted online (HALs e-procurement portal) within due date and time specified Proposals (In English Language only) should be submitted through HALs e- procurement portal only on or before due date and time.
